He was also survived by his parents, three sisters, a stepsister and stepbrother, nieces, nephews and a large extended family. His obituary said he would be deeply missed by those who knew him.

Hoskins was raised in a Christian family and baptized when he was young; later in life he joined the Hebrew Israelite religion. His funeral was held on 06/29/2021 at Smith, Bizzell & Warner Funeral Home in Gary.

At about 10:15 p.m., officers responded to a welfare check to check on a woman at a home. Upon arrival, two officers contacted the woman and her daughter at the home. The woman reported a physical disturbance with her boyfriend, Tyler Hodge. The woman told officers she believed Hodge had left. Hodge's vehicle was at the home, so the officers began checking the home and property. The two officers found Hodge seated in a detached shed in the backyard, armed with a rifle. Hodge ran toward the officers and fired multiple shots. During an exchange of gunfire in which a deputy was wounded, police shot and killed Hodge.

On 06/18/2021, 63-year-old Everett Stern of Atlantic City was critically injured in a collision involving a marked Atlantic City Police Department patrol vehicle driven by Officer Ahmed Waqar at North Arkansas Avenue and Arctic Avenue. Stern died from his injuries at AtlantiCare Regional Medical Center on 06/25/2021.

At approximately 8:30 p.m., Waqar was driving north on Arkansas Avenue while responding to a routine call for service. He was in uniform and driving a marked police vehicle but was not using emergency lights or siren. Stern was riding his bicycle east on Arctic Avenue.

The New Jersey Attorney General's investigation determined that Waqar had a green traffic signal as he traveled through the intersection. Stern entered the intersection on his bicycle and collided with the driver's side of Waqar's patrol vehicle. Private surveillance video captured the collision.

Waqar stopped, called for emergency medical personnel and rendered aid to Stern. Stern was transported by ambulance to AtlantiCare Regional Medical Center with critical injuries. He remained hospitalized for one week before dying on 06/25/2021.

The New Jersey Attorney General's Office of Public Integrity and Accountability investigated Stern's death under the state's mandatory independent-investigation law for deaths occurring during encounters with law-enforcement officers. On June 17, 2021, around 9 p.m., deputies from the Socorro County Sheriff's Office responded to a report of shots fired at 78 Pedro Place in Veguita, New Mexico. A neighbor reported that occupants of a white Dodge pickup truck were shooting at an unoccupied residence. Deputies Richard Lopez and Carlos Valenzuela arrived and were met with gunfire from Dean Gross, who fired at least one shot at them. Both deputies returned fire, striking the truck, which caused an explosion. During the incident, Max Jaramillo, 29, fled on foot into the desert. Dean Gross, Joseph Ramalia, and two women remained at the scene and were detained by deputies. Jaramillo was later found deceased in a nearby arroyo.

REASON WHY PURSUIT WAS INITIATED: Multiple 911 callers reported a Ford F-350 being driven recklessly at high speed, leaving the roadway, striking mailboxes, entering oncoming traffic, nearly hitting motorists, and pursuing another motorist after the driver allegedly threw a tire iron toward that vehicle.

NARRATIVE:
On 06/17/2021, at approximately 7:59 p.m., Chippewa County Central Dispatch began receiving multiple 911 calls concerning a dual-wheel Ford F-350 pickup truck being driven recklessly northbound on M-129 from the Pickford area toward Sault Ste. Marie. Callers reported that the truck was traveling at high speed, leaving the roadway, striking mailboxes, entering the oncoming lane and nearly hitting other motorists. Another caller reported that near M-129 and M-80 the truck cut off a motorist, stopped abruptly, and its driver threw a tire iron toward the other vehicle before chasing that motorist at high speed. Dispatch issued a be-on-the-lookout alert to law enforcement.

