O’Kwan Rahmir Sims reportedly fired shots at the apartment complex "Curve Crest Villas" in Stillwater, Minn. on March 4 after he allegedly shot at his neighbors and officers. Multiple police agencies responded. People nearby were instructed to shelter in place. Police report that the man fired multiple rounds in and outside the apartment and several people were hurt. Officers Justin Dowley and Daniel Young fired shots in the parking lot and shot and killed the man. The shooter officer did not turn on his bodycam.
