OPEN RECORDS SUMMARY :

On February 24, 2024, at approximately 3:00 p.m., 50-year-old Cesar Martha contacted 911, reporting that he was being followed and was armed with a handgun. San Bernardino County Sheriff's deputies responded to the 2600 block of North Mountain Avenue in Upland, where they located Martha's parked vehicle. Upon arrival, deputies heard gunshots and requested aerial support to locate Martha. He was observed in the nearby hills, discharging his firearm without a clear target. Specialized Enforcement Division (SED) personnel and crisis negotiators were deployed and engaged Martha multiple times, attempting to persuade him to surrender peacefully. Despite these efforts, Martha suddenly emerged from his hiding spot and charged towards the officers while still armed. A lethal force encounter ensued, and Martha was struck by gunfire. Despite life-saving measures, he was pronounced dead at the scene. The incident is under investigation by the Sheriff's Specialized Investigations Division.
