On 08/04/2023, at approximately 3:05 p.m., Columbia Police Department officers responded to The Landing Apartments on Campusview Drive after receiving a report that 22-year-old Marquis Rivera was experiencing a suicidal crisis. Officers spoke with Rivera, who denied he was suicidal, and cleared the call. At approximately 3:57 p.m., Rivera called 911 and requested officers return to the apartment complex.
When officers arrived the second time, Rivera was armed with a handgun. According to police, he fired into the air and then fired toward the responding officers. Multiple officers returned fire, striking Rivera. He was pronounced dead at the scene. The Missouri State Highway Patrol's Division of Drug and Crime Control conducted the criminal investigation at the request of the Columbia Police Department.
Rivera's family later retained legal counsel and requested release of the body-camera footage, 911 recordings, and police reports, stating he had been suffering from a mental health crisis when he called police for help. A special prosecutor reviewed the case.

On 08/03/2023, at approximately 9:35 p.m., Niagara Falls Police Department officers responded to the 900 block of Niagara Avenue after receiving reports of shots fired. When Officers Kayla Richards and Ian Sitek arrived, a witness pointed to Benjamin Rivers and told officers he had fired at her vehicle. Officers repeatedly ordered Rivers to show his hands and drop the handgun he was holding.
According to the investigation, Rivers did not comply and fired a shot toward Officer Richards. Officers Richards and Sitek returned fire, striking Rivers. Officers rendered medical aid until EMS arrived. Rivers was transported to Niagara Falls Memorial Medical Center, where he was pronounced dead. A handgun was recovered at the scene.
The New York Attorney General's Office of Special Investigation reviewed body camera footage, witness statements, forensic evidence, and other evidence. In July 2024, the Attorney General concluded the evidence would not support criminal charges because prosecutors could not disprove beyond a reasonable doubt that the officers' use of deadly force was justified under New York law.

On 08/04/2023, Bessemer Police Department officers attempted to detain Larry Douglas Oden II while conducting a property theft investigation in the 700 block of Academy Drive. Oden ran from officers on foot. During the arrest, he sustained a blunt-force head injury. He was transported first to UAB Medical West and then to UAB Hospital for treatment.
Oden remained hospitalized for more than two weeks before dying from his injuries on 08/21/2023. The Jefferson County Coroner identified him as 49-year-old Larry Douglas Oden II. The Alabama Law Enforcement Agency's State Bureau of Investigation opened an investigation into the circumstances surrounding the injury and death. Authorities did not publicly explain how Oden sustained the fatal head injury.

On 08/03/2023, at approximately 2:50 p.m., Kyle J. Eastes became involved in an argument with a 22-year-old man in the 7100 block of South Jeffery Boulevard in Chicago's South Shore neighborhood. During the confrontation, Eastes pulled out a handgun and shot the other man in the torso.
An armed security officer working at a nearby Walgreens, who was also a part-time Cook County Health police officer, witnessed the shooting and fired at Eastes. Eastes was struck and transported to the University of Chicago Medical Center, where he was pronounced dead. The 22-year-old man was also transported to the hospital in critical condition.
The Cook County Medical Examiner identified the decedent as Kyle J. Eastes. Authorities identified the shooter as a part-time Cook County Health police officer working security at the Walgreens.

On 08/03/2023, at approximately 1:30 p.m., members of the U.S. Marshals Arizona Wanted Task Force and Mesa Police Department were serving a search warrant at an apartment complex near Mesa Drive and Brown Road while looking for 20-year-old Ny'Kendreon Pride in connection with a series of armed robberies. Officers located Pride walking south on Mesa Drive.
According to Mesa police, Pride was armed with a handgun when officers encountered him. Officers fired their weapons during the encounter, striking Pride. He was transported to a hospital, where he was pronounced dead. No officers were injured. Police did not publicly disclose additional details about what immediately preceded the shooting.
Mesa Police Department conducted the criminal investigation into the shooting. Authorities identified the decedent as Ny'Kendreon Pride on the following day.

