Christopher Tkal
Age :57
Gender :Male
Race : White
Date : 02/20/2022
Location : County Rd
City : Walpole
County : Cheshire
State : New Hampshire
Agency : New Hampshire State Police
Officer(s) : Noah Sanctuary
Cause of Death : Gunshot
Event : Killed by police during domestic violence call
OPEN RECORDS SUMMARY :
On 02/20/2022, New Hampshire State Police responded just before 11:30 p.m. to a reported domestic violence incident at a residence on County Road in Walpole. Troopers arrived and made contact with occupants outside the home while Christopher Tkal, 57, remained inside as the sole resident still in the residence. Troopers then conducted an interior encounter with Tkal inside the home environment rather than a public or outdoor contact. During that encounter, investigators determined Tkal had a rifle. According to the New Hampshire Attorney General’s report, Tkal turned toward troopers and raised the rifle in their direction at close range. Trooper Noah Sanctuary, positioned inside the residence and exposed to the firearm threat, discharged his weapon. Sanctuary was the only officer who fired. Tkal was struck multiple times and pronounced dead at the scene. A loaded rifle was later located underneath his body. The autopsy documented multiple gunshot wounds, including wounds to the head, face, arm, and upper back, and toxicology showed a blood alcohol level of 0.165.
Investigative review concluded the shooting was legally justified and no criminal charges were filed against Sanctuary. He was placed on leave pending review and later cleared following the Attorney General’s investigation. Notably, Sanctuary had previously been involved as one of six SWAT troopers in the 2021 fatal shooting of Jeffrey Ely in Claremont, which was also ruled justified. The Walpole incident involved no body camera footage, as responding troopers were not equipped with body or cruiser cameras at the scene, limiting independent visual reconstruction of the final seconds of the encounter. The case remained largely procedural in public response, with limited documented protest activity compared to other domestic-call police shootings.

City : Port Wentworth
County : Chatham
State : Georgia
Agency : Port Wentworth Police Department; Chatham County Sheriff’s Office
Officer(s) : Not Disclosed
Cause of Death : Vehicle
Event : Driver killed by police chase crash
OPEN RECORDS SUMMARY :
On 02/20/2022, Port Wentworth police were conducting speed enforcement on Highway 21 near Grange Road when officers attempted to initiate a traffic stop on a vehicle for speeding. The driver, later identified as Samuel Hart Jr., did not stop and instead made a U-turn and continued southbound on Highway 21. Officers escalated a high-speed pursuit that police stated exceeded 100 mph. Police continued the chase along Highway 21 toward the Interstate 516 corridor. As the pursuit remained active, the driver attempted to exit at I-516 Exit 8. During the exit maneuver at high speed, the vehicle lost control and crashed. The crash was fatal and Hart was pronounced dead at the scene from crash-related injuries.
***
The fatal outcome resulted from loss of control during an active high-speed police pursuit initiated from a traffic enforcement stop rather than a violent crime call. Officer identities were not publicly released in coverage of the incident, and no disciplinary action or criminal charges against officers were reported. The case remained classified as a pursuit-related vehicular fatality rather than a direct use-of-force shooting, with police decision-making centered on continuation of a high-speed chase exceeding 100 mph through a populated roadway corridor before the fatal exit crash.

OPEN RECORDS SUMMARY :
On 02/19/2022, Baltimore Police officers Robert Mauri and Antoine Galloway ran the tags on a Honda and identified the driver as Donnell Rochester, then broadcast over the radio that the registered owner had multiple open warrants. Officers followed the Honda, and Officer Connor Murray and Officer Joshua Lutz joined in a marked patrol vehicle.
***
On 02/19/2022 at about 3:13 p.m., officers located Rochester and the Honda near the 1800 block of Chilton Street near Hillen Road. Rochester was outside the vehicle for a short time, then got back into the driver seat as officers closed in on foot from multiple directions.

Officer Murray fired three shots in quick succession into the moving vehicle. Those three shots struck the windshield and hood and did not hit Rochester.

On 02/19/2022 seconds later, body worn camera footage showed the Honda continuing forward and passing Officer Murray without hitting him. As the Honda moved past him, Officer Murray fired a fourth shot through the front passenger side window while he was falling. Investigators concluded the fatal wound pattern matched that fourth shot, with a round traveling through Rochester’s right arm and into the right upper chest.

On 02/19/2022 immediately after Officer Murray fired, Officer Mauri fired two shots from the sidewalk toward the Honda, with less than one second between Officer Murray’s final shot and Officer Mauri’s shots. Investigators reported neither of Officer Mauri’s shots struck Rochester.
On 02/19/2022 after the gunfire, Rochester exited the vehicle with his hands raised and then collapsed. He later died at a hospital. He had been unarmed. His warrants were all non-criminal for traffic violations and failure to appear for them. There were no felony warrants.