A Chippewa County Sheriff’s Office deputy located the Ford F-350 traveling northbound on M-129 near 8 Mile Road. The deputy activated emergency lights and siren and attempted to stop the truck. The driver continued northbound and the deputy initiated a pursuit. According to evidence later presented at trial, the deputy saw the truck repeatedly enter the southbound lane, force additional vehicles from the roadway and nearly crash several times. The pursuing deputy reported speeds exceeding 90 mph. As the pursuit approached Sault Ste. Marie, the deputy radioed that the vehicles were approaching 3 Mile Road northbound at approximately 90 mph.

Sault Ste. Marie Police Department officers moved toward Ashmun Street as the pursuit approached the city. At least one Sault Ste. Marie officer positioned a police vehicle at Ashmun Street and West 19th Avenue with emergency lights and siren activated. Public records reviewed do not identify the Chippewa County deputy conducting the pursuit or the Sault Ste. Marie officer positioned ahead of it.

Katelyn Jo “Katie” Robinson, 20, had finished work and was traveling northbound on Ashmun Street in a Volkswagen Beetle. Robinson pulled onto the shoulder near Guido’s Pizza as the pursuit approached. The Ford F-350 struck the rear of Robinson’s Volkswagen at extremely high speed. Evidence subsequently presented during the criminal prosecution established an impact speed of approximately 88 mph. Prosecutors argued that the collision was a deliberate act rather than an accidental loss of control.

The impact propelled Robinson’s Volkswagen into a utility pole and ejected her from the vehicle. The Ford continued northbound after striking her car, crossed the intersection, struck roadside infrastructure and parked vehicles, and ultimately crashed into the Great Lakes Recovery Center. Contemporary accounts reported damage to a stop sign, utility equipment and three parked vehicles during the final crash sequence. Police, firefighters and emergency medical personnel attempted emergency aid to Robinson, but she was pronounced dead at the scene. The fleeing driver sustained life-threatening injuries and was transported to War Memorial Hospital.

The Chippewa County Sheriff’s Office investigated the fatal crash with assistance from the Sault Ste. Marie Police Department, Sault Tribe Police Department, Sault Ste. Marie Fire Department and Chippewa County Central Dispatch. Detective Sgt. Douglas Mitchell of the Chippewa County Sheriff’s Office was subsequently identified as the lead investigator. Sault Ste. Marie Police Detective Phillip Donnay also assisted with the later criminal investigation and prosecution. The prosecution presented testimony from 31 witnesses and 33 exhibits during the five-day murder trial.

DISPOSITION:
The fleeing driver was Tanner Dunbar Harrison. Harrison's severe crash injuries initially resulted in findings that he was incompetent to stand trial, delaying prosecution for nearly two years. Harrison subsequently relocated to Virginia. Authorities located him there and conducted further investigation concerning whether he had regained competency. Harrison was extradited to Michigan and underwent additional court-ordered competency proceedings.

Harrison was formally charged in September 2023 with second-degree murder in Robinson’s death and received a fourth-habitual-offender notice. Bond was denied. On 01/16/2026, following a five-day jury trial in Chippewa County Circuit Court, Harrison was convicted of second-degree murder. On 03/24/2026, Circuit Judge James P. Lambros sentenced Harrison to 60 to 90 years in the Michigan Department of Corrections.

On 06/16/2021, at approximately 10 p.m., a Georgia State Patrol trooper stopped Kenneth Ray Wright near West Bay Street and Lathrop Avenue in Savannah after observing him traveling approximately 60 mph in a 40-mph zone. The encounter escalated after the trooper determined Wright was under the influence of marijuana and attempted to arrest him. Wright ran, was subjected to a Taser deployment, struggled with the trooper and grabbed the Taser before releasing it when the trooper drew his firearm. The pursuit continued for approximately six miles in six minutes through Savannah, including residential neighborhoods and areas with substantial pedestrian traffic. Witnesses reported seeing Wright's vehicle and two GSP patrol vehicles traveling through residential streets at speeds they estimated at 90 to 100 mph. Radio traffic subsequently alerted GSP that a pedestrian had been struck as Savannah police closed Martin Luther King Jr. Boulevard around the crash scene.

