On 07/01/2021, a Douglas County Sheriff’s Office deputy shot and killed Jesus Rodriquez, 23, in the backyard of a residence at 2049 Skyview Circle in Douglasville. The encounter began at approximately 9:00 a.m. after an employee at an emissions inspection station heard a suspicious noise coming from a neighboring car dealership at 2100 Fairburn Road.

The employee opened an office door and encountered a man who made a statement about needing a car and had an object in his hand. The employee closed the door and called 911. Two Douglas County deputies responding to the call saw a man matching the description walking along Highway 92 toward Interstate 20.

When Rodriquez saw the deputies, he turned away from the highway, walked up a business driveway, crossed a chain-link fence and entered the backyard at 2049 Skyview Circle. The deputies followed and encountered him there.

The GBI reported that Rodriquez was armed with a knife. One deputy deployed a Taser in an attempt to subdue him, but the Taser was ineffective. Police alleged that at the same time Rodriquez advanced toward the second deputy while holding the knife. That deputy fired, striking him.

The deputies administered first aid until emergency medical personnel arrived. Rodriquez was transported from the scene but died while being taken to the hospital.

Police alleged that Smith then went to the Amelia Street residence. Charter Spectrum technician Perry James McIntyre, 49, was at the house on a service call. Smith allegedly shot and killed McIntyre. An adult woman inside the residence, identified in reporting as Smith’s mother, was also shot and survived.

Spartanburg Police Department officers, Spartanburg County Sheriff’s Office deputies and South Carolina Law Enforcement Division personnel responded. SWAT teams from all three agencies deployed to the residence, creating a multi-agency barricade operation.

During the standoff, police reported that Smith fired at officers. A Spartanburg County sheriff’s deputy was struck twice in the arm. Officers returned fire. Contemporary reporting states that at least two deputies fired during the exchange.

On 07/01/2021, a Kingsport Police Department officer shot and killed Lisa A. Short, 54, at the West Side Inn, 1017 West Stone Drive in Kingsport. Kingsport Central Dispatch received a call for help at approximately 5:20 a.m. from a motel resident who reported that a woman armed with a firearm was banging on his door. Multiple patrol officers responded.
Police encountered Short at the motel. The Kingsport Police Department reported that she was holding a pistol. Officers repeatedly ordered her to drop the gun. Police alleged that Short did not comply, and one officer fired, striking her.
Short was transported to a hospital, where she died later that day. The Tennessee Bureau of Investigation identified her as Lisa Short, born 09/04/1966, and opened an independent investigation at the request of Second Judicial District Attorney General Barry Staubus.
The Kingsport Police Department placed the officers directly involved on paid administrative leave while the TBI investigation proceeded. The department assigned case number 21-013540 to the incident.
TBI agents collected evidence, conducted interviews and reconstructed the events leading to the shooting.