INVESTIGATION AND FINDINGS:
On 07/27/2022, the Maryland Attorney General Office Independent Investigations Division completed its report and later sent it to the Baltimore City State’s Attorney’s Office. The Maryland Attorney General’s Independent Investigations Division determined that the fatal fourth shot was fired after Murray had moved out of the vehicle’s path and the driver “no longer posed a threat.”They explicitly stated prosecutors could likely prove voluntary manslaughter based on that final shot timing. This is extremely rare language in an official police shooting review. IID public case log lists the case as complete on 07/27/2022 and it was specifically declined by the local State’s Attorney on 01/12/2023.
***
The IID report analyzed potential criminal charges and focused heavily on the timing and threat reassessment at the moment of the fatal fourth shot. A total of 6 shots were fired. The fourth shot was lethal. It was proven to have been fired when the car had already safely passed the officers and there was no threat to them. The report noted that video appeared to show Officer Murray dodging the car without being hit, and then firing the fourth shot as the car passed. The report also addressed whether the fatal fourth shot was intentional and stated investigators believed the State likely could prove it was intentional based on the body camera images and weapon positioning.
***
CHARGING DECISION AND WHETHER ANY OFFICERS WERE CHARGED:
On 01/12/2023, Baltimore City State’s Attorney Ivan Bates declined to file criminal charges against Officer Murray, despite the state IID analysis describing a scenario where prosecutors could argue offenses including voluntary manslaughter based on the final shot timing and necessity. Multiple outlets reported Bates concluded he could not overcome legal defenses and determined the officers acted lawfully under the circumstances as he evaluated them. No officer was criminally charged in this case based on the publicly reported decisions.
***
FAMILY RESPONSE AND PUBLIC PROTESTS:
On 03/25/2022, dozens of protesters marched from the Coldstream Homestead Montebello area to Baltimore City Hall demanding charges and accountability in Rochester’s death. Coverage described student involvement and Rochester’s mother Danielle Brown speaking publicly about her son and the impact on the family.
***
On 01/26/2023 and again around 01/29/2023, Rochester’s family and supporters demonstrated outside the Baltimore City State’s Attorney’s Office after Bates declined prosecution. Danielle Brown publicly challenged the decision and criticized the choice not to charge after the IID findings.
***
CIVIL LAWSUIT AND CURRENT LITIGATION POSTURE:
In 2025, Danielle Brown filed a federal civil case in the U.S. District Court for the District of Maryland against multiple defendants including the Baltimore Police Department and Officer Murray over claims arising from Rochester’s death. A memorandum opinion dated 10/08/2025 granted the City’s and the State’s motions to dismiss, and granted in part and denied in part the motions to dismiss filed by BPD and Officer Murray, allowing parts of the case to continue.
***
ADMINISTRATIVE STATUS AND DISCIPLINE:
Public reporting around the charging decision stated the involved officers were placed on administrative duty during the review period. I did not find a definitive public resolution stating final internal discipline outcomes in the sources reviewed.

