NARRATIVE:
On 11/25/2023, 32-year-old Jesse Ruiz was killed while riding as a passenger in a Ford Mustang that crashed shortly after Tempe Police Department officers attempted to stop its driver. Another passenger, 33-year-old Devin Anello, was also killed. The driver, 21-year-old Eddie J. German, survived.

At approximately 1:30 a.m., Tempe police officers saw the Mustang and another vehicle traveling at high speed near Rural Road and Terrace Road. Police alleged the vehicles were street racing at more than 150 mph in a 35-mph zone. An officer activated emergency lights in an attempt to stop the Mustang. German continued southbound. Tempe police said officers did not pursue the vehicle.

Moments later, officers encountered the wrecked Mustang on Rural Road just south of Broadway Road. Investigators determined that the Mustang was traveling approximately 153 mph when German lost control. The car went airborne, struck a utility pole and palm trees, and broke apart.

Ruiz and Anello were ejected and killed. German survived and was hospitalized. Police subsequently arrested German and accused him of two counts of second-degree murder and one count of unlawful flight from law enforcement.
