NARRATIVE:
On 07/28/2022, 23-year-old Khalil R. Hamlin was killed when a stolen red Dodge pickup truck fleeing Chesterfield County police crossed into oncoming traffic and struck the vehicle Hamlin was driving on Hopkins Road in Chesterfield County, Virginia.

At approximately 6:59 p.m., Chesterfield County police responded to an armed robbery at an apartment complex. Police said a man had arranged an online meeting to purchase tools but was assaulted with a firearm by three males who stole his red Dodge pickup truck.

Officer Jonathan White subsequently located the stolen pickup. White activated his patrol vehicle's emergency lights and siren in an attempt to stop it. The driver accelerated away, and a police pursuit followed.

Officer White briefly lost sight of the pickup during the pursuit. Officer Taylor Sensabaugh was also involved in the police response. Police reported that an aviation unit was following the vehicle from overhead.

In the 7500 block of Hopkins Road, the pickup crossed the double-yellow center line while attempting to pass another vehicle and entered the path of Hamlin's oncoming car. The pickup struck Hamlin's vehicle.

Hamlin suffered fatal blunt-force injuries and was pronounced dead. A female passenger in his vehicle suffered life-threatening injuries and was hospitalized.

Officer White arrived at the collision approximately 10 to 15 seconds after it occurred. He saw a male exit through the driver's door of the stolen pickup and run from the scene. Officer Sensabaugh also reported seeing one person exit the truck and flee. A police K-9 subsequently tracked the fleeing person, who was taken into custody.

The driver was later identified as Shamon Marquis Spain. Spain was prosecuted as an adult. At trial, he disputed that he had been driving the truck, but investigators found his blood on the deployed driver's-side airbag and his shoe on the driver's-side floorboard. The jury convicted Spain of felony murder, felony eluding and felony hit and run.

Chesterfield County Police Officer Jonathan White was identified in subsequent court proceedings as the officer who located the stolen pickup, activated his emergency lights and siren and initiated the pursuit.
