OPEN RECORDS SUMMARY :

On 12/06/2022, Juan Carlos Enriquez Rodriguez, 33, was killed when an on-duty Sacramento Police Department detective drove an unmarked department vehicle onto the shoulder of southbound Interstate 5 near Sutterville Road and struck Rodriguez and his brother, Lionel Enriquez Rodriguez, 32.

Lionel's pickup truck had run out of fuel and was stopped on the right shoulder. Juan Carlos came to help his brother and was putting fuel into the disabled truck when Detective Jonathon Thomas Nangle approached in an unmarked department-issued Ford Fusion at approximately 6:15 a.m.

Nangle's vehicle crossed the solid white fog line onto the shoulder, struck the rear of the disabled pickup and then struck both brothers. One brother was pronounced dead at the scene and the other died while being transported to a hospital. Both men were outside the vehicles when they were hit.

Nangle was on duty and driving what Sacramento police described as an unmarked department “home retention” vehicle. The California Highway Patrol conducted the collision investigation. CHP subsequently determined that the evidence supported vehicular-manslaughter charges, and the Sacramento County District Attorney's Office agreed.

On 09/05/2023, a Sacramento County Superior Court judge issued a warrant charging Nangle with two misdemeanor counts of vehicular manslaughter. Nangle surrendered to the Sacramento County Sheriff's Office and was processed and released. Sacramento police said Nangle had more than eight years with the department and remained on administrative leave with his peace-officer powers suspended.

Nangle later pleaded guilty to both misdemeanor vehicular-manslaughter counts. In February 2025, he was sentenced to 120 days in Sacramento County Jail, with an option allowing him to serve the sentence through community service.

In April 2026, a Sacramento County jury awarded Juan Carlos Rodriguez's two surviving children approximately $32.1 million for the loss of their father. The City of Sacramento admitted liability for the collision, leaving the jury to determine damages. Each child received $2.5 million for past loss and $12.5 million for future loss, plus additional damages bringing the total award to approximately $32.1 million.

OFFICER BACKGROUND:
Jonathon Thomas Nangle was a Sacramento Police Department detective and had approximately eight years with the department when he killed Juan Carlos and Lionel Rodriguez.

This was not Nangle's first documented on-duty vehicle collision. Court records and contemporary reporting show that Nangle had been sued over an April 8, 2021 collision at Martin Luther King Jr. Boulevard and 47th Avenue in Sacramento. The plaintiff alleged property damage, medical expenses and other injuries arising from that crash.

Nangle was criminally prosecuted for the deaths of the Rodriguez brothers, pleaded guilty to two misdemeanor counts of vehicular manslaughter, and received the 120-day sentence in 2025.
