OPEN RECORDS SUMMARY :
Ronald Phillips, 56, was chased by Sonoma County deputies in a black pickup truck after police received calls of “somebody shooting at other people” in the 3300 block of Santa Rosa Avenue. Phillips did not stop and the chase continued north on Highway 101. He exited and a patrol vehicle was used to immobilize the truck by PIT maneuver. Police allege Phillips produced a gun and committed suicide under police duress.
