OPEN RECORDS SUMMARY :
The Redding Area Office of the California Highway Patrol received a 911 call about a man with a gun in a vehicle on Interstate 5 who had reportedly exited on S. Bonnyview Road. CHP officers made a traffic stop on Island Drive during which shots were fired. David Couch was shot and died later on February 16, 2023 from his injuries. A neighbor said he had been shot without warning by CHP. No officers were charged.
