Location : 72nd Street and Overland Drive

City : Kansas City

County : Platte

State : Missouri

Agency : Missouri State Highway Patrol

Officer(s) : Not Disclosed

Cause of Death : Vehicle

Event : Killed by police chase crash

OPEN RECORDS SUMMARY :

On Dec. 27, 2022 Missouri Highway patrol chased what they felt may be an intoxicated driver until the chase ended in a fiery crash at a roundabout at 72nd Street and Overland Drive in Platte County. Genie Howard died. Family members said the wreck happened on the driver’s birthday and family very much question the police narrative based on eyewitness stories they heard. Genie Howard had spent some time in prison and was very proud that he had received his GED and was valedictorian. His life had gone in a positive direction. Relatives said they were frantically trying to get in touch with Genie Howard and when they received no answer, they began calling around and found out he had crashed and been taken to a burn unit. His mother said the burns covered 70% of his body including his face. The family said no one had notified them. The family said they only learned from hospital staff that Highway Patrol had been involved in his death. It took three days for Genie Howard to die. Family remain very skeptical of the police narrative, particularly due to the lack of information they received.

Officer(s) : Not Disclosed

Cause of Death : Vehicle

Event : Pedestrian killed while fleeing police on foot

OPEN RECORDS SUMMARY :

REASON FOR CHASE:
Pursuit during burglary.
.
NARRATIVE:
On 12/12/2022, an unidentified man was killed after running from Duncanville police and attempting to cross Interstate 20 in Duncanville, Dallas County.
.
At approximately 4:55 a.m., Duncanville police received a call concerning a business alarm at 331 E. Camp Wisdom Road. Dispatchers monitoring live surveillance footage told responding officers that a man wearing a blue hoodie was placing items into a backpack inside the business.
.
As officers reached the front of the business, dispatch advised them that the man had just exited through the rear. Officers then saw a man wearing a blue hoodie and carrying a backpack running down an embankment toward Interstate 20.
.
The man entered the interstate and attempted to cross the eastbound traffic lanes. Multiple vehicles struck him, killing him at the scene. Duncanville Fire Department personnel responded and pronounced him dead.
.
The Dallas County Sheriff's Office investigated the fatal collision. The eastbound lanes of Interstate 20 were closed for more than four hours while investigators processed the scene.
.
Contemporary FOX 4 reporting explicitly characterized the death as occurring while the man was trying to get away from police, while the Dallas Morning News' Spanish-language report likewise described him as being pursued by police in connection with the reported burglary.
.
The official Duncanville account is slightly more precise and should control the narrative: officers arrived, saw the man running down the embankment toward I-20, and he was killed while attempting to cross the interstate. The sources do not establish that officers entered the freeway behind him before he was struck, so this should be documented as a foot-flight police encounter resulting in a vehicle death, rather than as a conventional vehicle pursuit.

Event : Pedestrian killed by police vehicle

OPEN RECORDS SUMMARY :

On 12/12/2022, a 60-year-old Deltona woman was struck and killed by an on-duty Orange City Police Department sergeant while she was crossing U.S. 17-92, also known as South Volusia Avenue, near Roberts Street and Enterprise Road in Orange City. The collision occurred at approximately 2:30 a.m.
.
Sgt. Brian Kibbe was driving a marked Orange City Police Department SUV southbound on U.S. 17-92. According to the Florida Highway Patrol, Kibbe was traveling in the inside lane and began merging into the left-turn lane to turn east onto Enterprise Road.
.
Police said the woman was walking from the west side of U.S. 17-92 toward the east and was crossing outside a marked crosswalk. The right front of Kibbe's police SUV struck her. She was killed at the scene.
.
The collision occurred in a poorly illuminated section of the highway. A nearby business owner told Spectrum News that pedestrians commonly crossed there despite the absence of a crosswalk and described the area as extremely difficult to cross and particularly dark at night. The nearest intersection with a crosswalk was approximately 150 yards away at Enterprise Road.
.
Kibbe was on routine patrol at the time rather than engaged in a pursuit. Orange City police said his body camera was operating and captured his view from inside the vehicle for approximately 30 seconds before the collision. Florida Highway Patrol investigated the fatal crash, while Orange City Police Department announced a separate internal review to determine whether departmental policies had been violated.
.
OFFICER BACKGROUND:
Sgt. Brian Kibbe was identified by Orange City Police Department officials as the officer driving the patrol vehicle. At the time of the fatal collision, Kibbe had served with the department for more than 15 years.

