City : Austin
County : Travis
State : Texas
Agency : Austin Police Department
Officer(s) : Not Disclosed
Cause of Death : Vehicle
Event : Passenger killed in FARS police-related roadway fatality; exact police involvement not publicly confirmed
OPEN RECORDS SUMMARY :
REASON FOR CHASE: No police pursuit has been established. Austin police officers observed the vehicle traveling southbound on Decker Lane at high speed and being driven recklessly shortly before the crash. The available public record does not establish that officers attempted a traffic stop or pursued the vehicle.
.
NARRATIVE:
On 07/18/2022, 22-year-old Jose Antonio Garcia was fatally injured while riding as a passenger in a vehicle driven by 20-year-old Reinaldo Manuel Rodriguez in Austin.
.
Shortly before the crash, Austin Police Department officers observed the vehicle traveling southbound on Decker Lane at a high rate of speed and being driven recklessly.
.
At approximately 1:46 a.m., Rodriguez lost control of the vehicle in the 8600 block of FM 969 near Decker Lane. The vehicle left the roadway and crashed.
.
Garcia and Rodriguez were transported to hospitals. Garcia subsequently died from his injuries.

Investigators determined that Rodriguez had been driving while intoxicated. Rodriguez was arrested and charged in connection with Garcia's death.
.
Rodriguez subsequently pleaded guilty to intoxication manslaughter. In May 2024, he was sentenced to five years in prison.
.
The available public reporting establishes that Austin police observed the vehicle shortly before the fatal crash but does not establish that officers activated emergency equipment, attempted to stop Rodriguez, followed the vehicle as part of an enforcement action or engaged in a pursuit. The exact basis for the FARS police-related coding therefore remains unresolved.

Location : Belt Line Road and Bowser Road
City : Richardson
County : Dallas
State : Texas
Agency : Richardson Police Department
Officer(s) : Not Disclosed
Cause of Death : Vehicle
Event : Bystander killed by police chase crash
OPEN RECORDS SUMMARY :
REASON FOR CHASE: Richardson police pursued a black 2009 Cadillac occupied by four juveniles after the vehicle accelerated away from an officer. The available public reporting indicates the encounter began with traffic-related conduct rather than a violent felony. The 16-year-old driver continued at high speed through Richardson before entering the intersection of Belt Line Road and Bowser Road against a red light.
.
NARRATIVE:
On 06/27/2022, an unidentified 74-year-old woman was killed when a black 2009 Cadillac being pursued by the Richardson Police Department ran a red light and crashed into the minivan she was driving at Belt Line Road and Bowser Road in Richardson.
.
The Cadillac was occupied by four juveniles. A Richardson police officer began following the vehicle after observing traffic-related conduct. The Cadillac accelerated away, and police pursued it through Richardson.
.
At approximately 5:44 p.m., the 16-year-old driver of the Cadillac approached the intersection of Belt Line Road and Bowser Road at high speed and entered against a red traffic signal.
.
The Cadillac struck the woman's minivan. The impact pushed her vehicle into a third vehicle. Eight people were involved in the three-vehicle collision.
.
The 74-year-old woman suffered critical injuries and was transported to a hospital, where she died later that evening. The other people involved survived.
.
The fatal pursuit subsequently prompted a significant change in Richardson Police Department policy. Four days after the crash, Police Chief Gary Tittle issued a revised pursuit policy prohibiting officers from initiating or continuing vehicle pursuits based solely on traffic violations or other offenses that did not involve a violent felony. Later reporting specifically connected the policy revision to the woman's death.
.
The available public reporting does not provide a reliable maximum pursuit speed, total distance or duration. It also does not publicly identify the 74-year-old woman or the Richardson officer who initiated the pursuit.
.
OFFICER BACKGROUND:
The Richardson Police Department did not publicly identify the officer who initiated or participated in the pursuit in the verified sources located. Richardson Police Chief Gary Tittle subsequently revised the department's pursuit policy in response to the fatal crash, restricting pursuits involving traffic violations and other nonviolent offenses.

