Gallia County deputies arrived at an undisclosed residence to arrest a man for unknown reasons. Police allege that he began firing at them. They shot and killed him. Police were sent on a call to check on a domestic disturbance. A window had been opened. Police entered and a woman told them “Mike did it”, referring to the window. Police found Michael Strenk in the kitchen holding an unknown type of kitchen knife. Officer Terni shot and killed him. No more information was initially released. The shooting was ruled a homicide by the coroner.

Homestead PD arrived at 1298 SE 11th Place in Homestead after a call they did not disclose. An unknown altercation occurred with a man and an officer fired her gun when she entered. He allegedly held a bread knife in his hand when police arrived and shot and killed him.

San Antonio Police Department (SAPD) announced that an unnamed officer was on patrol at the Winston Square Apartments when he came across a man with a gun in his waistband. The officer initiated a foot chase, attacked Garcia with a taser and a struggle ensued. The officer shot and killed Ruben Garcia. Police immediately extensively smeared Garcia and claimed he had a lengthy criminal history. Family and numerous friends state that he was nonviolent and quite popular and that his past offenses were of a nonviolent nature. Video of his friends and neighbors speaking strongly to that effect and contradicting the depiction by police of his character is linked in video below.

“He didn’t pull out a gun at all. He was lying on the floor with his hands like that,” said a neighbor holding his hands behind his back at the time. He also stated that bystanders were afraid of being shot also due to the behavior of police on the scene.

It is noteworthy that police spent more effort besmirching his character than explaining many outstanding parts of their own narrative why they killed him. This is the third shooting in less than one week by San Antonio PD.

***UPDATE 11/23/2023*** San Antonio PD released the bodycam which is linked below and marked "bodycam." In it, the officer is seen driving up, jumping out of his car and taking off with a taser after Garcia. It is difficult to believe he had seen a "gun in his waistband" because he started the hunt on foot after Garcia the moment he spotted him from a distance. Garcia was under attack for just being on the sidewalk if police cannot add any more reasons why the officer saw him and began an aggfressive taser chase. Police continued repeating that he had an "extensive" criminal record and this likely was the reason the officer became aggressive without obvious reason the moment he spotted him, should police not offer any other explanation for this patrol officer's decision.

In the video, Garcia is caught, tased, knocked to the ground, pleading with the officer and recorded as begging:“I’m bleeding from my head, boss. Come on, man. Boss, please, no man. Please...” Garcia pleaded for his life. He had already been injured by the officer and his reactions suggest he thought the officer wanted to kill him. The officer did step back, point his gun and unloaded it into him, aiming to kill. Police claimed he had a gun, highlighting his hand on bodycam. It is not clearly visible what he may be holding as he is being shot but he is seen injured on the ground pointing away from the officer who opened fire and killed him.

Ruben Garcia lived in Winston Square Apartments in San Antonio where this occurred. This is a poor housing project which by all online descriptions appears to be run very poorly by its owners, the city and is overpoliced by all accounts.

It must be considered that the majority of the population in Texas is armed. We collect statistics about ALL people killed in police encounters and notice routinely that white men tend not to get hunted down by police in their apartment complexes. White men all over Texas very often have a gun in a holster, waistband, car or on them at all times. We are unable to find any white men in Texas shot and killed in their neighborhoods simply because an officer saw a gun or assumed one.

So far, police have not accused Garcia of any crimes and only told the story that a patrol officer found him to be "suspicious" which sounds like police profiling code typically reserved for minority men. SAPD spent much effort fouling up his character with tales of old nonviolent offenses but the patrol officer was not chasing Garcia's old record. The bodycam shows an officer driving up and almost immediately attacking and chasing a man who ran from realistic danger and made no aggressive moves toward the officer on the video that was presented that would warrant a self-defense killing by police.

Around 11:15 p.m. on October 21, 2023, Bay PD Officer Shull informed dispatch that he was “in pursuit of a side-by-side.” Several minutes into it, Shull informed dispatch that he had hit the driver. In his next radio call, Shull mused that the vehicle “may be stolen” and he justified this assumption by stating that “it is brand new.” It is not known what type of vehicle it had been. Only 26 seconds later, Officer Shull again radio’d dispatch and announced “I just hit him. Dispatch. He wrecked out.”
Less than a minute later, Officer Shull was back on the radio, requesting an ambulance and then asking for a medical helicopter because McMasters was “bleeding from the nose and mouth.” A total of 80 seconds after the crash, he announced that McMasters was “10-7”, the code for deceased.
The family of Steven Kyle McMasters disputes the officer’s remarks that the vehicle may be stolen which was the assumption that led Officer Shull to make the fatal decision to chase the vehicle on a maybe apparently. Officer Shull then announced beer “near” the side-by-side, formulating the next accusation against the deceased motorist. The family strongly denies the claims about intoxication and has hired a lawyer.
Bay Police Chief declined to release information about the incident. The City of Bay has cited an ongoing investigation into their inability to remove the incident’s body and dash camera footage. The Arkansas State Police are currently involved in the investigation.

