NARRATIVE:
On 05/21/2022, 43-year-old Paul Hoard was fatally injured when the vehicle he was driving collided with a Regional Transportation District bus during a Denver Police Department pursuit in downtown Denver. The Denver Office of the Medical Examiner subsequently identified Hoard.

At approximately 7 a.m., Denver police responded to a report that a man had forced a woman into a vehicle at knifepoint. Officers located the vehicle stopped along the roadway and positioned a patrol vehicle behind it.

Hoard and the woman got out of the vehicle as officers approached. Police ordered Hoard to show his hands. Hoard returned to the vehicle and drove away, while the woman remained behind and was no longer inside the vehicle.

Denver police pursued Hoard through downtown Denver. At North Broadway Street and West 13th Avenue, Hoard entered the intersection against a red traffic signal and collided with an RTD bus.

Hoard suffered critical injuries and was transported to a hospital, where he died. No other fatalities were reported.

The Denver Office of the Independent Monitor subsequently reviewed the incident. Its 2024 annual report states that the Denver Police Department investigated the pursuit and determined that the involved officers did not violate department policies or procedures.
