San Antonio Police Department (SAPD) announced that an unnamed officer was on patrol at the Winston Square Apartments when he came across a man with a gun in his waistband. The officer initiated a foot chase, attacked Garcia with a taser and a struggle ensued. The officer shot and killed Ruben Garcia. Police immediately extensively smeared Garcia and claimed he had a lengthy criminal history. Family and numerous friends state that he was nonviolent and quite popular and that his past offenses were of a nonviolent nature. Video of his friends and neighbors speaking strongly to that effect and contradicting the depiction by police of his character is linked in video below.
“He didn’t pull out a gun at all. He was lying on the floor with his hands like that,” said a neighbor holding his hands behind his back at the time. He also stated that bystanders were afraid of being shot also due to the behavior of police on the scene.
It is noteworthy that police spent more effort besmirching his character than explaining many outstanding parts of their own narrative why they killed him. This is the third shooting in less than one week by San Antonio PD.
***UPDATE 11/23/2023*** San Antonio PD released the bodycam which is linked below and marked "bodycam." In it, the officer is seen driving up, jumping out of his car and taking off with a taser after Garcia. It is difficult to believe he had seen a "gun in his waistband" because he started the hunt on foot after Garcia the moment he spotted him from a distance. Garcia was under attack for just being on the sidewalk if police cannot add any more reasons why the officer saw him and began an aggfressive taser chase. Police continued repeating that he had an "extensive" criminal record and this likely was the reason the officer became aggressive without obvious reason the moment he spotted him, should police not offer any other explanation for this patrol officer's decision.
In the video, Garcia is caught, tased, knocked to the ground, pleading with the officer and recorded as begging:“I’m bleeding from my head, boss. Come on, man. Boss, please, no man. Please...” Garcia pleaded for his life. He had already been injured by the officer and his reactions suggest he thought the officer wanted to kill him. The officer did step back, point his gun and unloaded it into him, aiming to kill. Police claimed he had a gun, highlighting his hand on bodycam. It is not clearly visible what he may be holding as he is being shot but he is seen injured on the ground pointing away from the officer who opened fire and killed him.
Ruben Garcia lived in Winston Square Apartments in San Antonio where this occurred. This is a poor housing project which by all online descriptions appears to be run very poorly by its owners, the city and is overpoliced by all accounts.
It must be considered that the majority of the population in Texas is armed. We collect statistics about ALL people killed in police encounters and notice routinely that white men tend not to get hunted down by police in their apartment complexes. White men all over Texas very often have a gun in a holster, waistband, car or on them at all times. We are unable to find any white men in Texas shot and killed in their neighborhoods simply because an officer saw a gun or assumed one.
So far, police have not accused Garcia of any crimes and only told the story that a patrol officer found him to be "suspicious" which sounds like police profiling code typically reserved for minority men. SAPD spent much effort fouling up his character with tales of old nonviolent offenses but the patrol officer was not chasing Garcia's old record. The bodycam shows an officer driving up and almost immediately attacking and chasing a man who ran from realistic danger and made no aggressive moves toward the officer on the video that was presented that would warrant a self-defense killing by police.

Around 11:15 p.m. on October 21, 2023, Bay PD Officer Shull informed dispatch that he was “in pursuit of a side-by-side.” Several minutes into it, Shull informed dispatch that he had hit the driver. In his next radio call, Shull mused that the vehicle “may be stolen” and he justified this assumption by stating that “it is brand new.” It is not known what type of vehicle it had been. Only 26 seconds later, Officer Shull again radio’d dispatch and announced “I just hit him. Dispatch. He wrecked out.”
Less than a minute later, Officer Shull was back on the radio, requesting an ambulance and then asking for a medical helicopter because McMasters was “bleeding from the nose and mouth.” A total of 80 seconds after the crash, he announced that McMasters was “10-7”, the code for deceased.
The family of Steven Kyle McMasters disputes the officer’s remarks that the vehicle may be stolen which was the assumption that led Officer Shull to make the fatal decision to chase the vehicle on a maybe apparently. Officer Shull then announced beer “near” the side-by-side, formulating the next accusation against the deceased motorist. The family strongly denies the claims about intoxication and has hired a lawyer.
Bay Police Chief declined to release information about the incident. The City of Bay has cited an ongoing investigation into their inability to remove the incident’s body and dash camera footage. The Arkansas State Police are currently involved in the investigation.
Bay PD Police Chief Keith Milam declined giving more information about the crash. He also refused to allow the City of Bay to investigate the bodycam and dashcam footage.
Chief Milam initially stated the officer would not be placed on leave for this incident. This was changed later when the case began being dissected in the media and Shull was then placed on paid administrative leave.
Chief Milam stated he could not comment because Arkansas State Police were investigating the critical incident. Arkansas State Police were questioned about this by media and said they were not aware of any investigation. Bodycam and dashcam allegedly exist and have again been requested by media but so far were met with the unwillingness of the Police Chief to share these records. This summary will be updated when more details become available.

The origin and immediate context of this charge, and thereby also its significance, are unknown at this time as police presented the matter as a simple FTA warrant in the news while they seemingly staged a small war against DiCicco with obviously most relevant context of the situation not relayed to the public by police.
On record, what is known and confirmed thus far, is that on 10/19/2023, “authorities” reported by media which were later revealed to be local police together with the FBI, arrived at 70 Whalehead Road, a sparsely populated heavily wooded area and multi-team fed+local police allegedly evacuated the few neighbors this address shows on sat view to exist. The reasons for a preemptive evacuation are unknown and visibly out of context with the official explanation that they were picking up an FTA skip on a simple warrant. But if even the spaced-apart rural neighbors needed to be preemptively evacuated for a routine FTA pickup, what was the FBI doing in the woods of Connecticut and who was this seemingly publicly hushed-down high-value target?
Authorities in New London, CT County state that a search warrant to look for “weapons-related” charges was issued. This triggered today’s raid. The only other thing local authorities said on behalf of the PD+FBI raid was:
“When agents could safely enter the property, DiCicco was unconscious and declared dead.”
Just like that. They surveilled the place, got a warrant to look for weapons and from unknown causes, he suddenly died when they entered. No more information was given. This is an evolving story that will be updated if more information becomes available.

Daniel Brown, an unhoused 63-year-old cyclist, was riding east on State Road 200 around 3 a.m. near On Top of the World, a retirement community. East of the intersection with Southwest 80 Avenue, a sheriff’s office SUV came flying at 96 mph in a 50 mph zone without lights or sirens and with evidence that no brakes were ever used and hit and killed Brown on his bicycle. The deputy told troopers he could not see the cyclist before hitting them. The 63-year-old unnamed victim died at the scene.
Deputy Jaglal could have been charged with vehicular homicide but was cleared of criminal charges and was cited for failure to use due care when approaching a pedestrian or bicyclist. The ticket, the only repercussion for this deputy, requires a mandatory court appearance. Jalal's driver's license could be suspended for up to six months, and he could be fined up to $1,000. The case is pending a court appearance.

He retreated and locked himself into his home. New Castle PD brought SWAT and “de-escalated” the situation, the description of which sounds much more like an escalation of the tension of evolving events instead. When Guffey approached the window from inside of his home and police saw him, they allege he had a weapon and they executed him through the window of his home. Police never explained what the charges or evidence against this man were and why he was deliberately killed by firing squad inside of his home.