On 08/03/2023, at approximately 9:56 p.m., Louisville Metro Police Department officers responded to reports of shots fired in the 2000 block of New Main Street in the Clifton neighborhood. The first officer arrived at approximately 10:01 p.m. At 10:19 p.m., officers reported over the radio that James B. Monti was firing at them. An officer returned fire, striking Monti.
Officers rendered medical aid before Monti was transported to UofL Hospital, where he died from multiple gunshot wounds. No officers or bystanders were injured. Body-worn cameras captured the encounter, and Louisville Metro Police initiated criminal and administrative investigations.
The Jefferson County Coroner identified the decedent as James B. Monti, 46. Louisville officials later stated that one officer fired the fatal shots after being confronted by Monti, who was armed with a handgun.

The Oklahoma State Bureau of Investigation investigated the shooting. In October 2023, the Oklahoma County District Attorney charged Jennifer Haddock with first-degree manslaughter. Haddock argued she acted in self-defense and sought immunity under Oklahoma's Stand Your Ground law, but a judge denied that request in January 2025, allowing the criminal case to proceed.

On 07/26/2023, at approximately 10:24 p.m., Boise Police Department officers responded to reports of an armed man firing a rifle in the North End neighborhood near North 20th Street. While officers were gathering information, additional gunshots were heard, and more officers responded. Officers located 28-year-old Macey Juker, who was armed with an AK-47-style rifle.
According to investigators, Juker initially put the rifle down in response to officers' commands but then picked it up, ran, turned toward officers, and opened fire. Officers returned fire, striking Juker. After falling to the ground, Juker fired additional rounds before officers fired again. Officers attempted life-saving measures, but Juker was pronounced dead at the scene. No officers were injured.
The Ada County Coroner identified the decedent as Macey Juker and determined the cause of death to be multiple gunshot wounds. The Ada County Critical Incident Task Force investigated the shooting. In April 2024, Gem State Prosecutor Erick Thomson concluded the officers' use of deadly force was legally justified after reviewing body-camera footage, witness statements, and forensic evidence.

On 08/03/2023, at approximately 9:40 a.m., Indianapolis Metropolitan Police Department Officer Douglas Correll conducted a traffic stop in the 3400 block of North Parker Avenue after observing Gary Dwayne Harrell driving recklessly. Harrell got out of his vehicle before the officer exited the patrol car. During the encounter, Harrell returned to his vehicle, retrieved a loaded .357 revolver, and ran from the scene on foot while holding the firearm. Officer Correll pursued him on foot and repeatedly ordered him to stop and drop the gun.
Officer Correll fired two rounds, striking Harrell once in the back. Harrell dropped the revolver and fell to the ground. Officers provided medical aid until EMS arrived. Harrell was transported to Methodist Hospital, where he was pronounced dead. Investigators recovered the loaded revolver near where he fell.
The Indianapolis Metropolitan Police Department released body-camera footage of the shooting on August 22, 2023. The shooting was investigated by the department's Critical Incident Response Team and Internal Affairs Unit, with review by the Marion County Prosecutor's Office. Officer Douglas Correll, a 28-year veteran of the department, was placed on administrative leave following the shooting, consistent with department policy.

On 07/13/2023, a Fuquay-Varina Police Department officer attempted to stop Bryan Jamar Harris after observing him nearly cause a traffic collision. Harris continued driving to his parents' home on Fayetteville Street, abandoned his vehicle, and ran into nearby woods. Officers searched the area, including with a K-9, but did not locate him. Harris remained in the woods for approximately six hours before returning to his parents' home, where he collapsed and became unresponsive. He was transported for medical treatment but died shortly afterward.
The North Carolina Office of the Chief Medical Examiner later ruled Harris' death accidental. The autopsy determined the cause of death was blunt force trauma to the torso and documented numerous cuts and abrasions consistent with his time in the woods. Toxicology testing also detected cocaine. Police stated Harris was never in custody and that officers did not make physical contact with him during the incident.

On 08/02/2023, members of the Lake Winnebago Area Metropolitan Enforcement Group (MEG) conducted an undercover drug investigation involving Nathan J. Briese. After a controlled purchase of narcotics, undercover officers attempted to arrest Briese at a Mobil gas station on South Commercial Street in Neenah. Briese ran into the store and toward the rear coolers. Surveillance video showed him turning toward the pursuing officers and reaching into his waistband to pull a handgun. Two undercover officers, one from the Appleton Police Department and one from the Outagamie County Sheriff's Office, fired a total of four rounds, striking Briese. Officers provided medical aid until EMS arrived, but Briese died after being transported to a hospital.
The Sheboygan County Sheriff's Office investigated the shooting. In October 2023, the Sheboygan County District Attorney concluded the officers' use of deadly force was legally justified and declined to file criminal charges. Because of ongoing undercover assignments, the identities of the officers were not publicly released. Surveillance video of the incident was released on October 20, 2023.

