OPEN RECORDS SUMMARY :
LAPD responded to the scene of an accident where a man near the scene was allegedly acting erratically. Officers recognized him and had him sit on the street. He was initially cooperative but then he got up, ran away and was forcibly subdued. LAPD alleges that he resisted and was therefore tasered 6X, handcuffed and had his ankles tied together. He suffered a medical emergency and died of cardiac arrest at the hospital. No officers were charged.
