OPEN RECORDS SUMMARY :

On the night of February 15, 2024, a Rock Hill Police Department officer initiated a traffic stop on a Dodge Challenger for defective lights as the vehicle turned left onto Harper Gault Road from Saluda Road. Upon activation of the patrol vehicle's blue lights, the driver, later identified as Tyland Archer, did not stop. As the officer approached the intersection of Harper Gault and Oakdale roads, the Challenger was found wrecked in the wood line. The vehicle had collided with a tree, resulting in significant damage. The passenger, Justin Villanueva, was ejected from the vehicle and pronounced dead at the scene. Tyland Archer was entrapped within the vehicle and was later transported to an area medical center, where he was pronounced dead. Subsequent investigation revealed that the Dodge Challenger had been reported stolen from another jurisdiction. The South Carolina Highway Patrol's Multi-Disciplinary Accident Investigation Team (MAIT) was notified to conduct an independent investigation of the wreck. The Rock Hill Police Department's Serious Traffic Accident Reconstruction Team also responded to investigate for internal review.
