OPEN RECORDS SUMMARY :
Pierce County deputies were sent on a welfare check on a man sleeping in a vehicle. Officers speculated that the vehicle may have been stolen and approached the vehicle. Police admit they opened the vehicle door whereupon the man drove away and was shot dead. He is believed to have been unarmed.