Age :58
Gender :Male
Race : White
Date : 06/23/2022
Location : 500 block of Indian Creek Drive
City : Fort Worth
County : Tarrant
State : Texas
Agency : Tarrant County Sheriff's Office
Officer(s) : W.B. Travis; A.C. Caracciolo
Cause of Death : Gunshot
Event : Killed during SWAT barricade and house fire
OPEN RECORDS SUMMARY :
On 06/23/2022, Tarrant County Sheriff's Office deputies went to Kemal Shea's home in the 500 block of Indian Creek Drive at approximately 9:30 a.m. to serve an arrest warrant for aggravated assault with a deadly weapon.
.
The sheriff's office said Shea fired at deputies from different locations inside the house. SWAT responded, and authorities attempted to negotiate with Shea. During the barricade, the residence caught fire and became engulfed in flames.
.
The sheriff's office said Shea placed incendiary devices on the front porch and that a fire began near those devices. Shea's family later disputed that account in a federal civil-rights lawsuit, alleging that deputies intentionally set the house on fire and shot Shea.
.
After firefighters extinguished the fire, Shea was found dead inside the residence. The Tarrant County Medical Examiner determined that Shea died from a gunshot wound to the neck and ruled his death a homicide.
.
Federal litigation identified Tarrant County Sheriff's deputies W.B. Travis and A.C. Caracciolo as defendants. The court described it as undisputed that Shea was shot and killed and that his house was engulfed in flames, while noting that the parties disputed the circumstances leading to his death.
.
OFFICER BACKGROUND:
Deputies W.B. Travis and A.C. Caracciolo were subsequently named as defendants in federal civil-rights litigation brought by Shea's family. The lawsuit alleged that deputies shot Shea and intentionally set his residence on fire. The sheriff's office disputed those allegations.

OPEN RECORDS SUMMARY :
REASON FOR CHASE: Not a vehicle pursuit. Temple police attempted to detain Turner after an officer discovered that he had an outstanding misdemeanor theft warrant during a response to a report of a suspicious person. Turner fled from the officer on foot.
.
NARRATIVE:
On 06/15/2022, 19-year-old Anthony Turner Jr. was fatally injured when he was struck by a vehicle on Interstate 35 in Temple while fleeing from police officers attempting to detain him on an outstanding misdemeanor theft warrant.
.
At approximately 7:48 a.m., Temple police were dispatched to the 1200 block of Allegiance Bend after a resident reported a suspicious person in the neighborhood. At approximately 7:57 a.m., an officer encountered Turner and conducted a records check that showed an outstanding misdemeanor theft warrant.

At approximately 8:02 a.m., the officer attempted to detain Turner. Turner pulled away, ran through a backyard and disappeared into a wooded area. Police established a perimeter and brought in a K-9 unit to search for him.
.

Chaz Elias Joubert
Age :27
Gender :Male
Race : Black
Date : 06/13/2022
Location : Southwest Freeway frontage road at West Sam Houston Parkway South
City : Houston
County : Harris
State : Texas
Agency : Houston Police Department
Officer(s) : Not Disclosed
Cause of Death : Vehicle
Event : Bystander killed by police chase crash
OPEN RECORDS SUMMARY :
REASON FOR CHASE: Bystander killed during pursuit initiated after Houston police encountered Yasmir Reyes driving a Ford Mustang recklessly near PlazAmericas. Later federal litigation described Reyes as doing donuts in a parking lot when police approached him. Reyes drove away and Houston police pursued him.
.
NARRATIVE:
On 06/13/2022, 27-year-old Chaz Elias Joubert was killed when a Ford Mustang fleeing Houston police ran a red light and crashed into the Chevrolet Malibu he was driving at the Southwest Freeway frontage road and West Sam Houston Parkway South. Joubert was working as a rideshare driver and had a 16-year-old female passenger in his vehicle.
.
Houston police encountered the Mustang near PlazAmericas. The driver, Yasmir Reyes, drove away from police and a high-speed pursuit followed along the Southwest Freeway frontage road.
.
Reyes drove at more than twice the posted speed limit. Crash reconstruction evidence later presented in court established that the Mustang entered the intersection at extremely high speed after running a red light and struck the side of Joubert's Malibu. Surveillance footage also captured the Mustang speeding immediately before the collision.
.
Joubert died at the scene from blunt-force injuries. His 16-year-old passenger survived but suffered serious injuries, including a broken pelvis and injuries to her knee, ankle and shoulder.
.
Joubert was working as a rideshare driver at the time of his death. He was also a welder and had received his commercial driver's license only days before he was killed. He was the father of a young son. His family described him as hardworking and said he traveled between Louisiana and the Houston area for work.
.
Joubert's mother, his minor son and the injured passenger subsequently filed federal litigation against the City of Houston, the Houston police chief, unidentified Houston police officers and Reyes. The lawsuit alleged that the police pursuit contributed to the fatal collision.
.
Reyes was prosecuted for Joubert's death. His first murder trial ended in a mistrial in December 2025 after an issue arose concerning jurors seeing his restraints. In January 2026, Reyes pleaded guilty to murder.
.
OFFICER BACKGROUND:
The Houston Police Department officers who initiated and participated in the pursuit have not been publicly identified in the sources located. Joubert's federal civil-rights litigation named multiple unidentified Houston police officers as defendants and challenged the officers' conduct during the pursuit.
