REASON FOR CHASE: Bystander killed during pursuit after a San Bruno police sergeant attempted to stop a Toyota Highlander leaving The Shops at Tanforan following a shoplifting incident. The driver accelerated away and reached more than 60 mph in a 25-mph zone.

NARRATIVE:
On 06/19/2022, 59-year-old Mikhail Maalouli of San Bruno was killed when a Toyota Highlander fleeing San Bruno police crashed into the vehicle he was driving at San Bruno Avenue and Huntington Avenue.

The incident began after a man shoplifted merchandise from The Shops at Tanforan and entered a Toyota Highlander driven by Matthew Fredricksen. A San Bruno police sergeant attempted to stop the Highlander as it left the mall parking lot. Fredricksen accelerated away and police pursued him.

Fredricksen drove more than 60 mph in a 25-mph zone on Huntington Avenue. Police alleged they discontinued the pursuit because of the danger to the public.

After police alleged they discontinued the pursuit, Fredricksen continued at high speed and ran a red light at San Bruno Avenue. The Highlander struck Maalouli's vehicle broadside, killing him.

Fredricksen fled the crash scene on foot but was subsequently arrested. Investigators determined that the Highlander was stolen. Police also reported finding fentanyl and methamphetamine and alleged that Fredricksen appeared to be under the influence of fentanyl.

Fredricksen pleaded no contest to felony vehicular manslaughter and related charges in October 2023. In December 2023, he was sentenced to 10 years in prison and ordered to pay restitution to Maalouli's family.
