On 01/08/2023, Monroe County deputies and Washington Township PD together with Toledo PD chased a vehicle at high speed until it crashed, killing passenger Lesley Rosales at the intersection of West Monroe and Tecumseh Streets in the Village of Dundee. Police did not explain why they were hunting the vehicle with so much effort. Toledo PD additionally claims that they terminated their chase of the vehicle after it entered Michigan, but officers from the Washington Township Police Department of Ohio continued relaying information on the vehicle’s location to Monroe County authorities, directly contradicting the claim that the chase had been called off. The vehicle continued fleeing while being chased by Monroe County Sheriff’s officers. Additionally, “stop sticks” were deployed during the chase and deflated two of the vehicle’s tires but the vehicle initially continued to flee at a high speed and in this destabilized state after being disabled at dangerous speeds with stop sticks, the vehicle was “unable to negotiate the intersection,” struck a utility pole, caught fire and then officers approached the vehicle, made a forced entry to extract the driver and a passenger. The driver was taken to a local hospital in critical condition. Lesley Rosales died. It is unknown why police chased the vehicle so aggressively. No officers were charged.

NARRATIVE:
On 01/01/2023 at approximately 3:34 p.m., a Jacksonville Police Department officer initiated a traffic stop against 26-year-old Jared Nathanial Combs after Emergency Communications of Southern Oregon received a report of a vehicle being driven recklessly in the 4600 block of Highway 238.

Combs continued onto South Stage Road toward Medford. Police reported that his 2004 BMW 545i was traveling at excessive speed and moving across the roadway as the officer pursued him. Available reports do not identify the pursuing officer, provide the pursuit speed or distance, or indicate that police used stop sticks, a PIT maneuver or other forced-stop tactic.

A short time after the pursuit began, Combs lost control near Sunset Drive. His BMW left the roadway and struck multiple trees at high speed.

Emergency personnel extricated Combs from the wreckage. He was pronounced dead at the scene. No other deaths or injuries were reported.

The multiagency Serious Traffic Accident Reconstruction (STAR) Team investigated the crash, with the Medford Police Department serving as the lead investigative agency. Police initially said alcohol might have contributed to the crash based on officers' observations, but toxicology results were still pending when the initial reports were published.

Later reporting established that Combs' driver's license was suspended and that he had three previous impaired-driving convictions. He also had a pending fourth DUII case at the time of his death. Those circumstances were not the stated reason the Jacksonville officer began the pursuit: police said the officer acted after the report of reckless driving.

Jacksonville Police Chief David Towe declined to provide additional details about the pursuit and referred questions to Medford Police. Medford Police said the completed investigation would be forwarded to the Jackson County District Attorney's Office for review.

NARRATIVE:
On 12/31/2022, 26-year-old Julie Elizabeth Clark of Tenafly, New Jersey, was killed when her Honda Odyssey crashed during a Maryland State Police pursuit on Interstate 95 in Cecil County, Maryland.

Beginning at approximately 11:31 a.m., Maryland State Police received several 911 calls concerning the minivan. Callers described erratic driving, swerving between lanes and driving on the shoulder. At approximately 12:14 p.m., Manuel saw Clark's minivan pass his location on the right shoulder and pulled onto I-95 behind her. He activated his emergency lights and siren and pursued her northbound.

The official investigation reconstructed the pursuit in considerable detail. Manuel's recorded speed increased from 84 mph to 98 mph shortly after the pursuit began. During subsequent portions of the pursuit, his patrol vehicle reached 108 mph, 114 mph and ultimately 125 mph. Clark's minivan was at times traveling approximately 100 to 110 mph. Weather conditions were rainy and foggy and traffic was described as moderate.

At approximately 12:22 p.m., Clark moved across the highway toward Exit 109A for Maryland Route 279. Manuel followed. At 12:22:59 p.m., while Manuel's patrol vehicle was traveling approximately 103 mph, Clark lost control on the exit ramp and crashed into trees. Her vehicle caught fire. She was pronounced dead at the scene. She was the only person in the minivan and no other vehicles were involved in the collision.

The Maryland Attorney General's Independent Investigations Division calculated that approximately nine minutes and 14 miles elapsed from the time Manuel first saw Clark's minivan and pulled behind it until the fatal crash.

The Independent Investigations Division completed its investigation on 04/27/2023 and forwarded its report to the Cecil County State's Attorney's Office. On 05/04/2023, the State's Attorney's Office declined to prosecute Manuel.

OFFICER BACKGROUND:
Trooper First Class Kurtis Manuel was a 5.5-year Maryland State Police veteran assigned to the Field Operations Bureau at the time of Clark's death. The Cecil County State's Attorney's Office declined criminal prosecution following the independent investigation.

Off-duty deputy Racer was in his cruiser with a woman at the time of the crash, traveling on Route 60 toward Third Avenue when he hit Laney Hudson in the crosswalk for unclear reasons. Eyewitnesses said they smelled alcohol on the officer’s breath after the fatal accident. The Sheriff’s Office claimed that they had administered a breathalyzer and it was negative but police did not state when this was done. On 12/31/2022, 12-year-old Kiara Hurtado was critically injured when the Toyota Camry in which she was a passenger crashed during a Harris County Precinct 5 Constable's Office pursuit in Houston, Texas. She died from her injuries on 01/04/2023.

Deputies attempted to conduct a traffic stop on the maroon Toyota Camry for speeding in the area of Barker Cypress Road and the Katy Freeway. The driver, identified as 27-year-old Christian Rayo, continued driving and deputies pursued the vehicle.

