OPEN RECORDS SUMMARY :
On 04/14/2025, 42-year-old Kevin Clint Frago drowned at Woodlawn Lake Park in San Antonio after police approached him during a mental health crisis. Officers were dispatched at approximately 4:45 p.m. to the 1100 block of Cincinnati Avenue following a report of a nude man at the park. Police said the original call concerned lewd conduct.

Police located Frago sitting naked on the ledge of a drainage ditch near the water. According to police, officers called out to Frago and attempted to speak with him. Frago then entered the lake and went underwater. He did not resurface.

Police attempted to rescue Frago but were unable to reach him. The San Antonio Fire Department responded, deployed a boat and recovered Frago from the water. He was pronounced dead at the scene.

The Bexar County Medical Examiner's Office identified him as Kevin Frago, 42. The medical examiner determined that he died from drowned and ruled the manner of death an accident.

Frago's sister, Princess Frago, subsequently said her brother had been struggling with mental illness and schizophrenia. She said he experienced paranoia and sometimes felt that people were after him. She publicly asked that her brother be remembered as more than the circumstances immediately preceding his death and advocated for greater awareness of mental illness and addiction.

Later San Antonio Express-News reporting described Frago as experiencing a mental health episode when San Antonio Park Police approached him.
