On 08/09/2023, at approximately 6:15 a.m., FBI agents went to the Provo home of 75-year-old Craig Deleeuw Robertson to serve federal arrest and search warrants. Federal prosecutors had obtained the warrants after filing a criminal complaint charging Robertson with making interstate threats, threatening the President of the United States, and threatening federal law enforcement officers. The complaint alleged Robertson had posted numerous online threats directed at President Joe Biden, Vice President Kamala Harris, Attorney General Merrick Garland, Manhattan District Attorney Alvin Bragg, New York Attorney General Letitia James, and FBI personnel.
As agents attempted to take Robertson into custody, a shooting occurred outside the residence. Robertson was struck by gunfire and died at the scene. The FBI later stated that Robertson resisted arrest and pointed a .357-caliber revolver at agents during the encounter before agents opened fire.
The FBI Inspection Division opened the mandatory internal review of the shooting. The bureau did not publicly identify the agents who fired their weapons, and no body-camera or tactical video of the shooting was released publicly.
Court records show the FBI investigation into Robertson began months before the shooting after a social media company reported threatening posts. Agents interviewed Robertson at his home before obtaining the arrest warrant, and prosecutors alleged his online posts became increasingly specific in the days before President Biden's scheduled visit to Utah.

On 08/09/2023, members of the United States Marshals Service Special Operations Group went to a residence on South Goetz Road near Goetzville to arrest 34-year-old Giovanni McNab on Missouri warrants for parental kidnapping and child abduction and to recover two missing children. Earlier that day, officers had arrested his wife, Lindsey McNab. During the arrest operation, Giovanni McNab came out of the residence and opened fire on law enforcement officers, striking and wounding a Deputy U.S. Marshal. He then retreated back inside the home with the two children.
The shooting triggered an hours-long standoff involving the U.S. Marshals Service, FBI, Michigan State Police, Chippewa County Sheriff's Office, U.S. Border Patrol, ATF, U.S. Coast Guard Criminal Investigative Service, Sault Tribe Police Department, Bay Mills Police Department, Michigan Department of Natural Resources, U.S. Customs and Border Protection, and members of the Tri-County Drug Enforcement Task Force. Officers surrounded the residence while negotiators worked to resolve the incident.
After the standoff ended, members of the U.S. Marshals Special Operations Group entered the residence and found McNab dead. The two abducted children were recovered unharmed and placed into protective custody. Federal authorities did not publicly describe the precise circumstances of McNab's death, identify which officers fired their weapons, or release body-camera footage. The FBI and U.S. Marshals Service conducted the investigation.

On 08/21/2023, Arkansas State Police submitted the completed investigative file to Second Judicial District Prosecuting Attorney Sonia F. Hagood. On 08/28/2023, Hagood concluded that Sgt. Wofford and Officer Collard were legally justified in using deadly force under Arkansas law and declined to file criminal charges.

