On 12/02/2022, 21-year-old Jovannie Sotelo was killed when the SUV he was driving collided with an uninvolved vehicle at East Clemmonsville Road and Thomasville Road in Winston-Salem during a Forsyth County Sheriff's Office pursuit.

The encounter began when Forsyth County sheriff's deputies attempted to conduct a traffic stop. The Sheriff's Office subsequently said Sotelo continued driving, and deputies pursued him through Winston-Salem. NARRATIVE:
On 12/02/2022, 74-year-old Ernest Kenner of Columbia was killed when a vehicle driven by Shylek Pringle crashed into Kenner’s vehicle during a Richland County Sheriff’s Department pursuit. Kenner was an uninvolved motorist.

Shortly before 8:00 a.m., a Richland County Sheriff’s Department Traffic Safety Unit deputy was conducting traffic enforcement in the 1000 block of Zimalcrest Drive. The Sheriff’s Department said the deputy observed Pringle speeding through a school zone and attempted to stop him. Pringle continued driving and the deputy pursued him.

The Sheriff’s Department described the pursuit as traveling a short distance. During the pursuit, Pringle crossed into oncoming traffic and collided with Kenner’s vehicle. Kenner was pronounced dead at the scene. No sheriff’s department vehicle physically collided with Kenner’s vehicle.

The South Carolina Highway Patrol was assigned to investigate the fatal collision. The Richland County Coroner’s Office subsequently identified Kenner as the person killed.

Pringle was arrested following the crash. Authorities said he faced charges including failure to stop for blue lights resulting in death, reckless homicide, speeding in a school zone, driving under suspension related to DUI, and unlawful possession of a firearm.

Richland County Sheriff Leon Lott publicly focused his response on Pringle’s preexisting criminal cases, saying Pringle had been released on four separate bonds from multiple agencies. On 11/30/2022, 25-year-old Luis Mauricio Perez Ortiz of Dallas was killed when the Dodge he was driving crashed at Centennial Boulevard and South Greenville Avenue in Richardson during a Garland Police Department pursuit. Two passengers in Ortiz's vehicle and the driver of an uninvolved pickup were injured.

Shortly after 10:00 p.m., Garland police stopped Ortiz's vehicle in the 3800 block of West Walnut Street for alleged traffic violations. Officers made contact with the people inside, but Ortiz drove away from the stop. Garland officers pursued him toward Richardson.

Garland police said the pursuit continued for several minutes. Ortiz was traveling at such a high speed that pursuing officers slowed and briefly lost sight of his vehicle. The entire interval between the attempted traffic stop and the fatal collision was approximately three minutes.

At approximately 10:18 p.m., Ortiz traveled west on Centennial Boulevard and entered the intersection with South Greenville Avenue against a red traffic signal. His vehicle collided with a pickup traveling south on Greenville Avenue and then struck a pole.

Ortiz was transported to a hospital and pronounced dead. Two passengers in his vehicle and the pickup driver were also transported to hospitals with injuries that police described as non-life-threatening. Richardson Police Department Special Crash Investigations investigated the fatal collision.

On 11/25/2022, 26-year-old Kyreem Softleigh of Albany was killed when a vehicle driven by someone else crashed into the vehicle in which Softleigh was a passenger at Bradford and Ontario streets in Albany after the fleeing vehicle drove away from Albany police. Two other occupants of Softleigh's vehicle were injured.

At approximately 10:15 p.m., Albany police encountered a man asleep behind the wheel near Central Avenue and North Lake Avenue. Officers approached the vehicle and woke him. Police said he then drove away toward Bradford and Ontario streets. Contemporary local reporting explicitly described the sequence as a police chase that led to the fatal crash.

Later prosecution records provide an important detail omitted from the earliest reports: The fleeing vehicle reached approximately 80 mph while attempting to outrun police. At Bradford and Ontario streets, he drove through a stop sign and collided with the vehicle traveling south on Ontario Street in which Softleigh was riding.

