OPEN RECORDS SUMMARY :
On February 25, 2024, at approximately 11:20 p.m., a San Joaquin County Sheriff's Office K9 deputy was patrolling eastbound on Highway 88 (Waterloo Road) near Piccoli Road, just outside Stockton city limits. The deputy's patrol vehicle struck Kayla Cotton, a 34-year-old woman believed to be experiencing homelessness, who was reportedly standing in the roadway wearing dark clothing. The deputy immediately called for emergency assistance and initiated life-saving measures. Despite these efforts, Cotton was pronounced dead at the scene. The California Highway Patrol and the San Joaquin County District Attorney's Office are conducting a joint investigation into the incident. Preliminary reports indicate that the area lacks adequate lighting and crosswalks, and the speed limit is 45 mph. The deputy was on duty but not responding to an active call at the time of the collision. During the subsequent investigation, another vehicle breached the barricades set up around the scene; the driver was detained by the California Highway Patrol.
