REASON FOR CHASE: Police were responding to a reported domestic incident involving a weapon.

NARRATIVE: On 11/05/2023, 30-year-old Zackery “Zack” Jeffers was killed during a multi-agency police pursuit that began in Mason County, West Virginia and continued through Gallia County into Meigs County, Ohio. Police pursued Jeffers northbound on State Route 7 at speeds reported around 100 mph. Meigs County Deputy Kyle Calendine directed Deputy Cody Gilbraith to deploy stop sticks in the path of the fleeing vehicle. At approximately 9:08 p.m., Jeffers drove over the stop sticks, lost control, crossed the center line and crashed head-on into a southbound vehicle driven by 33-year-old Zachary Carson. Both Jeffers and Carson died.

OFFICER BACKGROUND: Deputy Kyle Calendine directed the stop-stick deployment and Deputy Cody Gilbraith deployed the device. A later wrongful-death lawsuit alleged the deployment violated multiple safety guidelines. Calendine had joined the Meigs County Sheriff’s Office after being terminated by the Gallipolis Police Department following notification that he was the subject of a criminal investigation; the investigation did not ultimately produce sufficient evidence for criminal charges.
