OPEN RECORDS SUMMARY :

Washington Court House police stopped a vehicle at about 6 p.m. on 10/01/2023 for a traffic violation on the 400 block of Gregg Street. The vehicle stopped. Tim West ran from the vehicle. Washington Court House police started a foot chase. The man was cornered in an area he could not escape and tasered. He fell to the ground and died from a medical emergency. Police have made no claims that he had been armed or posed a threat to them. He appears to have been killed for nothing more than a traffic infraction and fleeing due to likely conditioned fear of police. In the footage, the responding officer who fired the Taser can be heard telling another officer who arrives on scene, “I accidentally got him in the head with the Taser,” when another officer arrives on scene. He also added that West had “hit his head.” The taser probe was still stuck to his head. West had no criminal record and had recently moved to Ohio from Florida.
The officer’s name was not disclosed and Marsy’s law was invoked to keep him anonymous. Marsy’s Law was created to protect the identities of crime victims but this law is commonly misused by police to hide the identities of officers who kill.