On 08/23/2023, at approximately 10:40 a.m., Columbus Division of Police officers responded to a reported armed robbery in progress at the Franklin County Auto Title Office, 1583 Alum Creek Drive. Officers arrived within minutes and encountered 36-year-old Jamie David Overstreet in the parking lot. Gunfire erupted almost immediately between Overstreet and responding officers. On 08/09/2023, shortly after midnight, Houston Police Department officers attempted to stop a black Honda Pilot after a 911 caller reported a possible intoxicated driver in the 10600 block of Westheimer Road. The driver continued driving away while officers pursued northbound on the West Sam Houston Parkway service road. During the pursuit, the SUV reversed direction near Little York Road. A Texas Department of Public Safety helicopter joined the pursuit, and Houston police officers reduced their involvement as the helicopter tracked the vehicle from the air.
As the SUV exited toward Bellaire Boulevard, the driver lost control at a high rate of speed. The vehicle rolled several times on the service road, ejecting the 22-year-old female passenger. According to the Monterey County District Attorney's Office, 25-year-old Anthony Tovar entered the home, confronted the occupants, grabbed a woman and her two-year-old daughter, and forced them into a small bedroom, where he barricaded the door. On 08/08/2023, at approximately 5:00 p.m., West Hartford Police Department officers located a stolen Hyundai Elantra using license plate reader technology. Officers deployed stop sticks, flattening the vehicle's tires. The Hyundai then collided with two civilian vehicles at the intersection of New Britain Avenue and South Street, became disabled, and its occupants fled on foot. Mike Alexander-Garcia Jr. ran toward the Town Fair Tire store at 980 New Britain Avenue after unsuccessfully attempting to take control of two occupied vehicles.
Alexander-Garcia entered a Toyota RAV4 parked inside a service bay. K-9 Officer Andrew Teeter released his police dog into the vehicle and entered through the passenger side while attempting to remove Alexander-Garcia from the driver's seat. As the SUV backed out of the service bay and struck multiple vehicles, including a police cruiser, Teeter fired five rounds, striking Alexander-Garcia in the torso. The SUV came to rest after crashing into a utility pole. Alexander-Garcia was transported to Hartford Hospital, where he was pronounced dead. Officer Teeter suffered a broken rib and head lacerations during the struggle.
The Office of the Inspector General conducted the independent investigation. Body-worn camera footage, dashboard camera video, and surveillance footage from Town Fair Tire were publicly released on August 11, 2023. The videos captured the foot pursuit, K-9 deployment, struggle inside the SUV, and the shooting.
In August 2024, Alexander-Garcia's family filed a wrongful-death lawsuit against Officer Andrew Teeter and the Town of West Hartford, alleging excessive force, constitutional violations, negligent training, and racial profiling. The suit seeks monetary damages and challenges the department's use of automated license plate reader technology.
On December 19, 2024, Connecticut Inspector General Robert Devlin concluded that Teeter's use of deadly force was legally justified, finding the officer reasonably believed he and others faced an imminent threat of serious physical injury or death while trapped inside the moving vehicle. On 08/08/2023, Polk County Sheriff's Office deputies located 45-year-old Marquis Lynn Baker after receiving information that he was in Bartow. Baker was wanted out of Duval County for failure to appear on 11 counts of possession of child pornography and had also been reported missing after making statements to his attorney. Deputies followed Baker's Chevrolet Impala for approximately five minutes until he turned into a wooded area near Christina Animal Hospital at 6800 North Church Avenue in Mulberry and stopped his vehicle.
Deputies surrounded the vehicle after Baker placed a .40-caliber handgun to his head. The Polk County Sheriff's Office SWAT Team and Crisis Negotiators responded and spent more than four and a half hours attempting to persuade Baker to surrender. Deputies maintained communication throughout the standoff and even provided Baker with a cellular phone to continue negotiations.
At approximately 3:20 p.m., Baker shot himself in the head while deputies continued negotiations. SWAT medics immediately entered the scene and began lifesaving measures. Baker was transported to a local hospital, where he was pronounced dead at 3:50 p.m. No deputies fired their weapons during the incident.

On 08/07/2023, at approximately 10:34 p.m., Henrico County Police officers responded to the 4300 block of Lakefield Mews Drive after a reported armed carjacking. The victim told officers that a masked teenager displayed a handgun, stole the victim's vehicle, and drove away. Officers located the stolen vehicle and initiated a pursuit consistent with department policy for an armed carjacking.
During the pursuit, the stolen vehicle traveled at a high rate of speed westbound on Williamsburg Road. Near the intersection of Williamsburg Road and Millers Lane, the fleeing vehicle struck 17-year-old bicyclist Geormond "Geo" Morton from behind. The vehicle continued forward and crashed into a utility pole. Morton, who was riding home from his shift at a Wendy's restaurant and preparing to begin his senior year at Armstrong High School, died at the scene. The juvenile driver was injured, treated at a hospital, and taken into custody. Police recovered a handgun from the stolen vehicle.
Henrico Police charged the juvenile driver with carjacking, use of a firearm in the commission of a felony, possession of a firearm by a juvenile, felony eluding, and felony murder. The Henrico County Police Crash Team and Criminal Investigations Section conducted parallel investigations into the collision and the underlying carjacking. The department publicly released its pursuit policy following the fatal crash.
Morton's family described him as a hardworking teenager who was bicycling home from work when he was struck. Community members organized fundraisers to assist with funeral expenses and remembered him as an honor student and athlete.

