NARRATIVE: On 12/23/2023, 18-year-old Raegan Nicole Blackmon of Troy was killed when a vehicle fleeing a North Carolina State Highway Patrol trooper crashed into the vehicle in which she was traveling on N.C. Highway 134 near Mount Gilead. At approximately 7:40 p.m., a trooper attempted to stop a vehicle driven by a 22-year-old Mount Gilead man. The driver fled the attempted stop and crashed into the vehicle carrying Blackmon and her boyfriend, Thomas Maness. Blackmon was killed and Maness was seriously injured and airlifted to Chapel Hill. The fleeing driver subsequently faced charges including failure to stop for lights and siren, second-degree murder and two counts of assault with a deadly weapon with intent to kill inflicting serious injury.