On 11/24/2022, a 36-year-old man was killed after driving a blue Chevrolet Impala the wrong way on Interstate 94 and crashing head-on into traffic near 12 Mile Road in Roseville.

At approximately 4:00 to 4:45 p.m., Roseville police responded to a family disturbance at an apartment complex on Nardelli Lane. Police said possible gunshots had been reported and that a man involved in the disturbance drove away.

Roseville police subsequently disputed that officers were pursuing the Impala. However, civilian dash-camera footage obtained by Local 4 showed police activity immediately behind the vehicle. A witness said police arrived at the apartment complex with emergency lights and sirens and approximately 30 seconds later saw a blue Chevrolet Impala leave with police vehicles following it with their emergency lights activated. The witness described the Impala as being chased by police.

The Impala entered Interstate 94 traveling against traffic. Approximately one mile from where the police activity was captured on video, the Impala collided head-on with vehicles traveling eastbound near 12 Mile Road.

Police reported that at least three vehicles were struck. The collision killed the 36-year-old Impala driver and a 56-year-old person driving an uninvolved vehicle. Several additional people were injured.

One of the other vehicles contained Justin Goodell, his wife and their eight children, who were traveling from Kentucky to Michigan for Thanksgiving. Their vehicle was struck during the chain-reaction crash, but the family survived.

Roseville police had responded to a family disturbance at an apartment complex on Nardelli Lane involving reports of possible gunfire. A 36-year-old man involved in the disturbance left in a blue Chevrolet Impala.

On 11/22/2022, Aimee Nicole Doughty was critically injured during a Fresno Police Department pursuit involving a Ford F-150 driven by Anthony Jeff. Doughty subsequently died from her injuries on 12/12/2022. Federal litigation filed by her estate and six minor children now provides considerably more information about the police encounter than was publicly available when the crash occurred.

At approximately 7:50 a.m., members of the Fresno Police Department Street Violence Tactical Team began following Jeff. Police knew Jeff was subject to an arrest warrant for an alleged violation of post-release community supervision. Officers followed him until he stopped to get fuel at the Sinclair station at North First Street and East Gettysburg Avenue.

Doughty got out of the truck and went inside the gas station. When she returned, officers moved in to arrest Jeff. Jeff accelerated away, striking two undercover police vehicles and another vehicle as he left the station. Doughty got into the bed of the pickup as Jeff drove away. Fresno officers then initiated a vehicle pursuit, and additional officers joined after a radio broadcast.

The pursuit traveled approximately two miles south through Fresno. Contemporary reporting described it as a short chase down First Street. Near East Michigan Avenue and North Bond Street, police used a vehicle-contact maneuver against the Ford F-150. According to the federal court's description of the allegations, a police vehicle struck the rear driver's side of Jeff's truck, causing it to rotate counterclockwise. Doughty was ejected from the truck bed.

Jeff's truck also collided with two other vehicles. Jeff got out through the driver's-side window and ran before officers arrested him. Police initially did not realize where Doughty had landed. She was subsequently found unconscious in debris near the crash and transported to Community Regional Medical Center in critical condition.

Doughty remained hospitalized for approximately three weeks. On 12/12/2022, she was pronounced dead. Later federal court records state that her cause of death was head trauma from blunt impact.

In January 2024, Marissa Maldonado, representing Doughty's estate, and Doughty's six minor children filed a federal civil-rights and wrongful-death lawsuit against the City of Fresno and others. The defendants include Fresno officers R. Harrell and E. Clairborne and then-Chief Paco Balderrama. The lawsuit alleges excessive force, negligence, municipal liability and other claims arising from the pursuit and Doughty's death.

The federal case remains active. A September 2025 scheduling order set expert discovery deadlines during 2026, a pretrial conference for November 2026 and trial for January 2027.