On 08/08/2023, at approximately 10:40 p.m., Walton County Sheriff's Office deputies attempted to stop a 2001 GMC Yukon after determining the vehicle's insurance had been canceled. The driver, 31-year-old Charles Rice, continued driving away while deputies pursued into neighboring Rockdale County. Deputies performed a Precision Immobilization Technique (PIT) maneuver near Haralson Mill Road, bringing the SUV to a stop.
After the SUV stopped, Rice got out and ran. Deputies deployed a Taser during the foot pursuit. According to the Georgia Bureau of Investigation, Rice then pulled a handgun from his waistband and fired at deputies. Deputies returned fire, striking Rice. He died at the scene. A female passenger who remained in the SUV was not injured. No deputies were injured.
The Georgia Bureau of Investigation conducted the independent investigation at the request of the Walton County Sheriff's Office. Investigators reported that Rice had active felony arrest warrants at the time of the incident. Upon completion of the investigation, the case was forwarded to the Rockdale County District Attorney's Office for prosecutorial review.

On 08/08/2023, at approximately 3:10 p.m., Tacoma Police Department officers responded to the 9400 block of South D Street after receiving reports that 41-year-old Cody Kuzior had fired multiple gunshots in the neighborhood, striking two occupied homes. Patrol officers attempted to contact Kuzior, who remained at the residence and did not comply with commands. Because of the reports of gunfire and the inability to safely resolve the situation, officers requested the Tacoma Police SWAT Team.
SWAT officers responded with armored vehicles and spent more than an hour attempting to negotiate with Kuzior. According to the Pierce County Force Investigation Team (PCFIT), repeated efforts to de-escalate the encounter were unsuccessful. At approximately 4:38 p.m., Kuzior fired additional shots toward officers. SWAT officers returned fire, striking him. He was pronounced dead at the scene. No officers were injured.
On August 11, 2023, the Pierce County Medical Examiner identified the deceased as Cody Kuzior, age 41, of Tacoma. The medical examiner ruled the cause of death to be multiple gunshot wounds and the manner of death homicide.
The Pierce County Force Investigation Team conducted the independent investigation. On September 15, 2023, investigators identified the officer who fired the fatal shots as Officer Brent Roberts. Roberts was a 39-year-old Tacoma Police officer with nearly 18 years of service, more than eight years assigned to the SWAT Team, and also served as a firearms instructor, range safety officer, and reality-based training instructor. The investigation remained active through 2024 before being completed.

On 08/08/2023, at approximately 8:30 a.m., emergency dispatchers received 911 calls reporting that 46-year-old Jesse Lee Nicholls was armed with a handgun, making threats inside a residence, and expressing suicidal intentions. Ness County Sheriff's Office deputies responded to 207 South Vermont Street in Ransom. A deputy established telephone contact with Nicholls and negotiated with him for an extended period, eventually convincing him to come outside.
When Nicholls entered the front yard, he initially complied with commands to place his handgun on the ground. According to the Kansas Bureau of Investigation, he then picked the handgun back up and fired one round into the ground. A Ness County sheriff's deputy immediately fired multiple rounds, striking Nicholls. EMS personnel, who had been staged nearby, began lifesaving efforts and transported Nicholls to Grisell Memorial Hospital, where he was pronounced dead. No deputies were injured.
The Kansas Bureau of Investigation conducted the independent investigation. After reviewing the investigative file, the Ness County Attorney announced on September 5, 2023, that the deputy's use of deadly force was legally justified under Kansas law and declined to file criminal charges.

On 08/04/2023, FBI agents executed federal arrest and search warrants at a residence on the 1700 block of West Venango Street in Philadelphia's Nicetown-Tioga neighborhood. The warrants were part of a federal investigation into a series of armed 7-Eleven robberies in the Philadelphia region. During the attempted arrest, an FBI agent shot 22-year-old Tahiem Weeks-Cook.