On 08/02/2023, agents with the Thomas County Drug Squad were in the Meadow Street area attempting to locate another man wanted on failure-to-appear warrants when they received a BOLO from a Thomas County deputy about a beige Toyota Camry driving erratically. Agents located the Camry and attempted a traffic stop. Alfred Shawntez Cole continued driving away, and a short vehicle pursuit ended when the Camry stopped near a wooded area off Meadow Street.
Cole got out of the vehicle and pulled a semi-automatic handgun. Two agents fired their weapons, striking him. The agents immediately rendered first aid until EMS arrived. Cole was transported to a local hospital, where he died. Investigators recovered a handgun at the scene that had previously been reported stolen. The Georgia Bureau of Investigation conducted the independent investigation, and the case was later presented to a grand jury, which found the shooting justified under Georgia law.

On 08/02/2023, a Fauquier County Sheriff's Office deputy observed a stolen Honda Accord traveling 97 mph in a 55 mph zone on Route 17 and attempted a traffic stop. The driver continued driving away, reaching speeds of more than 115 mph. Deputies terminated the pursuit twice because of safety concerns, first near Marshall and again after the vehicle exited Interstate 66 onto Route 17. About one minute after the second pursuit was terminated, deputies located the Honda after it had crashed into a Norfolk Southern freight train at the Route 17 railroad crossing near Delaplane Grade Road.
Haidan B. Smallwood, an 18-year-old passenger from Berryville, suffered life-threatening injuries and was flown to Inova Fairfax Hospital, where she died. The 19-year-old driver and another passenger survived. The Virginia State Police investigated the crash and later charged the driver, Jeremiah A.T. Greenfield, with second-degree murder and felony eluding.
Virginia Police had chased the vehicle at 115 mph until it crashed into an oncoming train.
Police had hunted the vehicle because their ALPR apparently reported it as stolen. Smallwood’s family said that their daughter had told them that he had recently bought the vehicle and the family were under the impression that there appeared to be a possible mixup reported to police.
Her boyfriend who had fled from the aggressive police hunt involving several law enforcement agencies in a panic, was charged with 2nd degree manslaughter in her death.
Haidan Smallwood had graduated from high school recently and was enrolled in a nursing program at a university and was looking forward to a productive life.

On 08/02/2023, San Diego Police Department officers responded to a report that shots had been fired from a white Tesla during a road-rage incident in the 3500 block of Ben Street. Officers located the Tesla and attempted a high-risk stop, but Benjamin Pickens continued driving away before stopping near the Mesa College campus and fleeing on foot while armed with a handgun.
Officers repeatedly ordered Pickens to drop his weapon. He ignored commands and kept the handgun tucked beneath his arm. Officer Addam Ansari deployed police K-9 Sir. Pickens drew his handgun and fired, fatally wounding K-9 Sir. Officer Ansari fired one rifle round, striking Pickens. Officers rendered medical aid, and Pickens was transported to a hospital, where he died.
The San Diego County Sheriff's Office investigated the shooting. Body-camera footage released by the San Diego Police Department showed the encounter. The Medical Examiner ruled Pickens' death a homicide caused by a gunshot wound.

On 08/01/2023, at approximately 11:45 p.m., Williston Police Department officers observed Aaron Tyler McCaleb driving a 2019 Dodge Challenger at a high rate of speed on Highway 39. McCaleb initially pulled into the parking lot of the Bi-Rite gas station, but as officers exited their patrol vehicles to approach, he accelerated away. Officers pursued the Challenger through Williston until McCaleb lost control on Blacks Drive, ran off the left side of the roadway, struck a utility pole, and the vehicle overturned. McCaleb, who was not wearing a seat belt, was ejected from the vehicle and died at the scene from head and neck trauma. He was the sole occupant of the vehicle. The South Carolina Highway Patrol investigated the crash, and the Barnwell County Coroner identified the decedent as Aaron Tyler McCaleb of Guin, Alabama.

