On 02/23/2022, Birmingham Police Department officers investigating a call in the 4300 block of Morris Avenue North encountered Keleen Rashad Connell and an altercation occurred. Police said Connell ran and officers chased him on foot before an officer discharged a firearm, killing Connell at the location. Connell was reported as a Vestavia Hills resident. On 02/22/2022, Angela Parks was struck and killed at 31st and Wells Streets in the Armour Square neighborhood after Chicago Police pursued a fleeing stolen SUV through the area. On February 22, 2022, Akron Police Department officers responded to a 911 call that ended abruptly at the intersection of Ritchie Avenue and Orrin Street in Akron, Ohio. Upon arrival, they encountered two men preparing to leave a residence. After handcuffing and questioning them, officers located the individual who had placed the 911 call. This person informed the officers that Lawrence LeJames Rodgers, a 21-year-old Black male, was inside the home armed with a gun and accompanied by another man. Rodgers emerged from the residence with both his hands and a weapon visible. In response, officers discharged their firearms, causing Rodgers to retreat back into the house. Subsequently, he reportedly shot the second individual inside before succumbing to the injuries sustained from the police shooting. On 02/21/2022, Rogers Police Department officers responded to a disturbance call at a residence at 1206 North Second Street. When officers entered the home, they encountered 47-year-old David Liles inside. Police reported that during the interaction, an officer opened fire, striking and killing Liles at the residence. He was pronounced dead at the scene. On 02/20/2022, New Hampshire State Police responded just before 11:30 p.m. to a reported domestic violence incident at a residence on County Road in Walpole. Troopers arrived and made contact with occupants outside the home while Christopher Tkal, 57, remained inside as the sole resident still in the residence. Troopers then conducted an interior encounter with Tkal inside the home environment rather than a public or outdoor contact. During that encounter, investigators determined Tkal had a rifle. According to the New Hampshire Attorney General’s report, Tkal turned toward troopers and raised the rifle in their direction at close range. Trooper Noah Sanctuary, positioned inside the residence and exposed to the firearm threat, discharged his weapon. Sanctuary was the only officer who fired. Tkal was struck multiple times and pronounced dead at the scene. A loaded rifle was later located underneath his body. The autopsy documented multiple gunshot wounds, including wounds to the head, face, arm, and upper back, and toxicology showed a blood alcohol level of 0.165.
Investigative review concluded the shooting was legally justified and no criminal charges were filed against Sanctuary. He was placed on leave pending review and later cleared following the Attorney General’s investigation. Notably, Sanctuary had previously been involved as one of six SWAT troopers in the 2021 fatal shooting of Jeffrey Ely in Claremont, which was also ruled justified. On 02/20/2022, Port Wentworth police were conducting speed enforcement on Highway 21 near Grange Road when officers attempted to initiate a traffic stop on a vehicle for speeding. The driver, later identified as Samuel Hart Jr., did not stop and instead made a U-turn and continued southbound on Highway 21. Officers escalated a high-speed pursuit that police stated exceeded 100 mph. Police continued the chase along Highway 21 toward the Interstate 516 corridor. As the pursuit remained active, the driver attempted to exit at I-516 Exit 8. During the exit maneuver at high speed, the vehicle lost control and crashed. On 02/19/2022, Baltimore Police officers Robert Mauri and Antoine Galloway ran the tags on a Honda and identified the driver as Donnell Rochester, then broadcast over the radio that the registered owner had multiple open warrants. Officers followed the Honda, and Officer Connor Murray and Officer Joshua Lutz joined in a marked patrol vehicle.

On 02/19/2022 at about 3:13 p.m., officers located Rochester and the Honda near the 1800 block of Chilton Street near Hillen Road. Rochester was outside the vehicle for a short time, then got back into the driver seat as officers closed in on foot from multiple directions.

On 02/19/2022, Officer Murray ran down the center of the street toward the front of the Honda and positioned about 20 feet in front of it as the car began moving forward. Officer Murray fired three shots in quick succession into the moving vehicle. Those three shots struck the windshield and hood and did not hit Rochester.

On 02/19/2022 seconds later, body worn camera footage showed the Honda continuing forward and passing Officer Murray without hitting him. As the Honda moved past him, Officer Murray fired a fourth shot through the front passenger side window while he was falling. Investigators concluded the fatal wound pattern matched that fourth shot, with a round traveling through Rochester’s right arm and into the right upper chest.

On 02/19/2022 immediately after Officer Murray fired, Officer Mauri fired two shots from the sidewalk toward the Honda, with less than one second between Officer Murray’s final shot and Officer Mauri’s shots. Investigators reported neither of Officer Mauri’s shots struck Rochester.
On 02/19/2022 after the gunfire, Rochester exited the vehicle with his hands raised and then collapsed. He later died at a hospital. He had been unarmed. His warrants were all non-criminal for traffic violations and failure to appear for them. There were no felony warrants.

INVESTIGATION AND FINDINGS:
On 07/27/2022, the Maryland Attorney General Office Independent Investigations Division completed its report and later sent it to the Baltimore City State’s Attorney’s Office. The Maryland Attorney General’s Independent Investigations Division determined that the fatal fourth shot was fired after Murray had moved out of the vehicle’s path and the driver “no longer posed a threat.”They explicitly stated prosecutors could likely prove voluntary manslaughter based on that final shot timing. This is extremely rare language in an official police shooting review. IID public case log lists the case as complete on 07/27/2022 and it was specifically declined by the local State’s Attorney on 01/12/2023.

St. George PD where initially sent to a disorderly conduct call when they noticed Oscar Alcantara entering a vehicle with another driver. Police stopped the vehicle and the driver ran away. He allegedly told police that Alcantara had a gun and was in the vehicle with her infant. The man then drove away at a very rapid speed. Police escalated a lengthy chase, and Alcantara finally stopped and ran into the open field with the infant.