On 11/20/2022, an unidentified 13-year-old girl was killed when the stolen 2023 Hyundai in which she was riding crashed during a Beaumont Police Department pursuit. The crash occurred near Major Drive and Interstate 10 in Beaumont.

At approximately 3:35 a.m., Beaumont police received a report of a vehicle burglary in progress in the 3100 block of Ethan Symone Street. Responding officers encountered the people involved driving away in the silver Hyundai. Police followed the vehicle as it traveled toward Major Drive and Interstate 10.

At approximately 3:43 a.m., the driver lost control of the Hyundai and struck a concrete pillar. FARS-derived crash data records the matching Beaumont fatal crash at 3:43 a.m., involving one vehicle, five people and one fatality.

Four occupants got out of the wrecked Hyundai and ran. Officers arrested two juveniles following the crash and continued searching for two other occupants. Police found the 13-year-old girl dead inside the vehicle.

On 11/19/2022, 63-year-old Arthur L. Wright of Cheshire was killed when the Lexus in which he was a passenger crashed into a series of vehicles on Highland Avenue while its driver, Walter H. Spencer, was fleeing an attempted traffic stop by Cheshire police.

The encounter began after a reported shoplifting at Cheshire Wine & Spirits on Highland Avenue. Cheshire Police Chief Neil Dryfe later confirmed that a police sergeant attempted to stop the Lexus in connection with the theft. The sergeant subsequently stopped actively following the Lexus before the fatal sequence of collisions.

At approximately 4:15 p.m., Spencer was driving north on Highland Avenue with Wright in the front passenger seat. Connecticut State Police reported that the Lexus crossed into the southbound lane and struck a Volkswagen Jetta. It returned to the northbound lane and struck a Jeep Commander, rotated, struck the rear of a Mitsubishi Eclipse and continued north before crashing into the rear of a Ford Transit van near West Johnson Avenue.

Wright suffered life-threatening injuries and was transported to Saint Mary's Hospital, where he was pronounced dead. Spencer and the drivers of the Mitsubishi and Ford were also transported to hospitals with injuries.

The police connection was established even more clearly in the subsequent criminal case. In June 2023, Connecticut State Police arrested Spencer on a warrant charging him with first-degree manslaughter, interfering with an officer, failure to stop when signaled and five counts of evading responsibility. Reporting based on the arrest warrant explicitly described Spencer as fleeing Cheshire police before the series of crashes that killed Wright.

On 11/19/2022, an unidentified 16-year-old boy was killed when the Chevrolet Tahoe in which he was riding crashed during a Garland Police Department pursuit that began in Garland and continued into Dallas. Five people were inside the Tahoe.

Garland police had been investigating a group connected to burglaries in Mesquite, Arlington, Pantego, Grand Prairie, Hutchins, Dallas, Duncanville, Garland and other North Texas communities. Police said people connected to the burglaries had been recorded carrying rifles and other firearms, and a firearm had been discharged during at least one of the burglaries.

Shortly after 10:00 p.m., Garland officers recognized the white Tahoe associated with the investigation and attempted to stop it near Kingsley Road. The driver continued away, and Garland police pursued the vehicle toward Dallas. A Texas Department of Public Safety helicopter also tracked the Tahoe during the pursuit.

In the 12200 block of Greenville Avenue in Dallas's Lake Highlands area, the driver lost control, overcorrected and caused the Tahoe to overturn. Three occupants were ejected. Two occupants who suffered relatively minor injuries ran from the crash but were arrested shortly afterward. Three other occupants were transported to hospitals, where the 16-year-old passenger died.

Police recovered five loaded firearms from the wrecked Tahoe: three AR-15-style pistols and two handguns. Garland police said the weapons were believed to have been stolen during or used in offenses under investigation. The teenager killed was deliberately not publicly identified by Garland police.

On 11/18/2022, an unidentified 18-year-old man was killed after crashing his vehicle immediately following an attempted traffic stop by Woods Cross Police Officer Salas in Davis County, Utah. The collision occurred at approximately 9:15 p.m. on 500 West in Bountiful.

