Shortly before 5:30 p.m., Middletown PD officers reportedly pulled over a vehicle at Walmart in Middletown on Towne Boulevard for a traffic stop. Police state there were “shots fired” from a vehicle occupant. Middletown PD shot and killed Victor Lykins. The officers were cleared by the DA.
