OPEN RECORDS SUMMARY :
Joey Frairie was at an apartment complex near Kessler Park when Dallas PD officers investigating a homicide arrived and attempted a "high-risk apprehension" on the 2500 block of Bahama Drive at about 3 p.m. on a parked car. Passenger Joey Freire allegedly shot an officer in the foot and was shot and killed by Dallas PD.No officers were charged.
