On 12/12/2022, a 60-year-old Deltona woman was struck and killed by an on-duty Orange City Police Department sergeant while she was crossing U.S. 17-92, also known as South Volusia Avenue, near Roberts Street and Enterprise Road in Orange City. The collision occurred at approximately 2:30 a.m.

Sgt. Brian Kibbe was driving a marked Orange City Police Department SUV southbound on U.S. 17-92. According to the Florida Highway Patrol, Kibbe was traveling in the inside lane and began merging into the left-turn lane to turn east onto Enterprise Road.

Police said the woman was walking from the west side of U.S. 17-92 toward the east and was crossing outside a marked crosswalk. The right front of Kibbe's police SUV struck her. She was killed at the scene.

The collision occurred in a poorly illuminated section of the highway. A nearby business owner told Spectrum News that pedestrians commonly crossed there despite the absence of a crosswalk and described the area as extremely difficult to cross and particularly dark at night. The nearest intersection with a crosswalk was approximately 150 yards away at Enterprise Road.

Kibbe was on routine patrol at the time rather than engaged in a pursuit. Orange City police said his body camera was operating and captured his view from inside the vehicle for approximately 30 seconds before the collision. Florida Highway Patrol investigated the fatal crash, while Orange City Police Department announced a separate internal review to determine whether departmental policies had been violated.

OFFICER BACKGROUND:
Sgt. Brian Kibbe was identified by Orange City Police Department officials as the officer driving the patrol vehicle. At the time of the fatal collision, Kibbe had served with the department for more than 15 years.
