OPEN RECORDS SUMMARY :
Stockton PD received numerous calls about a man with a gun, among them, a call from the man himself. Police arrived and claim that the man pointed a gun at a truck pulling into the lot and they shot and killed him. Shooter officers were Brian Hooper, Michael Kachalkin, Ruben Meza, Marcos Alonso and Chris Orozco, firing an undisclosed number of bullets.No officers were charged.
Rico Ruiz-Altamirano had been an Afghanistan combat vet with PTSD who had served his country and was shot and killed by police during a mental health crisis instead of receiving help and support.