Officer Salas was conducting radar enforcement when he observed the red passenger vehicle traveling northbound on 500 West without its headlights illuminated. Woods Cross Police Department records state that radar measured the vehicle at 92 mph. Salas attempted a traffic stop, but the driver continued away.

Woods Cross police stated that Salas did not pursue the vehicle after the driver continued away. Salas nevertheless remained close enough to witness the subsequent driving and crash. The department reported that the driver continued traveling erratically, lost control and struck a curb. The impact caused the vehicle to lose a rear tire.

The disabled vehicle then crossed into opposing traffic and collided with a southbound vehicle at approximately 620 South 500 West in Bountiful. Both drivers were transported to hospitals. The 18-year-old driver died from his injuries, while the uninvolved driver suffered numerous serious injuries.

On 11/17/2022, 33-year-old Amber Ponce was killed when the Ford Mustang in which she was a passenger crashed off an elevated section of Interstate 35 near Frio Street in downtown San Antonio immediately after a Bexar County Sheriff's Office deputy attempted to stop the vehicle.

At approximately 2:30 a.m., a Bexar County sheriff's deputy encountered the Mustang traveling approximately 40 mph on I-35 South. The deputy attempted to conduct a traffic stop. Sheriff Javier Salazar said the driver began pulling toward the side of the highway as though he intended to stop, but then accelerated away.

Salazar said the deputy was about to radio that he was initiating a pursuit when the crash occurred. The Mustang went over the concrete barrier near the Frio Street/Cesar Chavez Boulevard ramp and fell to the street below. Salazar later said the vehicle traveled approximately 110 feet after leaving the elevated roadway and tumbled before coming to rest.

Assistant Police Chief Adam Hadder said an officer believed he saw the reported vehicle and turned around to follow it. Hadder maintained that the officer never caught up with the pickup and that it was already out of sight before the officer completed the turn. ALEA's subsequent investigation nevertheless determined that Maldonado-Vasquez was attempting to elude the Hanceville officer when the crash occurred.

Maldonado-Vasquez lost control of the pickup on Alabama 91 approximately three miles east of Hanceville. The truck struck a guardrail and then a tree and caught fire. Maldonado-Vasquez was ejected and critically injured. Britt, Jennings and Magana died at the scene.

A clerk at the Shell gas station on the southeast corner of 159th St. and Dixie Hwy. in Harvey called 911 and complained that an “irate woman with a gun” was vandalizing the store. Harvey PD and Hazel Crest PD responded to the call and the woman got into the vehicle and proceeded to drive southbound on Dixie Highway at a high rate of speed. The Harvey police officer escalated a chase which reached a high rate of speed. The fleeing vehicle swerved to avoid another vehicle, lost control, and crashed into a sign at 170th Street, split in two and all three of the occupants were ejected. Two died at the scene and another was transported to Christ Hospital in Oak Lawn in critical condition. The third victim has also died.

Harvey PD and Hazel Crest PD responded to the call and the woman got into the vehicle and proceeded to drive southbound on Dixie Highway at a high rate of speed. The Harvey police officer escalated a chase which reached a high rate of speed. The fleeing vehicle swerved to avoid another vehicle, lost control, and crashed into a sign at 170th Street, split in two and all three of the occupants were ejected. Two died at the scene and another was transported to Christ Hospital in Oak Lawn in critical condition. The third victim reportedly also died in the hospital.

The New Jersey Attorney General's Office investigated a chase that stretched from Marlboro to Old Bridge on Nov. 9, 2022. One motorist died in a crash at the end of the chase.Police chased an allegedly stolen car until it crashed, resulted in the death of bystander ArturoTlapa Luna. Marlboro police officer Sgt. Greg Arrone escalated a chase of the car that ended after the car hit several other vehicles on Route 9 south in Old Bridge in the area of Spring Valley Road shortly after 2 a.m. The occupant of one of the bystander cars, 33-year-old Freehold resident Arturo Tlapa-Luna, was killed in the crash. His wife, father and two daughters were also in the car and suffered severe injuries but survived.

