Joe Frasure was helping family clean out the apartment of his deceased grandmother when Wyoming PD appeared, began pointing guns and shouting at him. He tried to flee in a pickup truck and was shot while driving. He had been mistaken for a burglar and was on premises with his family’s permission. The officers were cleared.

Kansas City Kansas PD state that an altercation between John Anderton and the officer took place. The officer was seen wearing a BWC but Anderton’s brother states footage was withheld. “Everyone I talked to at that house said my brother was trying to give that [overdosed] man CPR. Once the ambulance and help got there, he left. I have videos of my brother riding his bicycle, not fleeing, riding away,” he (brother) said.
Police state he left his home on his bike. His brother disputes this and feels that a neighbor’s security cam shows a different man on a bicycle. The family wants answers and has retained a lawyer. No officers were charged.

Officer Michael Florio, a Metro corrections officer was driving southbound on Martin Luther King Boulevard on Jan. 29, 2023, night when he hit and killed a pedestrian. On Jan. 21 at approximately 12:45 a.m., Sullivan County Sheriff’s Office patrol noticed a vehicle with a taillight out and speeding on Riley Hollow Road in Bluff City. Officers pursued the car to some outbuildings, found Coulter sitting on a stool with his gun. Police allege that Coulter fired and hit an officer in the left thigh. Police shot at him. The shooting continued while officers awaited SWAT to arrive. SWAT exchanged rounds and eventually gassed the building. He was arrested and later found dead in his jail cell. No cause of death was provided by the Sheriff’s Office.

James Mellenthin, 35, was traveling south on U.S. Route 67 when his vehicle collided with a McDonough County deputy. Mellenthin died. No officers were charged. The family sued the police department.

WaymonSwanegan was driving around 1:50 a.m. on Jan. 27, 2023 when Oklahoma Highway Patrol tried a traffic stop. He did not stop and the trooper escalated a “wild chase” causing Swanegan to lose control and crash into a building. He was killed and his passenger was critically injured. The passenger, 48-year-old Clayton Banks, was rushed to OU Medical Center in poor condition and his outcome is unknown. Police allege there were drugs in the car and speculate that this may be why Swanegan did not stop but it is unknown what the urgent reason was this dangerous chase was undertaken at all.No officers were charged.

A woman called Pocatello PD reporting that an intoxicated man had knocked on her door and taken her cell phone. Police arrived and allegedly planned to issue a ticket. While one officer went to his patrol car to print it, the second officer claims that Planer picked up a knife from the kitchen and raised it, and the officer shot and killed him. Troy Anspaw allegedly stabbed his wife to death and police found him with a knife in the home. SWAT surrounded the house and special ops pressured him for several hours until he committed suicide under police duress.

Kennedy J. Edmond was allegedly driving down the street in Wichita when police saw him and felt that he matched a description of someone from a larceny in the area. They began following him, escalating a chase ending in a fatal crash in which Edmond crashed and rolled over at Osie and Washington around 8:30 a.m. January 26, 2023.
While the officer alleged that he had “called off the pursuit” just before the crash, the KHP did report that this incident was listed as a police pursuit at the time of the crash. The KHP ultimately changed its narrative to “not in pursuit”.
The officer had reportedly chased the car at a high rate of speed without lights and sirens most of the way and turned on his lights and sirens toward the end of the pursuit. He also called off the pursuit after about 15 seconds when the vehicle started driving at high speed.’No officers were charged.

Huntington Park PD tried to arrest Anthony Lowe Jr. for a stabbing. He fled on 2 leg stumps, having lost his legs in a prior police encounter. Police opened fire and killed him. He apparently held a knife. He was fairly immobile and it is questionable whether a double amputee scooting on the ground could have harmed police seriously.

Hearing a sound the family felt were burglars trying to break into the house late at night, family members saw men cutting a lock. The men did not identify themselves and family saw that they were breaking in. Grandfather Miguel Lopez came to the door with a gun and was shot dead by LASD deputies. The stealthy intruders had been deputies. Family members state that Lopez realized they were police and lowered his gun but was shot dead anyway. Verna White, 44, was driving down the street in the residential area of First Avenue and 10th Street in Moultrie, had just returned from singing in her church and was just a few feet away from her home where she lived with her 2 sons when a car flew down the street at 95 mph, hit a house, telephone pole and then Verna White’s car with police after it. She was killed by the police chase crash by Colquitt County Sheriff’s Office that had ended with a car slamming into her at 95 mph with police racing behind it at around 10 p.m. The Georgia State Patrol Specialized Collision Reconstruction Team was then called to the scene after it was found that the accident was actually prosecutable. Despite this consideration of wrongdoing by officers responsible for this chase, no officers were charged.

Little Rock PD received a call about a suicidal male named Elbert R. Miller. When officers arrived, they questioned the girlfriend who told them that there were weapons inside the home. Police tried to force him out and eventually invaded the home. Miller was seen running from the home with a gun to his own head. Indianapolis Metro PD attempted to pull an allegedly stolen truck over shortly before 5 p.m. near E. 19th St. and Campbell Ave. Police had been notified that a gun was possibly inside the stolen vehicle. The driver, George Leachman, allegedly stopped but then backed up and rammed into the police car, disabling it, then drove away. Leachman crashed into two more police vehicles. At another location, the truck backed up again and slammed into another IMPD car, causing its airbags to deploy, disabling the vehicle. The truck then crashed into a third IMPD car, disabling the vehicle and causing the airbags to deploy. A total of 3 officers were transported to a nearby hospital with minor injuries. Two officers shot and killed Leachman.