On 08/08/2023, shortly before 8:00 a.m., Bay County Sheriff's Office deputies responded to a residence in the 2600 block of South Two Mile Road after receiving reports that 46-year-old Daryl J. Socia had stabbed a woman inside the home. The woman escaped the residence with serious injuries and was transported to a hospital for treatment. Deputies established a perimeter while Socia remained inside the residence armed with a handgun.
Deputies attempted to negotiate with Socia before he emerged from the residence carrying the handgun. According to investigators, Socia fired multiple rounds at deputies. Deputies returned fire, striking him. He died at the scene. No deputies were injured during the exchange. On 08/07/2023, at approximately 8:28 p.m., a Poplar Bluff Police Department officer responded to the 1000 block of Park Avenue for a welfare check on a man reported to be lying underneath a vehicle. The officer determined the vehicle had been reported stolen earlier that day. When the officer approached, 44-year-old Michael Ruzycky got into the vehicle, locked the doors, and refused to comply with commands. EMS personnel responded, but Ruzycky refused medical treatment.
A second officer arrived, and Ruzycky remained barricaded inside the vehicle. Officers attempted to take him into custody by removing the front windows. According to police, Ruzycky suddenly accelerated in reverse, nearly striking one of the officers. An officer fired his service weapon, striking Ruzycky. He died at the scene.
The Missouri State Highway Patrol investigated the shooting at the request of the Poplar Bluff Police Department. Both officers involved were placed on administrative leave pending the investigation. An autopsy was conducted by the Butler County Coroner's Office.

On 08/04/2023, at approximately 11:00 p.m., Orlando Police Department officers attempted to investigate a vehicle connected to a homicide in Miami-Dade County. During the encounter, 28-year-old Daton Viel opened fire, critically wounding two Orlando police officers before taking their patrol vehicle and then carjacking another vehicle to flee. A large-scale manhunt followed overnight.
During the morning of 08/05/2023, officers located Viel inside a Holiday Inn at 5900 Caravan Court. The hotel was evacuated while Orlando Police SWAT officers and crisis negotiators attempted to persuade him to surrender peacefully. After several hours, SWAT officers breached the room. According to Orlando Police, Viel emerged armed with a handgun and fired multiple rounds at SWAT officers. Officers returned fire, striking him. Viel died at the scene. No additional officers were injured during the final exchange of gunfire.
The Florida Department of Law Enforcement conducted the independent investigation into the shooting. In July 2024, the case was presented to an Orange County grand jury. On August 12, 2024, the Ninth Judicial Circuit State Attorney's Office announced that the grand jury returned a no true bill for each of the six Orlando police officers who fired, concluding that criminal charges were not warranted. The Orlando Police Department subsequently opened its internal administrative review.

On 08/07/2023, at approximately 1:55 a.m., Los Angeles County Sheriff's Department deputies responded to a gas station in the 17400 block of South Central Avenue after receiving a report of a man causing a disturbance and screaming at the gas pumps. Deputies located 34-year-old Arturo Cernas near the west entrance of the business and observed what appeared to be the butt of a handgun protruding from his pants pocket.
Deputies repeatedly ordered Cernas to keep his hands visible and not reach for the weapon. According to the Sheriff's Department, Cernas ignored the commands and began drawing the object from his pocket. A deputy fired one less-lethal 40 mm foam projectile, but Cernas continued pulling the object from his pocket. A deputy then fired his service weapon, striking Cernas. Deputies rendered medical aid until paramedics arrived, and Cernas was pronounced dead at the scene.
Investigators recovered a CO₂-powered BB pistol at the scene. The Los Angeles County Sheriff's Department identified the decedent as Arturo Cernas on August 8, 2023. The shooting remained under investigation.

On 08/07/2023, Gilberto Sotelo was refueling his disabled pickup truck on the shoulder of southbound Interstate 215, south of State Route 91, in Riverside when he was struck by a Honda Ridgeline driven by Giovanni Ceja, an off-duty Bexar County (Texas) Sheriff's Office correctional corporal who was visiting family in California. Investigators alleged Ceja had consumed multiple alcoholic beverages before driving. Sotelo died at the scene, and the driver fled without stopping to render aid.
California Highway Patrol investigators identified Ceja through vehicle debris left at the scene. He was arrested in Texas on 08/14/2023 by the Bexar County Sheriff's Office on a California warrant. Ceja resigned from the sheriff's office following his arrest and was dishonorably discharged. He was later extradited to California and charged with second-degree murder, DUI-related offenses, and felony hit-and-run causing death.