The pursuit ultimately ended at 40th Street and Paulsen Street after the pursuing trooper's patrol vehicle overheated and caught fire and had to be towed. Wright escaped. Witness Brendan Pappas later told WTOC that Wright's vehicle and two GSP vehicles passed through his neighborhood at an estimated 90 to 100 mph and nearly struck him and another person.

GSP conducted an internal pursuit review. The review determined that the trooper complied with GSP pursuit policy. The review specifically considered whether Wright could have been arrested later because police had already positively identified him and answered yes. GSP nevertheless concluded that the pursuit decision was justified because the trooper believed Wright posed a danger by driving while impaired and because Wright had fled and attempted to take the trooper's Taser. GSP policy at the time allowed the individual trooper substantial discretion to initiate and continue a pursuit without obtaining supervisory authorization.

Milton's family publicly challenged the decision to continue a high-speed pursuit after GSP already possessed Wright's identity, address, insurance information and vehicle information. His family requested the GSP dash-camera and audio recordings and questioned why the pursuit continued through residential neighborhoods and areas with pedestrian traffic.

DISPOSITION:
The fleeing driver was Kenneth Ray Wright. GSP obtained warrants charging Wright with 18 offenses, including murder, first-degree homicide by vehicle, DUI, felony fleeing, leaving the scene of a crash causing serious injury or death and attempting to remove a weapon from a public official. Wright remained a fugitive until U.S. Marshals arrested him in Albany, Georgia, on 09/03/2021.

NARRATIVE:
On 06/16/2021, at approximately 1:15 p.m., a Lexington Police Department officer traveling on New Circle Road observed 46-year-old Michael D. Mason apparently passed out behind the wheel of a gray Toyota Camry in a lane of travel near Liberty Road. Traffic prevented the officer from immediately reaching the vehicle. The officer circled back to investigate, by which time the Camry had begun moving with traffic.

At approximately 1:19 p.m., the officer activated emergency lights to initiate a traffic stop near Eastland Parkway. Mason slowly turned right onto Eastland Parkway and then accelerated away. Contrary to the original descriptions of this incident as a police pursuit, Lexington Police Department records state that the officer immediately radioed that he was not pursuing Mason and deliberately turned in the opposite direction onto Martha Court. Sgt. Donnell Gordon subsequently confirmed that the officer did not chase the Camry.

Approximately two minutes later, at about 1:21 p.m., police and firefighters were dispatched to a three-vehicle collision at Gayle Drive and Eastland Parkway. Investigators determined that Mason was driving on Gayle Drive when he disregarded the stop sign at Eastland Parkway and entered the intersection. A pickup truck and an SUV traveling in opposite directions on Eastland Parkway struck the Camry. The Camry and SUV came to rest in the yard at 1801 Gayle Drive. Firefighters had to extricate Mason from the wreckage.

Mason sustained multiple blunt-force injuries and was pronounced dead at the scene at approximately 1:59 p.m. The SUV driver sustained serious injuries and was transported to a hospital. The pickup-truck driver sustained minor injuries and was treated at the scene. Mason was the sole occupant of the Camry.

According to Beaverton police, Montoya produced a handgun during the attempted arrest. Police alleged that Montoya fired the weapon and sustained a self-inflicted gunshot wound to the head at approximately the same time Officer Erik Faulkner fired his service weapon. Faulkner’s gunfire struck Montoya in the torso.
Officers provided emergency medical aid after the gunfire. Montoya was transported to a hospital, where he was pronounced dead. Police reported that Montoya had both the self-inflicted gunshot wound to the head and the police gunshot wound to the torso.
The Washington County Major Crimes Team investigated the encounter. Beaverton Police subsequently identified Erik Faulkner as the officer who fired at Montoya. Faulkner was assigned to patrol at the time of the shooting.
Contemporary reporting described Montoya’s fatal injury as the self-inflicted gunshot wound to the head while separately documenting Faulkner’s gunshot wound to his torso. The death is therefore classified as suicide under police duress because Montoya fatally shot himself while police were actively pursuing and attempting to arrest him.