Bay PD Police Chief Keith Milam declined giving more information about the crash. He also refused to allow the City of Bay to investigate the bodycam and dashcam footage.

Chief Milam initially stated the officer would not be placed on leave for this incident. This was changed later when the case began being dissected in the media and Shull was then placed on paid administrative leave.

Chief Milam stated he could not comment because Arkansas State Police were investigating the critical incident. Arkansas State Police were questioned about this by media and said they were not aware of any investigation. Bodycam and dashcam allegedly exist and have again been requested by media but so far were met with the unwillingness of the Police Chief to share these records. Cleveland PD admitted that they escalated a car chase in Cleveland with Willowick PD at high speeds until the vehicle crashed on 92nd Street and St. Clair Avenue. One person died in the massive crash with a third-party vehicle as a result of the police chase. Police did not say why they escalated this deadly chase.

A juvenile female went to the Stanton County Sheriff’s Office with unspecified injuries inflicted by 45-year-old Ricky Thompson. Police obtained a search warrant and went to his trailer home but he allegedly blocked the door and uttered verbal threats. The Kansas Highway Patrol arrived and both law enforcement agencies launched a lengthy standoff against the man yelling at them in the trailer. Police breached his door with an armored vehicle and officers threw in a cell phone, demanding to talk to him. A drone was sent into the home and showed he was injured. Police entered and found him with a gunshot wound to the head, allegedly having committed suicide under police duress during the lengthy police militarized standoff around his home.

Killeen PD arrived at a home in the 900 block of Southside Drive where they found an injured man and another man who had apparently stabbed him. Police shot and killed the man. The two men who had been fighting had been brothers.

A Baton Rouge officer crashed into eight vehicles while racing to Government Street where someone had allegedly fired at police. The officer involved in this wreck was traveling at unknown speed, hit a Domino’s delivery driver and 7 other cars. The impact ejected the engine of the pizza delivery vehicle and sent it airborne. Caleb James Chapetta, a third-party motorist who was on the road when the police cruiser crashed into multiple cars at once, was ejected from his vehicle from the high-speed impact and died. The exact speed of the officer is unknown. Also unknown is the necessity of the racing cruiser as multiple vehicles typically respond to a “shots fired” call and the need for numerous police cars to race through town commonly presents duplicate efforts and risks.

Renton PD and Washington State Police chased a vehicle at high speed for undisclosed reasons until the driver crashed into an SUV on the highway at 154th Pl. SE at around 10:16 p.m. The fleeing driver died and the third-party SUV driver was critically injured with current condition unknown.

Police chased a man and woman for shoplifting, were chased by police. A first collision occurred and the woman’s body was seen hanging out of the drivers’ side window. Then a second collision occurred and the vehicle was hit on that side, killing her. This was done by police for the stated reason of simple shoplifting.

Miami PD attempted a traffic stop and police from the interventional robbery unit allegedly chased the vehicle. The driver allegedly closed the door and the detective’s hand was caught in the door. The car fled and police escalated a chase until the vehicle rolled over and crashed into a house, causing significant damage to the home. Police allege that a gun flew out of the vehicle when it rolled over and was found nearby. Police state that the vehicle was a rental car and that it was not clear whether it was stolen or if the teenager had been permitted to drive it at this time. It is unclear why police created this deadly chase as no reason was given when Miami PD reported the death.

Ledyard PD arrived at 70 Whalehead Road, the residence of 47-year-old Daniel DiCicco for felony warrant for Failure to Appear on weapons-related charges. The origin and immediate context of this charge, and thereby also its significance, are unknown at this time as police presented the matter as a simple FTA warrant in the news while they seemingly staged a small war against DiCicco with obviously most relevant context of the situation not relayed to the public by police.

On record, what is known and confirmed thus far, is that on 10/19/2023, “authorities” reported by media which were later revealed to be local police together with the FBI, arrived at 70 Whalehead Road, a sparsely populated heavily wooded area and multi-team fed+local police allegedly evacuated the few neighbors this address shows on sat view to exist. The reasons for a preemptive evacuation are unknown and visibly out of context with the official explanation that they were picking up an FTA skip on a simple warrant. But if even the spaced-apart rural neighbors needed to be preemptively evacuated for a routine FTA pickup, what was the FBI doing in the woods of Connecticut and who was this seemingly publicly hushed-down high-value target?

Authorities in New London, CT County state that a search warrant to look for “weapons-related” charges was issued. This triggered today’s raid. The only other thing local authorities said on behalf of the PD+FBI raid was:
“When agents could safely enter the property, DiCicco was unconscious and declared dead.”

Just like that. They surveilled the place, got a warrant to look for weapons and from unknown causes, he suddenly died when they entered. No more information was given. This is an evolving story that will be updated if more information becomes available.

NYPD hunted a man described only as being in his 20s on a scooter who fit the description of someone sought in a robbery elsewhere. Police escalated a hunt against the scooter just before noon in the location depicted above, sourced from Google View. The chase ended when he collided at the above intersection with a box truck and died.

