At approximately 9:57 p.m. on December 30, Riverside County sheriff’s deputies responded to a reported domestic-violence incident in the 17000 block of Ridge Canyon Drive in Woodcrest. McHugh was gone when deputies arrived. Police reported that he was wanted on felony warrants involving assault with a deadly weapon and kidnapping and also cited domestic-violence-related allegations, vandalism and violation of a restraining order.

The search continued into December 31. At approximately 1:07 a.m., a Riverside County Sheriff’s Department helicopter located McHugh’s pickup in the Del Taco drive-through on East 4th Street. Riverside County deputies and Beaumont police initially approached the truck, with additional personnel from Banning Police Department and the California Highway Patrol responding to assist.

Body-camera and helicopter video released in February 2022 documented the attempted arrest. Police ordered McHugh to turn off the truck and get out. The video shows the pickup moving into police and civilian vehicles as officers surrounded it. Police alleged McHugh was attempting to escape by using the truck to ram his way through the vehicles.

During the collision sequence, a Banning police officer on foot moved down a steep embankment. After McHugh’s truck struck a civilian vehicle, that vehicle went down the embankment and landed on the officer, trapping him beneath it. Gunfire from law enforcement followed during the continuing confrontation.

Both an officer and a Riverside County sheriff’s deputy fired during the encounter. After the gunfire, police made repeated attempts to have McHugh exit the truck. When he did not respond, deputies approached and found him dead inside.

The encounter began at approximately 4:25 a.m., when an off-duty Montgomery County police officer was alerted to a shooting outside a restaurant at 904 Bonifant Street. The officer received a description of the vehicle allegedly connected to that shooting from bystanders and relayed it to on-duty officers. Four minutes later, police saw a vehicle matching that description about half a mile away near Wayne and Dartmouth avenues. Officer Nathan Lenhart initiated the traffic stop.

Sesay was a rear-seat passenger, rather than the driver as some early accounts reported. During the stop, Sesay got out of the rear passenger side of the vehicle while officers ordered him to remain inside. Police alleged that Sesay then pointed a handgun toward officers. The subsequently released police video shows Sesay emerging from the vehicle and raising what authorities identified as a handgun toward police.

Lenhart, Dorsey, Tejada and Kessler opened fire. Sesay was struck multiple times and pronounced dead at the scene. Investigators recovered a handgun near him. The Maryland Attorney General reported that the officers' body-worn cameras were activated during the encounter, and dashboard-camera footage also captured portions of the shooting.

The Maryland Attorney General's Independent Investigations Division conducted the investigation under a state law that had taken effect on 10/01/2021 requiring the Attorney General's office to investigate police-involved deaths. According to the state's later investigation, detectives approached McKnight and ordered him to remove his hands from his pockets. Police alleged that McKnight did not comply and ran into an alley. Detectives pursued him on foot.

Police alleged that McKnight pulled a 9mm handgun from his clothing and pointed it at a detective at close range. Investigators said McKnight initially pulled the trigger while the gun's safety was engaged, then disengaged the safety and exchanged gunfire with police. Detective Mohammed Bashir fired his .40-caliber service weapon, fatally striking McKnight.

Investigators recovered fourteen .40-caliber cartridge casings attributed to Bashir's gunfire. A 9mm handgun was recovered near McKnight along with nine 9mm cartridge casings. Police and emergency medical personnel attempted first aid before a physician from St. Joseph's University Medical Center pronounced McKnight dead.

The New Jersey Attorney General subsequently released extensive evidence from the encounter, including civilian and storefront surveillance video, city CCTV footage, police body-camera footage, radio transmissions and 911 recordings. McKnight's family was permitted to review recordings before their public release.

McKnight's family disputed the official account of the shooting. His sister, Janet Rodriguez, later filed a federal civil-rights lawsuit against Bashir, the City of Paterson and the Paterson Police Department. The federal complaint was filed on 12/29/2023, exactly two years after McKnight's death.

Paterson Sergeant Michael Cheff was convicted of conspiring to violate civil rights and falsifying a police report, while officers Jonathan Bustios, Eudy Ramos, Matthew Torres, Frank Toledo and Daniel Pent also pleaded guilty or were convicted and subsequently sentenced in the federal investigation.

On 12/28/2021, Detroit Police Department officers shot and killed Dwayne McDonald, 62, at an apartment on Owen Street near Woodward Avenue in Detroit. Police had been searching for McDonald in connection with the Christmas Day shooting deaths of his wife, Elaine Fizer, 57, and her 13-year-old adopted daughter, Daunya. Multiple contemporary sources identify him as Dwayne McDonald; one early report spells his first name “Dwane,” but that appears to be a reporting error.

The underlying investigation began after Fizer and Daunya were found shot to death at their home in the 18000 block of Prevost Street on 12/25/2021. McDonald initially was publicly described by Detroit police as a person of interest rather than conclusively identified as responsible. Police Chief James White said at that stage that investigators did not know whether McDonald was a suspect or potentially another victim and wanted to locate him to determine what had happened.