Lucas County Dispatch received a call from a woman reporting that her husband was shooting a gun around 12:30 a.m. on 01/25/2023. When officers arrived, the woman and adult son had escaped to the roof and the man was in the home alone. Police allege that he then began walking towards officers and pointed the shotgun at them. An unknown number of officers shot and killed him. The coroner reported that he had been shot 22 times in the head, torso, left arm and both legs and ruled his death a homicide. Gordon County Sheriff’s Office states that around 1 a.m. on 01/25/2023, their deputy initiated a traffic stop on Cook Road on a truck driven by Billy Dewayne Couch, 51, of Sugar Valley. Couch did not stop and went to 523 Pocket Road in Sugar Valley to the back of the home. The deputy who had pursued him,blocked the truck with his patrol car. Couch got out of the car. It is unknown what happened next but the deputy shot and killed Couch. Couch had been unarmed and police did not explain why the deputy shot him to death.No officers were charged.

Responding to a 911 hangup call at 3:00 p.m., patrol officers with the Gary PD arrived at the Chase St. address. A female was observed running from the residence to the officers. She stated that this was a domestic incident with an armed adult male inside the residence making threats. Officers claim they saw him with a weapon. The man eventually left the residence with a weapon to his head and got into a parked vehicle when SWAT fired shots and killed him. No officers were charged.

Shane Cousins had a history of mental health problems and a court order was written in August of 2022 to commit him to a mental health institution but police never followed through to transport him. On 01/24/2023, he was exacerbated by a police helicopter above his brother’s home and pointed a green laser light at a police helicopter circling overhead and he fired shots toward the helicopter with a rifle. Police arrived and shot and killed him at about 7:30 p.m., Jan. 24, in the 12800 block of Terry Street.No officers were charged.

A Seattle PD SUV driven by officer Kevin Austin Dave from Seattle PD hit and killed Ms. Kandula, a grad student in Seattle who had been crossing the street at a marked crossing. The officer was speeding at 74 mph in a 25 mph zone to a call as backup. Charges are being considered against the officer for his role in this avoidable death. He had apparently not activated his lights and siren when speeding. It is questionable whether the call he was on was urgent enough to warrant deadly speeds in one of the most crowded urban areas near downtown Seattle.

On Jan. 24, 2023, 21-year-old Jarid Haddock asked to borrow a cell phone from a woman shopping near a Target store. The witness who lent the cellphone allegedly overheard Haddock's conversation with his mother in which he said that he had killed some people, also stating that he was going to kill himself. The woman got her phone back and called 911. As police approached, the man shot and killed himself. No officers were charged.

The Charles County Sheriff's Office (CCSO) were chasing Dejuan Mitchell who had allegedly hit a parked car and driven off around 4 a.m. in Waldorf. On Saturday night, Jan. 23, 2023, Huu Can Tran opened fire on the Star Ballroom Dance Studio in Monterey Park near Los Angeles, killing 10 people: 5 men and 5 women, all estimated to be over 50. The shooting injured 10 more who were taken to the hospital.

By Sunday morning, LASD had found the white van that belonged to 72-year old Huu Can Tran who was verified by authorities as the shooter. The vehicle was followed by police for several hours before it pulled into a parking lot.SWAT approached the vehicle and a single gunshot was heard. Police found the man dead from suicide under police duress.

While investigating an alleged armed robbery and carjacking at a Walmart on Salem’s Southeast Commercial Street around 9 a.m., Salem PD reported that Michael James Compton who they believe committed the robbery ran to a nearby NAPA Auto Parts Store where he was shot and killed. Over 40 shots can be heard in the video with 5 shooter officers taking part. Compton allegedly fired at least one shot toward officers and hit a patrol vehicle. Officers Justin Carney, Kristy Fitzpatrick, Reece Matthews, Adam White and Robert Acosta reportedly all fired shots that killedCompton.No officers were charged.

Around 9 a.m., officers with the Clark Co. Sheriff’s Office attempted to stop a vehicle, however, the vehicle sped away and police initiated a chase. KBI indicated the chase headed north toward Dodge City when deputies from the Ford Co. Sheriff’s Office and Kansas Highway Patrol joined the chase. The vehicle came to a stop near Highway 50 and 113 Rd. in Dodge City and gunfire was exchanged between the occupants and law enforcement. Two deputies from the Ford Co. Sheriff’s Office were shot in the incident. A deputy from the Clark Co. Sheriff’s Office was alsoinjured. A trooper with KHP was bitten by a K-9. Leroy Malone was fatally shot. A female in the vehicle was also shot, was in critical condition and had also been taken to a hospital. No officers were charged.

A around midnight on Jan. 22, Chesapeake PD informed VSP that a CPD officer was chasing a Dodge Challenger on Interstate 664 towards the Monitor Merrimac Bridge Tunnel and the driver exited onto Interstate 64. While on I-64 near Jefferson Avenue, the driver lost control of the car and hit a jersey barrier, sending the car across all travel lanes and into another jersey barrier on the left side, endangering all traffic.TilekQuailil Alston, 21, was killed in the police chase.