The hunt after this scooter was part of a wider NYC approach to crack down on scooters because Mayor Adams feels that too many crimes are being committed by people who escape on scooters. There have been a number of aggressive incidents including at least 2 deaths in NY with attacks by police on scooter drivers in 2023 so far due to these new policies, this being the third known to us.

Lake County deputies responded to a call about a suicidal man with a meat cleaver. Police arrived and found an unconscious man who was injured and had lost a lot of blood. As police began handling him, he woke up and allegedly picked up a meat cleaver. Police shot and killed him. Since the man was seriously injured on the ground and fading in and out of consciousness, it is unclear why deputies could not step a few feet away from him if they were threatened and call for more competent medical and mental health help instead of killing him.

Round Lake Beach PD were called to a residence where a man who had once had a relationship with the resident had arrived and was unwanted. The resident had called police and the man left. Police allege that he had a meat cleaver at one point but there is no report of violence so far reported during the home invasion event.

Police arrived and looked for him, found him and hunted him westbound on Rollins Road. Police escalated a chase and promptly “called off the chase” before the vehicle crashed into 2 parked cars. The force of the pursuit crash was such that one of the parked vehicles spun into a 55-year-old man who was there to look at the vehicles as they were for sale. The 55-year-old was transported to the hospital in unknown condition and his survival is unknown. The man who had been hunted by police into this crash died and was identified as 38-year-old Lamar Chargois.

Watertown PD were called to check on someone causing unspecified property damage at an apartment on Tower Road in Watertown. The person had already left and police located him on the street. Police allege that the person saw them, turned and pointed a gun and that “at least one” officer fired and killed the man. Police did not say how they approached the man that caused him to allegedly pull a gun. Police allegedly still did not know how many officers fired their guns the following day when this information was released. No BWC or eyewitnesses reported so far. Daniel Brown, an unhoused 63-year-old cyclist, was riding east on State Road 200 around 3 a.m. near On Top of the World, a retirement community. East of the intersection with Southwest 80 Avenue, a sheriff’s office SUV came flying at 96 mph in a 50 mph zone without lights or sirens and with evidence that no brakes were ever used and hit and killed Brown on his bicycle. The deputy told troopers he could not see the cyclist before hitting them. The 63-year-old unnamed victim died at the scene.
Deputy Jaglal could have been charged with vehicular homicide but was cleared of criminal charges and was cited for failure to use due care when approaching a pedestrian or bicyclist. The ticket, the only repercussion for this deputy, requires a mandatory court appearance. Jalal's driver's license could be suspended for up to six months, and he could be fined up to $1,000. The case is pending a court appearance.

Kerrville PD saw a white Honda sedan when they were looking for a stolen vehicle fitting that description. Police escalated a high-speed chase which ended when the vehicle being chased crashed into a pickup truck. The driver of the pickup was critically injured and airlifted to a hospital and a second hospital in unknown condition. The driver of the white Honda that had been chased died. The person was only identified as male without disclosure of his identity. Police initially stated they chased the vehicle because it “fit a description” of a stolen vehicle and police also initially also claimed the vehicle was stolen during an “armed carjacking” but have not followed up and given any details under which circumstances or alleged weapons threat the vehicle had been stolen and if this was indeed the same vehicle police hunted into this wreck.

A 911 caller on October 14, 2023 said a man had forcibly entered her home and stabbed her. Both DeLeon PD and Comanche PD arrived and shot and killed the unidentified man. It is unknown whether the man and the victim knew each other prior to this.

On October 16, 2023, Cullman County deputies hunted a vehicle into Jefferson County for undisclosed reasons. Police allege that there was a shootout between them and the fleeing vehicle. Police kept up the chase until the vehicle crashed in the Kimberly/Morris area. Police state that a “suspect” is dead without explaining what this person described with this criminalizing word is allegedly guilty of, also only vaguely admitting his death without clarifying whether they shot or hunted them to death or if this was perhaps yet another coercive suicide under police duress.

Officers from both the Silverthorne and Dillon PDs responded to a call about a possible car theft underway. Police arrived and shot and killed a man. No more information has been released thus far.

Wallingford PD were sent to a home where Donald Passmore, 62, was suicidal and needed help. When police entered, he seemed agitated, was lying in bed and argued with police. Police fired 10 shots and killed him in his bed. Police allege that he had a .22 nearby but he was not seen holding or reaching for a gun, only gesticulating angrily with his hands while lying in bed when shot and killed. Shots were fired and brought police to the 200 block of N. 29th Street in New Castle. Police focused on Donald Guffey Jr. for reasons they did not disclose. He retreated and locked himself into his home. New Castle PD brought SWAT and “de-escalated” the situation, the description of which sounds much more like an escalation of the tension of evolving events instead. When Guffey approached the window from inside of his home and police saw him, they allege he had a weapon and they executed him through the window of his home. Police never explained what the charges or evidence against this man were and why he was deliberately killed by firing squad inside of his home.

As police approached a car on Barber Street, a man raised a hand with a hand gun as police approached. Police engaged the man in a shootout and killed him. It is unknown why police targeted the still unidentified man leading up to this.
