NARRATIVE:
On 12/06/2022, Raul Tovar Alvarez was killed during a Texas Department of Public Safety pursuit in Kinney County near Brackettville.

DPS officers deployed spike strips while pursuing the vehicle. The driver attempted to avoid the strips and lost control, causing the vehicle to roll repeatedly. At least eight occupants were ejected.

Tovar Alvarez, Luis Figueroa Gonzalez, Samuel Gonzalez Arroyo, Miguel Mendiola Gutierrez, and John Ware died as a result. Another four occupants suffered critical injuries.
