OPEN RECORDS SUMMARY :

On 05/02/2021, shortly after 2 a.m., 34-year-old Joshua Day was crossing North Point Boulevard in Dundalk when the driver of a Subaru Legacy struck him. The Subaru driver stopped at the scene. Twenty-one-year-old Berlynn Matthews subsequently encountered Day lying in the roadway, stopped her vehicle and got out to help him.

While Matthews was attempting to help Day, off-duty Baltimore County Police Officer William Collazo-Brown, 24, approached on a Kawasaki motorcycle and struck both Matthews and Day. Both were pronounced dead at the scene. Early police reporting said investigators had not yet determined whether Day had already died from the first collision or whether the subsequent impact by Collazo-Brown's motorcycle contributed to his death.

Collazo-Brown was arrested and charged with DUI-related offenses. His police powers were suspended immediately. Collazo-Brown had joined the Baltimore County Police Department in June 2019. Two days after the deaths, the department announced that he was no longer employed as a Baltimore County police officer.

Collazo-Brown was subsequently prosecuted for the deaths. Following a three-day trial, a Baltimore County judge found him guilty of two counts of criminally negligent manslaughter along with DUI, homicide by motor vehicle and other offenses. He was convicted on 13 of 16 counts.

Collazo-Brown was sentenced to five years incarceration with all but 18 months suspended. He was also sentenced to three years of probation following his release, with the first 18 months of probation under home detention.
