OPEN RECORDS SUMMARY :
On February 28, 2023 at approximately 12:45 a.m., Roseburg Police officers responded to multiple 911 reports of a disturbance at the Roseburg Senior Center, which was operating as a temporary warming shelter. Dispatchers reported that a man inside the shelter had stabbed several individuals; those victims were later described as in stable condition with non-life-threatening injuries. Officers made contact with the subject, identified by investigators as 20-year-old Mia Tulasi Dasa of Grants Pass, who refused directives and non-lethal de-escalation efforts. Law enforcement attempted taser, pepper spray, and bean bag rounds, but according to the Douglas County Sheriff’s Office, the subject continued to advance and behave aggressively. A Roseburg Police officer discharged his firearm, striking Dasa. Officers attempted lifesaving measures, but Dasa died from the gunshot wounds at the location. The Douglas County Major Crimes Team, including Oregon State Police, investigated the incident, and a Douglas County grand jury later determined the use of deadly force was legally justified.
