OPEN RECORDS SUMMARY :

On 07/15/2022, 45-year-old Jesse L. Beck of Rockvale was killed when Carbon County Sheriff's Sgt. Kelly Carrington struck him with a patrol vehicle on U.S. Highway 212 near mile marker 82 outside Roberts, Montana. Darren Shull, 52, who had stopped to help Beck following Beck's motorcycle crash, was also struck and killed. Both men died at the scene.

Before the fatal collision, Beck had crashed his motorcycle on Highway 212. Shull, a former paramedic who had been traveling behind Beck, stopped and began rendering aid while communicating with emergency dispatchers about the location of the crash.

Carrington was dispatched to the motorcycle crash and drove southbound on Highway 212 toward the scene. Evidence presented during the subsequent coroner's inquest showed that Carrington was traveling approximately 110–115 mph as he approached. Carrington testified that lights near the crash scene temporarily blinded him before his patrol vehicle struck Beck and Shull. He initially believed he had struck a deer. His Dodge Charger then left the highway and crashed into a ditch.

The collision was captured by Carrington's dash camera and body-worn camera. Investigators from the Montana Highway Patrol, Montana Division of Criminal Investigation and other outside agencies investigated the deaths. Carrington was placed on paid administrative leave following the collision.

A coroner's inquest was held in June 2023. Evidence concerning Carrington's speed, visibility, dispatch information and his understanding of the crash location was presented to an eight-person jury. The jury determined that Carrington should not face criminal charges, and Carbon County Attorney Alex Nixon subsequently said he would follow that recommendation.

OFFICER BACKGROUND:
Sgt. Kelly Carrington had approximately 16 years of law-enforcement experience at the time of the collision, including 11 years with the Carbon County Sheriff's Office. He was placed on administrative leave while outside agencies investigated the deaths.