At Barker Cypress Road and Park Row Boulevard, Rayo drove through a red traffic signal and the Camry collided with a black Jaguar X-TYPE that was turning onto Park Row Boulevard. Rayo and all four passengers in the Camry were transported to hospitals. The 28-year-old driver of the Jaguar was seriously injured and transported by Life Flight to Memorial Hermann Hospital.

Kiara suffered catastrophic injuries in the collision and remained hospitalized. She was pronounced dead on January 4, four days after the police pursuit and crash. Her family's account identifies her more fully as Kiara Nathalia Jory Hurtado and states that her mother, grandmother and aunt were also in the crash and suffered multiple injuries.

At approximately 4:00 a.m., a Tuscaloosa police officer attempted to stop the vehicle after police alleged the driver ran a stop sign at 13th Street East and 15th Avenue. The vehicle continued along Kicker Road and then traveled north toward Jack Warner Parkway while the officer pursued it.

The pursuit continued onto 25th Avenue East/Northeast. At approximately 4:03 a.m., just three minutes after the attempted traffic stop began, the vehicle left the roadway near the curve by Tamaha Trace and struck trees.

At approximately 4:28 p.m., Secret Service Uniformed Division officers on bicycles observed a dark 2001 Buick LeSabre driven by Spiro Stafilatos near the White House. Officers observed that the Buick had no front license plate and that its Maryland rear plate lacked a registration sticker. They subsequently stopped the Buick in the 700 block of 15th Street NW.

The officers approached Stafilatos and informed him of the registration violation. During the traffic stop, Stafilatos drove away from the officers and entered New York Avenue NW. Contemporary MPD reporting confirms that the Buick fled directly from the active Secret Service traffic stop.

Stafilatos entered the intersection of 14th Street and New York Avenue against a red traffic signal. A Chevrolet Sonic traveling southbound on 14th Street with a green light struck the left rear of the Buick. The impact caused the Buick to spin into a crosswalk on the east side of the intersection.

An Onslow County Sheriff's Office DWI Unit deputy clocked the other vehicle traveling 77 mph in a 55 mph zone and attempted to conduct a traffic stop. The driver continued driving while the deputy pursued him. During the pursuit, speeds exceeded 100 mph.

The pursuit continued to the intersection of Ramsey Road and Kellum Loop Road. Authorities said Frazier drove through the stop sign and struck the vehicle being driven by Jones. Jones was killed on impact. She was an uninvolved motorist and had no connection to the police encounter that preceded the collision.

Racer was off duty but driving his department-issued cruiser. According to the subsequent special-prosecutor investigation, Racer was taking the cruiser to his girlfriend's residence so that the vehicle would be available to him for his work shift the following morning. A female companion was riding with him.

According to authorities, Hudson and another teenager entered the roadway as Racer proceeded through the intersection on a green light. Racer attempted to stop but struck Hudson. The second teenager was not struck. Racer stopped and called 911. Hudson died from her injuries.

The West Virginia State Police led the crash investigation. Investigators attempted to obtain speed information from the cruiser's event-data recorder, or “black box,” but were unable to recover useful speed data. State Police Sgt. R.A. Marsh instead reconstructed the collision using skid marks, the location of Hudson's body and other physical evidence. His analysis produced an estimated speed range of approximately 47 to 55 mph, with an average estimate of 47.9 mph. The posted speed limit was 35 mph.

Investigators subsequently conducted an hour-long speed survey at the intersection and recorded 63 passing vehicles. After eliminating the highest and lowest readings, authorities calculated a median speed of approximately 49 mph. Special Prosecutor Mark Sorsaia later cited that survey in concluding that even if Racer had been speeding, the available evidence did not establish the level of reckless disregard required for a negligent-homicide prosecution.

Sorsaia also cited evidence that Hudson had consumed alcohol and marijuana before the collision and concluded that Racer would not face criminal charges. Hudson's family disputed the prosecutor's conclusions and continued seeking accountability for her death.

Racer was initially placed on administrative leave. He subsequently resigned from the Cabell County Sheriff's Office.

Hudson's mother, Opal Slone, later filed a federal civil lawsuit against Racer, the Cabell County Sheriff's Office, Sheriff Chuck Zerkle and the Cabell County Commission. The lawsuit alleged that Racer was speeding and argued that because he was off duty and was not responding to an emergency, he had no legal justification for exceeding the posted speed limit.

The lawsuit also alleged that Racer failed to provide proper aid following the collision, including by failing to transport Hudson approximately half a mile to St. Mary's Medical Center. These are allegations made by Hudson's family and should not be stated as established findings.

At approximately 11:00 a.m., Memphis police encountered a silver Nissan with a broken window at a Valero gas station at Millbranch Road and Winchester Road. A woman inside the Nissan later told police that she had initially accepted a ride from Bridges and was being held in the vehicle against her will.

Police alleged that Bridges backed the Nissan into a patrol vehicle when officers approached, struck another parked vehicle, and drove away. Memphis police pursued him as he traveled through Whitehaven, with police reporting that he drove into opposing traffic and through red lights. On 12/28/2022, 16-year-old Salena N. Wallner was killed when the SUV in which she was a rear-seat passenger crashed during a Cortland County Sheriff's Office pursuit in Cortland County, New York.

At approximately 10:15 p.m., a Cortland County sheriff's deputy observed the SUV drive through a red traffic light at the intersection of State Route 281 and West Main Street in the Town of Cortlandville. The deputy attempted to initiate a traffic stop on State Route 281. The SUV continued away and the deputy pursued it.

The pursuit continued north toward Homer. While attempting to negotiate the turn onto the Interstate 81 on-ramp in the Town of Homer, both the SUV and the sheriff's patrol vehicle lost control and crashed. Wallner was pronounced dead at the scene.
