Michael Owens was hallucinating on an unknown substance, called 911 to ask for help. When Oxnard PD arrived, he was cutting his own wrists. Oxnard Police arrived and found him locked in a bathroom. They allege that he had a knife. Oxnard PD shot and killed him.
