OPEN RECORDS SUMMARY :
A San Bernardino motorcycle officer traffic-stopped a vehicle for a vehicle code violation. The vehicle did not stop and the officer escalated a chase. When the vehicle did stop, a man ran away. Police allege he held a gun while running away from them. They shot and killed him. He was seen running away and not aiming weapons when he was shot after jumping over a fence. After he was mortally injured and was seen bleeding extensively, he was violently arrested in his injured state. He died during arrest. Police smeared his reputation extensively, airing old prior run-ins with the law. His family believes that police planted the gun and the family filed a lawsuit.
