OPEN RECORDS SUMMARY :
On May 2, 2024, at approximately 2 p.m., Indianapolis Metropolitan Police Department (IMPD) officers responded to reports of a man with a gun threatening individuals near the 600 block of East 38th Street. Witnesses stated that 35-year-old Lemar Brandon Qualls had pointed a gun at residents and made threats to shoot.

Officers received an update that Qualls had moved to the 3900 block of Broadway Street, where he was seen on a front porch brandishing a firearm and making threats. The resident, who did not know Qualls, reported that he had pointed the gun at her and struck it against a metal bar to show it was real.

Officers Ivan Flick and Randall Buck encountered Qualls on the porch. According to IMPD, Officer Flick approached Qualls, who was holding a handgun. Qualls reportedly raised the gun and pointed it toward Officer Flick. Officer Flick and Officer Buck opened fire, striking Qualls. Qualls was pronounced dead on the porch.

The Marion County Coroner’s Office confirmed Qualls' identity. A firearm was recovered from the scene, with evidence suggesting it had been struck by a bullet during the incident. Officer Flick’s body camera was not activated, while Officer Buck’s camera captured the event. Both officers have been placed on administrative leave.

The IMPD Critical Incident Response Team is investigating the shooting, with oversight from the Marion County Prosecutor's Office. The IMPD Internal Affairs Unit is conducting a separate investigation to determine compliance with departmental policies.

Prior Incidents: Officer Buck named in a federal lawsuit filed on 09/17/2021 by James Smith alleging violations of constitutional rights under the Fourth and Fourteenth Amendments. The case, Smith v. Buck, was heard in the U.S. District Court for the Southern District of Indiana. The court granted in part and denied in part Officer Buck's motion for judgment on the pleadings.