.
The vehicle was carrying a group of migrants through the border region when Texas DPS troopers pursued it. The pursuit occurred amid Operation Lone Star, during a period in which DPS was conducting large numbers of vehicle pursuits in Texas border counties.
.
During the pursuit, DPS officers positioned spike strips in the vehicle's path. Human Rights Watch's subsequent investigation, based in part on DPS pursuit records, found that the driver attempted to avoid the spike strips and lost control.
.
The vehicle rolled multiple times. At least eight occupants were ejected. Figueroa Gonzalez and four other people died as a result of the crash, while another four occupants were critically injured and transported by air to hospitals.
.
Human Rights Watch specifically examined the crash in its investigation of Texas DPS pursuit practices under Operation Lone Star and highlighted it as an example of deaths associated with police deployment of spike strips during high-speed pursuits.

Juan Carlos Enriquez Rodriguez

Age :33

Gender :Male

Race : Latino/a/e

Date : 12/06/2022

Location : Southbound Interstate 5 near Sutterville Road

City : Sacramento

County : Sacramento

State : California

Agency : Sacramento Police Department

Officer(s) : Detective Jonathon Thomas Nangle

Cause of Death : Vehicle

Event : Stranded motorist killed by police vehicle

OPEN RECORDS SUMMARY :

On 12/06/2022, Juan Carlos Enriquez Rodriguez, 33, was killed when an on-duty Sacramento Police Department detective drove an unmarked department vehicle onto the shoulder of southbound Interstate 5 near Sutterville Road and struck Rodriguez and his brother, Lionel Enriquez Rodriguez, 32.
.
Lionel's pickup truck had run out of fuel and was stopped on the right shoulder. Juan Carlos came to help his brother and was putting fuel into the disabled truck when Detective Jonathon Thomas Nangle approached in an unmarked department-issued Ford Fusion at approximately 6:15 a.m.
.
Nangle's vehicle crossed the solid white fog line onto the shoulder, struck the rear of the disabled pickup and then struck both brothers. One brother was pronounced dead at the scene and the other died while being transported to a hospital. Both men were outside the vehicles when they were hit.
.
Nangle was on duty and driving what Sacramento police described as an unmarked department “home retention” vehicle. The California Highway Patrol conducted the collision investigation. CHP subsequently determined that the evidence supported vehicular-manslaughter charges, and the Sacramento County District Attorney's Office agreed.
.
On 09/05/2023, a Sacramento County Superior Court judge issued a warrant charging Nangle with two misdemeanor counts of vehicular manslaughter. Nangle surrendered to the Sacramento County Sheriff's Office and was processed and released. Sacramento police said Nangle had more than eight years with the department and remained on administrative leave with his peace-officer powers suspended.
.
Nangle later pleaded guilty to both misdemeanor vehicular-manslaughter counts. In February 2025, he was sentenced to 120 days in Sacramento County Jail, with an option allowing him to serve the sentence through community service.
.
In April 2026, a Sacramento County jury awarded Juan Carlos Rodriguez's two surviving children approximately $32.1 million for the loss of their father. The City of Sacramento admitted liability for the collision, leaving the jury to determine damages. Each child received $2.5 million for past loss and $12.5 million for future loss, plus additional damages bringing the total award to approximately $32.1 million.
.
OFFICER BACKGROUND:
Jonathon Thomas Nangle was a Sacramento Police Department detective and had approximately eight years with the department when he killed Juan Carlos and Lionel Rodriguez.
.
This was not Nangle's first documented on-duty vehicle collision. Court records and contemporary reporting show that Nangle had been sued over an April 8, 2021 collision at Martin Luther King Jr. Boulevard and 47th Avenue in Sacramento. The plaintiff alleged property damage, medical expenses and other injuries arising from that crash.
.
Nangle was criminally prosecuted for the deaths of the Rodriguez brothers, pleaded guilty to two misdemeanor counts of vehicular manslaughter, and received the 120-day sentence in 2025.

City : Sacramento

County : Sacramento

Officer(s) : Detective Jonathon Thomas Nangle

Cause of Death : Vehicle

Event : Stranded motorist killed by police vehicle

OPEN RECORDS SUMMARY :