Carmelo Cruz-Marcos
Age :32
Gender :Male
Race : Latino/a/e
Date : 02/19/2022
Location : Skeleton Canyon
City : Douglas
County : Cochise
State : Arizona
Agency : US Border Patrol
Officer(s) : Kendrek Bybee Staheli; Tristan Tang
Cause of Death : Gunshot
Event : Killed by U.S. Border Patrol (CBP) during migrant apprehension
OPEN RECORDS SUMMARY :
On 02/19/2022, U.S. Border Patrol agents encountered a group of migrants moving through the remote desert terrain of Skeleton Canyon near Douglas, Arizona, a rugged border corridor characterized by steep canyons, limited visibility, and nighttime enforcement activity. Agents Kendrek Bybee Staheli and Tristan Tang pursued members of the group on foot after the encounter. During the pursuit, Staheli separated from Tang and closed distance with Carmelo Cruz Marcos in an isolated canyon area. According to official accounts, Staheli attempted to detain Cruz Marcos and a physical confrontation allegedly occurred in the dark terrain. Authorities stated that Cruz Marcos moved a short distance away, picked up a rock, and turned back toward the agent, at which point Staheli fired multiple rounds and killed him. Cruz Marcos was not reported to have any firearm and died at the scene in the canyon before medical transport could occur.
***
Misconduct or internal controversy connected to the case: This shooting drew scrutiny not only for the fatal use of force against an unarmed migrant during apprehension, but also for the handling of the scene and investigative process. Reporting and investigative reviews indicate that a Border Patrol Critical Incident Team was involved in early scene response and evidence handling following the shooting. Advocacy organizations and investigative journalists later raised concerns that internal Border Patrol personnel had operational involvement in documenting the scene before full independent review by outside authorities. The case became part of broader national criticism of Border Patrol Critical Incident Teams, which were accused of assisting agents after shootings in ways that could influence early narrative formation and evidence interpretation. Customs and Border Protection later dismantled the Critical Incident Team program in 2022 after sustained public scrutiny of its role in agent-involved shootings along the southern border.
***
Witness allegations: A migrant witness statement documented in investigative materials described a sequence that conflicted with the official narrative of an immediate lethal threat. The witness alleged that the agent threatened to shoot before firing and used profanity during the encounter. The witness further claimed that after the shooting, agents discussed how the incident would be described, including an allegation that one agent suggested emphasizing that Cruz Marcos attacked with a rock. These statements were later cited in advocacy reports and investigative journalism examining the case and contributed to ongoing public allegations of narrative coordination or potential cover-up concerns, particularly given the remote location and limited number of independent witnesses present in the canyon at the time of the shooting.
***
Prosecutorial review and justification findings: The Cochise County Sheriff’s Office conducted the primary criminal investigation and submitted findings to the Cochise County Attorney’s Office for legal review. Prosecutors ultimately declined to file criminal charges against Agent Kendrek Bybee Staheli, concluding that they could not prove beyond a reasonable doubt that the use of deadly force was unlawful under Arizona self-defense statutes. The review accepted the agent’s stated perception that a rock presented a threat of serious bodily injury at close range in the isolated terrain. Despite conflicting witness accounts and public controversy, no state or federal criminal charges were filed, and the shooting was legally classified as justified under the prosecutorial decision framework.
***
Important institutional detail: Border Patrol disciplinary systems and internal use of force review processes are significantly less transparent than those of municipal police departments, and personnel discipline records are rarely released publicly unless tied to federal litigation, civil rights investigations, or congressional oversight. In remote border shootings, scene control, jurisdictional complexity, and federal investigative structures further limit public visibility into internal findings and disciplinary outcomes. Cases involving migrants from outside the United States often involve families located abroad, which can create additional barriers to sustained legal action, public advocacy, and long-term civil litigation due to cost, jurisdiction, and access to U.S. legal representation.
***
Internal investigation structure:
-Cochise County Sheriff’s Office conducted the local criminal investigation
-Cochise County Attorney’s Office performed prosecutorial review and charging determination
-U.S. Customs and Border Protection Office of Professional Responsibility conducted internal review of agent conduct
-Border Patrol Critical Incident Team responded to the scene in the immediate aftermath prior to the later dismantling of the CIT program
***
Lawsuits and civil actions: Available reporting indicates that advocacy organizations and legal representatives explored federal legal avenues on behalf of the family, including potential claims against the federal government. Publicly accessible records do not show a widely reported finalized wrongful death judgment or major civil settlement tied specifically to this shooting. Cruz Marcos was a migrant from Mexico, and cross-border fatality cases frequently involve families residing outside the United States, which can significantly limit the ability to pursue sustained litigation due to financial constraints, jurisdictional distance, and the high cost of federal civil suits against government agencies. The documented record reflects advocacy pressure, legal inquiry, and claims review rather than a high-profile court resolution.
***
Family response and public statements: Family members and migrant rights organizations publicly challenged the official narrative and called for accountability following the shooting. Vigils and memorial events were held in the Douglas border region, with advocacy groups emphasizing that Cruz Marcos was unarmed with a firearm and was being apprehended during a border enforcement operation when he was shot. Relatives participated in public remembrance efforts and justice campaigns through advocacy networks, expressing concern over the investigative process, the remote scene conditions, and the reliance on agent testimony in determining the official account of events. Community advocates and border rights groups framed the case as part of a broader pattern of lethal force incidents involving Border Patrol agents in remote enforcement zones where independent oversight and witness access are limited.
***
Employment status: Available reporting indicates the agent remained employed with U.S. Border Patrol following the shooting during and after investigative review. There is no widely reported firing or prosecution tied to this case. Federal agents are rarely publicly disciplined unless
A criminal indictment is filed
A major civil settlement compels disclosure of internal findings
A federal civil rights investigation results in disciplinary action
***
Forensic details: Total shots fired: 4. Documented gunshot wounds included multiple wounds to the face and chest. The shooting occurred in remote canyon terrain near the U.S.-Mexico border during a nighttime foot pursuit and apprehension attempt.