On 08/06/2023, Columbiana County Sheriff's Office deputies attempted to stop a stolen Chevrolet Silverado driven by Gerald Jackson. Jackson continued driving away, and Deputy Robert Vukovich pursued the truck on Teegarden Road in Center Township. During the pursuit, Jackson crossed the center line on a curve and struck a hatchback driven by 47-year-old Jennifer Hunley head-on. Hunley and her 11-year-old son were seriously injured, while Jackson suffered minor injuries.

Daniel Legler continued driving away, and the trooper pursued the vehicle westbound onto Route 531. Legler exited at Rochester Tech Park, struck a guide rail, jumped a curb, and drove into a field.
Legler got out of the vehicle and did not comply with repeated commands. As Trooper Caito attempted to take him into custody, Legler fired one round from a handgun near the trooper. Trooper Caito then fired his service weapon, striking Legler. Legler was pronounced dead at the scene. Trooper Caito was treated at the scene and released. A handgun was recovered near Legler.
The New York Attorney General's Office of Special Investigation conducted the investigation as required under state law. In February 2025, the Attorney General concluded that the evidence would not support criminal charges because prosecutors could not prove beyond a reasonable doubt that the trooper's use of deadly force was unjustified.In September 2024, the Attorney General concluded that prosecutors could not disprove beyond a reasonable doubt that Caito's use of deadly force was justified because Daniel Legler fired a revolver during the struggle. The officer was not charged.

On 08/05/2023, at approximately 11:20 p.m., San Antonio Police Department officers attempted a traffic stop on a vehicle driven by Bianca Marie Sanchez. Sanchez continued driving away at a slow speed through nearby neighborhoods. Officers discontinued their emergency lights and followed the vehicle onto the Interstate 10 access road and then the eastbound access road of NW Loop 410.
Sanchez approached an exit ramp, turned left into the eastbound lanes of NW Loop 410, and nearly stopped in the far-right lane. Officers continued following without emergency lights. Sanchez then turned left across multiple lanes of traffic and was struck by a pickup truck. The San Antonio Fire Department forced open the driver's door and attempted CPR, but Sanchez died at the scene. The pickup driver was not reported to have suffered serious injuries. The Bexar County Medical Examiner identified the decedent on August 11, 2023. The investigation remained ongoing.

On 08/06/2023, officers with the Sturgis Department of Public Safety located 30-year-old David Keith Algarin Jr., who had been identified as the shooter in the fatal shootings of Stacy Ramsey, 39, and Jerry Longacre, 61, the previous night in St. Joseph County. Officers attempted to stop Algarin as he drove through the City of Sturgis, but he continued driving away and a pursuit began.
The pursuit continued into Branch County. During the pursuit, officers performed a PIT maneuver to stop Algarin's vehicle before it reached the nearby Magic Capital of the World festival in Colon, where large crowds were present. After the vehicle came to a stop on M-86 near Kane Road, an exchange of gunfire occurred. Algarin was shot by police and died at the scene. No officers were reported to have been struck by gunfire. The Michigan State Police investigated the shooting.
Authorities later identified the decedent as David Keith Algarin Jr. During a joint press conference, investigators stated they had not determined a motive for the earlier homicides. Stacy Ramsey had been found with a gunshot wound in the roadway and witnesses reported Algarin struck her with his vehicle before fleeing. Jerry Longacre was found fatally shot at a mobile home community during the search for Algarin.

On 08/06/2023, Lenexa Police Department officers located a stolen Jeep Grand Cherokee near West 95th Street and Interstate 35. The driver struck a Lenexa police vehicle and continued driving away. Officers pursued the Jeep north on Interstate 35 into Mission, where it crashed on the Lamar Avenue exit ramp. Shannon Wayne Marshall and Andrea Cothran ran into the QuikTrip at 4700 Lamar Avenue as officers from multiple agencies responded.
Officers arrested Cothran in the women's restroom. Marshall entered the men's restroom, where officers attempted to take him into custody. Gunfire erupted inside the restroom. Marshall fired the shots that fatally wounded Fairway Police Officer Jonah Oswald. Officers returned fire, striking Marshall. Marshall died at the scene. Officer Oswald died from his injuries the following day.
The Johnson County District Attorney conducted an investigation into the police shooting and concluded that the officers' use of deadly force was legally justified. No criminal charges were filed against the officers who fired their weapons. Andrea Cothran was later charged in connection with the pursuit and Officer Oswald's death under Kansas law.