NARRATIVE:
On 11/08/2022, 35-year-old Lauren A. Wegner of Skokie was killed when a man drove a GMC Sierra northbound in the southbound lanes of Interstate 55 and crashed into Wegner's Mercury Sable near Springfield.

At approximately 7:13 p.m., Divernon Police Officer Patrick Hurley encountered the vehicle after seeing his pickup traveling at more than 100 mph. Hurley activated his emergency lights and siren, and the man exited I-55 at exit 88 and initially pulled onto the shoulder. During the approximately four-minute stop, Hurley reported smelling alcohol.

A Sangamon County Sheriff's Office deputy arrived to assist. After police decided he should be taken into custody, he accelerated away. He entered Interstate 55 using an exit ramp and drove northbound into southbound traffic. Hurley subsequently testified that after he drove away and entered the wrong-way lanes, he saw what he described as a ball of fire from the ensuing crash.

At approximately 7:30 p.m., the GMC Sierra struck Wegner's Mercury Sable and a Toyota Corolla occupied by a 61-year-old man and 54-year-old woman from Granite City. Four vehicles were ultimately involved. Wegner died at the scene. The two occupants of the Toyota survived with serious injuries, including broken bones, spinal injuries and brain bleeding.

Lauren was born on 05/27/1987 in Skokie. She had recently returned to Skokie to live near her parents after living in North Carolina and told them shortly before her death that she was happy to be home. She attended Niles West High School, played volleyball, loved animals and the Green Bay Packers, and worked as a bartender at Morrison Roadhouse in Niles. She was driving to St. Louis to visit friends when she was killed. Her family directed memorial contributions to Community Animal Rescue Effort.

Lauren's father, Bill Wegner, subsequently filed a civil lawsuit against the fleeing driver and the officers involved. The lawsuit alleges that officers engaged in an unauthorized pursuit of a suicidal person that culminated in the fatal wrong-way crash.

OFFICER BACKGROUND:
Former Divernon Police Officer Patrick Hurley was publicly identified as the officer who initially stopped the fleeing vehicle. A Sangamon County Sheriff's Office deputy arrived to assist, but the available reporting reviewed does not publicly identify that deputy. The civil litigation brought by Lauren Wegner's father includes claims concerning the officers' handling of the fleeing driver and the pursuit.

On 11/08/2022, 23-year-old Abdikadir M. Issack of Willmar was killed when a stolen Honda Accord driven by 25-year-old Abdeljabar Ahmed Sharif crashed while fleeing Bloomington police near the Mall of America. Issack was the front-seat passenger.

Shortly before 4:00 p.m., an automated license-plate reader at a Mall of America parking-ramp entrance identified the Honda as a vehicle reported stolen from Minneapolis. Bloomington police coordinated with mall security to locate the vehicle and officers attempted a high-risk traffic stop on the ground level of the West Parking Ramp.

Sharif drove away from the officers and traveled onto Lindau Lane toward the entrance ramp to eastbound Interstate 494. Accounts differ somewhat in how they characterize the police activity immediately before the crash. The Minnesota State Patrol crash record characterized Bloomington police as pursuing the Honda, while the criminal complaint stated that Bloomington officers did not actively pursue after the Honda left Mall of America property. Bloomington Police Chief Booker Hodges later said officers did not have sufficient time to initiate a pursuit before the crash.

At approximately 4:03 p.m., Sharif lost control while negotiating the entrance ramp. The Honda jumped a median, crossed another lane, left the roadway and struck a concrete bridge pillar. Issack suffered fatal injuries and was pronounced dead at the scene. Sharif and rear passenger Kanani Mekonen Legese, 20, survived with non-life-threatening injuries.