On 12/06/2022, Lionel Enriquez Rodriguez, 32, of Simi Valley, was killed when Sacramento Police Department Detective Jonathon Thomas Nangle drove an unmarked department vehicle onto the shoulder of southbound Interstate 5 near Sutterville Road and struck Lionel and his brother, Juan Carlos Enriquez Rodriguez, 33.
.
Lionel's Dodge pickup had run out of fuel. He pulled onto the right shoulder and activated the truck's emergency flashers before calling his brother for assistance. Juan Carlos arrived and was helping put fuel into the disabled truck. Both brothers were on the shoulder when Nangle approached at approximately 6:15 a.m.
.
Nangle was on duty and traveling southbound in an unmarked, department-issued Ford Fusion. The vehicle was assigned to him as a take-home or “home retention” police vehicle. Evidence presented in the subsequent civil litigation indicated Nangle was traveling approximately 70 mph when his vehicle crossed the solid white fog line separating the travel lane from the shoulder. A tanker truck traveling behind Nangle captured the vehicle's movements on dash-camera video.
.
Nangle's Ford struck the left rear of the disabled Dodge pickup and then struck Lionel and Juan Carlos, who were standing alongside it. One brother died at the scene and the other died while being transported to a hospital.
.
The California Highway Patrol investigated the collision and determined that the evidence supported vehicular-manslaughter charges. The Sacramento County District Attorney's Office concurred. On 09/05/2023, a judge issued a warrant charging Nangle with two misdemeanor counts of vehicular manslaughter. Nangle surrendered to the Sacramento County Sheriff's Office and was processed and released.
.
Nangle subsequently pleaded guilty to both counts of misdemeanor vehicular manslaughter without gross negligence. On 02/03/2025, he was sentenced to 120 days in Sacramento County Jail, with the opportunity to apply for an alternative sentence such as community service. At the time of sentencing, Nangle remained on paid administrative leave from the Sacramento Police Department.
.
Lionel was described by his family as a loving father who was frequently laughing and joyful. He left behind a daughter and a partner.
.
OFFICER BACKGROUND:
Jonathon Thomas Nangle was a Sacramento Police Department detective and an approximately eight-year department veteran when he was criminally charged for killing Lionel and Juan Carlos Rodriguez. Following the charges, Sacramento police placed him on administrative leave and suspended his peace-officer powers.
.
The fatal collision was not Nangle's first documented on-duty crash. A civil complaint arising from an April 8, 2021 collision at Martin Luther King Jr. Boulevard and 47th Avenue named Nangle and the City of Sacramento as defendants and alleged injuries, medical expenses and property damage.
.
Nangle pleaded guilty to two misdemeanor vehicular-manslaughter counts for the deaths of Lionel and Juan Carlos and was sentenced in 2025 to 120 days, with an alternative-sentencing option.

The 13-year-old passenger was trapped inside the wreckage. Sayre Fire Department personnel worked for approximately 30 minutes to free her from the vehicle. She suffered fatal head injuries and was pronounced dead at the scene.
.
The 15-year-old driver survived and was transported to Great Plains Regional Medical Center in Elk City. Oklahoma Highway Patrol investigated the fatal crash.
.
The public reporting I located does not provide the pursuit's speed beyond describing the SUV as speeding, nor does it give the pursuit's distance or duration. It also does not establish precisely which department first attempted to stop the SUV. Because both Cordell and Sayre officers are specifically reported as participating in the pursuit, both agencies should be retained in the Agency field.

Officer(s) : Not Disclosed

Cause of Death : Vehicle

Event : Passenger killed by police chase crash

OPEN RECORDS SUMMARY :

REASON FOR CHASE:
Passenger killed during a Worcester Police Department pursuit following a reported confrontation on Water Street.
.
NARRATIVE:
On 12/03/2022, 33-year-old Krystal Evelisse Reyes of Haverhill was killed when the Toyota Highlander in which she was a passenger crashed on Grafton Street while its driver, 35-year-old Jason Colon, was driving away from Worcester police. Colon was also killed and five other occupants were injured.
.
At approximately 12:15 a.m., Worcester police were dispatched to 97 Water Street after two men reported that a Toyota Highlander had nearly struck them. One of the men told police that after he gestured toward the SUV, the driver stopped, opened his door and pointed what appeared to be a black handgun at him. The man called 911 and followed the Highlander while giving its location to police.
.
The Highlander stopped near Grafton and County streets. Worcester officers arrived and conducted a felony traffic stop. Colon initially complied with an order to turn off the SUV. When officers approached and ordered him out, he restarted the Highlander and drove southeast on Grafton Street at high speed.
.
Police initially said the officers who had gotten out of their cruisers lost sight of the Highlander. Another Worcester officer who had remained in a police vehicle drove past them and followed in the Highlander's direction. That officer saw the SUV's taillights several hundred yards ahead.
.
Later-obtained police radio traffic provides considerably more precision about the pursuit. At approximately 12:20:15 a.m., an officer radioed that the Highlander was taking off. About 20 seconds later an officer reported the SUV traveling on Grafton Street at approximately 60 mph, and about seven seconds after that reported that it had crashed. The fatal sequence from flight to crash therefore lasted only about 27 seconds.
.
The Highlander struck a curb, went out of control, crossed the double-yellow line and collided with an oncoming Dodge Ram. The SUV then struck a tree and overturned in front of Roosevelt Elementary School.
.
Seven people were trapped inside the Highlander. Reyes was pronounced dead at the scene. Colon was transported to a hospital and pronounced dead there. Five surviving occupants were transported for treatment of injuries.
.
Police recovered a black Airsoft gun designed to resemble a Glock 19 from the wrecked Highlander.
.
Krystal Evelisse Reyes was 33, had been raised in Lawrence, graduated from Lawrence Technical High School, worked in the culinary field, and was remembered for her involvement in basketball, flag football and volleyball and her close relationship with her family.