Davis stopped at a Chevron station at 217 North Federal Highway, where surveillance video showed him fueling the motorcycle and paying for the gas. Officer Mark Sohn located Davis there and attempted to stop him after police alleged Davis had been riding recklessly on public streets. Davis drove away and Sohn escalated a high-speed chase north on Federal Highway.

The subsequent Boynton Beach Police Department Internal Affairs investigation determined that Sohn accelerated to approximately 79–85 mph in a 35-mph zone while following Davis, who was traveling at approximately 85 mph. Investigators found that both Davis and Sohn traveled at times on the wrong side of the roadway and into oncoming traffic. Sohn later maintained that he was not conducting a pursuit and was merely monitoring Davis’s direction of travel, but Internal Affairs rejected that explanation as unsupported by the evidence and determined that Sohn had violated the department’s pursuit policy.

Davis’s mother, Shannon Thompson, disputed the characterization of the encounter as an ordinary attempted traffic stop and said her son had gone out only to get gas and was afraid of Sohn. Sohn had also been involved in at least two earlier fatal pursuits. In 2012, Sohn pursued Cyrus Deal at speeds exceeding 100 mph before Deal crashed and died; the pursuit was found to violate department policy and Sohn received a one-day unpaid suspension. In 2016, Sohn pursued a vehicle over an expired license plate; the driver crashed and killed 5-year-old pedestrian Jayden Readon. The city later agreed to pay Readon’s family $300,000 to settle litigation arising from that unauthorized pursuit.

On 12/26/2021, at approximately 12:00 p.m., 75-year-old Charles Payne Sr. was driving south on North Shepherd Drive after leaving a Sunday church service. Payne approached Thornton Road in his Cadillac CTS, signaled and began making a left turn across the northbound lanes. Houston Police Department Officer Christopher Cabrera was driving a marked police SUV north on North Shepherd Drive.

Cabrera was not responding to an emergency and was driving without emergency lights or siren. Vehicle data and subsequent court proceedings established that Cabrera reached approximately 70 mph on the 35-mph roadway. Immediately before the collision, Cabrera was traveling approximately twice the speed limit and had looked down at his police laptop. The Fifth Circuit later stated that if Cabrera had been traveling at the speed limit, the collision would not have occurred.

Cabrera's police SUV struck Payne's Cadillac as Payne turned across the northbound lanes. Surveillance footage showed the violent impact sending Payne's Cadillac onto the sidewalk and approximately a block down the roadway, while Cabrera's police SUV struck a concrete pole. Payne suffered severe injuries and was transported to Memorial Hermann-Texas Medical Center, where he died. Cabrera sustained minor injuries.

A federal jury ultimately agreed that the City of Houston's policies demonstrated deliberate indifference to public safety.

HPD relieved Cabrera of duty while the crash was investigated. A Harris County grand jury subsequently considered a potential criminally negligent homicide charge and returned a no bill, declining to indict him. On 12/25/2021, shortly before 6:00 p.m., Kevin Antonio Quevedo-Moncada picked up three migrants, including 52-year-old Gaudencio Gerardo Luna-Vasquez, who had crossed the U.S.-Mexico border and were hiding in the Otay Mountain Wilderness in eastern San Diego County. Federal prosecutors later established that Quevedo-Moncada was participating in a migrant-smuggling operation and expected to be paid $2,000 to transport the passengers to Anaheim.

At approximately 6:02 p.m., a U.S. Border Patrol agent in a marked vehicle encountered the car near the Pio Pico RV Resort and Thousand Trails Campground and activated the patrol vehicle's emergency lights. Quevedo-Moncada initially appeared to slow before accelerating into the campground. A second Border Patrol agent positioned a marked patrol vehicle at the campground exit. At approximately 6:03 p.m., Quevedo-Moncada struck that Border Patrol vehicle and drove east onto Otay Lakes Road while agents pursued.

Quevedo-Moncada continued driving at high speed along the dark, winding rural roadway in rainy and wet conditions. The pursuing Border Patrol agents lost sight of the vehicle. A subsequent California Highway Patrol crash reconstruction determined that Quevedo-Moncada reached approximately 93 mph while negotiating a curve with a posted speed limit of 35 mph. He lost control, drove off the roadway and down an embankment, and crashed into a tree.

Luna-Vasquez and the two other passengers were ejected from the vehicle. Luna-Vasquez died at the scene. The other passengers, ages 19 and 29, were hospitalized in critical condition. One suffered a broken jaw, collapsed lung, eight fractured ribs, spleen and kidney injuries and required a medically induced coma before being stabilized. Quevedo-Moncada, who was not seriously injured, climbed through the windshield and ran from the crash scene before Border Patrol agents apprehended him.

Federal prosecutors later determined that the fatal trip was connected to a larger migrant-smuggling organization headed by Felipe de Jesus Rosales-Herrera. Prosecutors said drivers working for the organization were instructed to flee if Border Patrol attempted to stop them, including by engaging in high-speed chases. The organization continued smuggling migrants after its members learned that Luna-Vasquez had been killed in this crash.