On 08/01/2023, at approximately 12:30 p.m., Shreveport Police Department officers responded to the 200 block of Holcomb Street after a caller reported a man in a backyard yelling for help. Officers contacted Raymond Kyles, who was sweating heavily and exhibiting behavior they believed indicated a mental health crisis. Shreveport Fire Department personnel were already on scene evaluating him. After a brief struggle, officers handcuffed Kyles and, with assistance from fire personnel, carried him to a police cruiser for transport under an emergency mental health commitment. Before taking him to a hospital, officers stopped at his nearby residence to contact family members. When they arrived, Kyles was found unconscious in the cruiser. Officers removed him from the vehicle, began life-saving measures, and requested the fire department to return. Kyles was transported to Willis-Knighton Medical Center, where he died later that day.
The Caddo Parish Coroner identified the decedent as Raymond Kyles, 61. Preliminary findings indicated he suffered a heat stroke that led to cardiac arrest, and an autopsy was ordered. The final cause of death was determined to be heat stroke. On 8/1/2023, the outdoor temperature had been 102°F.

On 07/31/2023, Mary Lou Flores fled a disturbance in a Nissan Sentra while a 24-year-old man fled separately in a Chevrolet Malibu. Investigators determined that Johnny Tapia pursued both vehicles in a Toyota RAV4. During the chase, Tapia fired at the Malibu driver, wounding him. Flores continued driving south on Brawley Avenue with the RAV4 following at speeds approaching 70 mph. At the intersection where Brawley becomes Weber Avenue, the RAV4 and Flores' Sentra collided with a guardrail and each other, and both vehicles caught fire. Flores was transported to Community Regional Medical Center, where she died from her injuries. Tapia and passenger Nicole Williams fled the scene on foot before being arrested days later. Tapia was charged with murder, attempted murder, and assault with a deadly weapon, while Williams was charged as an accessory and with assault with a deadly weapon.

On 07/31/2023, shortly before 8:00 p.m., Oklahoma City Police officers attempted to stop a vehicle for a traffic violation in southeast Oklahoma City. The driver continued driving while police pursued through city streets. According to police, supervisors called off the chase before the vehicle reached Southeast 29th Street because of the danger posed by the driver's actions. Moments later, the vehicle crossed railroad tracks at a high rate of speed, became airborne, left the roadway, and struck a pedestrian. The pedestrian died at the scene. The driver abandoned the vehicle and fled on foot before officers arrived.
Police deployed a K-9 unit and searched the surrounding area but were unable to locate the driver that night. Several days later, investigators identified and arrested the alleged driver after receiving information from the public. He was booked on complaints that included first-degree manslaughter, leaving the scene of a fatal collision, and attempting to elude police. Authorities continued to state that the police pursuit had already been terminated before the fatal collision occurred.
Despite subsequent reporting, I found no public identification of the pedestrian, no public release identifying the pursuing officers, and no publicly reported civil lawsuit filed on behalf of the pedestrian arising from the incident.

Carter was the subject of an arrest warrant in the homicide investigation of 18-year-old Lakaria Moore. Investigators established surveillance on the motel room beginning at approximately 10:30 a.m. Shortly before 1:40 p.m., officers attempted to have Carter exit the room. On 07/30/2023, Jackson County Sheriff's deputies responded to a welfare check at a residence in the 3000 block of Robinson Road in Summit Township after receiving information that something had happened to 55-year-old Karen Tobin. Deputies found Tobin dead inside the home from multiple stab wounds and blunt-force injuries. Investigators identified her son, David McClure, as the person of interest after learning he had threatened to kill her and had left the scene in her vehicle.
Shortly before 9:00 p.m., McClure returned to the residence, where numerous patrol vehicles were present. According to investigators, he drove the vehicle into two sheriff's patrol vehicles before getting out armed with a hammer and a knife. Deputies Christopher Davis and Theodore Breijak repeatedly ordered him to drop the weapons. Prosecutors said McClure refused, threw the hammer toward the deputies, and continued advancing while holding the knife. Davis and Breijak fired, striking McClure multiple times. Deputies rendered medical aid before he was transported to Henry Ford Jackson Hospital. He was removed from life support and died on 08/03/2023.
In November 2023, Jackson County Prosecutor Jerard Jarzynka concluded that Deputies Davis and Breijak were legally justified in using deadly force and declined to file criminal charges. The prosecutor determined McClure presented an immediate threat of death or great bodily harm to the deputies. In 2024, the Michigan Association of Police Organizations recognized Davis and Breijak as Jackson County Deputies of the Year for their actions during the incident.
