On April 17, 2024, at approximately 3:30 p.m., Gregory Parsons, a 60-year-old transportation engineering consultant from Jacksonville, contacted the Florida Department of Transportation (FDOT) District 7 headquarters in Tampa, Florida. He informed a receptionist that he was in the parking lot with a bomb and intended to drive his vehicle into the building to cause harm.

Tampa Police Department officers arrived promptly and located Parsons sitting in a blue SUV in the parking lot. As officers approached, Parsons pointed a gun at his head. Despite officers' attempts to negotiate, Parsons fatally shot himself.

A subsequent search of Parsons' vehicle revealed multiple firearms, high-capacity magazines, gas tanks, and suspicious items, including wires. The Tampa Police Bomb Team assessed the situation, leading to the evacuation of the FDOT building and the nearby Florida Highway Patrol office as a precaution.

Investigations revealed that Parsons had longstanding grievances with FDOT and local transportation agencies. He had previously presented his traffic design concept, the "Parallel Flow Intersection," to the Pasco County Metropolitan Planning Organization. Parsons expressed frustration over the lack of adoption of his design, accusing officials of costing taxpayers millions of dollars.
