On July 4, 2021, at approximately 1:09 p.m., a Sampson County Sheriff's Deputy conducted a traffic stop on a black Mazda 3000 pickup truck at the intersection of Laurel Lake Road and Lakewood School Road in Salemburg, North Carolina. Craig Locklear, 49, was observed in the bed of the truck. As the deputy approached, Locklear raised himself up and pulled a firearm from his pants pocket. Despite repeated commands from the deputy and pleas from two of Locklear’s family members to drop the weapon, Locklear refused and stated he was not going to jail.

Locklear then pointed the firearm, identified as a Forjas Taurus SA .357 Magnum revolver with six live rounds, at the deputy. In response, the deputy discharged their weapon, fatally striking Locklear. There was no evidence that Locklear fired his weapon. The incident was reviewed by the district attorney, who determined that the deputy’s actions were justified under the circumstances.

Officers from the Tampa Police Department responded to a report of a fight at a Texaco station around 10 p.m., with information that one person involved may be armed with a gun. Upon arrival, John Reuben Turbe Jr. ran from the scene. An officer pursuing Turbe reportedly noticed he had a gun. Turbe allegedly turned and pointed the gun at the officer, who then shot and killed him.

Officers with the Glasgow Police Department responded to a domestic violence call. Upon the officers' arrival, Joshua Shane Hartigan fled on a motorcycle. Officers escalated a chase as Hartigan traveled toward Scottsville Road. Hartigan lost control and went off the roadway, crashing and killing himself. The Kentucky State Police conducted the investigation.

On July 4, 2021, at approximately 11 p.m., deputies from the Portage County Sheriff's Office responded to a domestic disturbance call at a residence on 7334 Bennington Pike in Ravenna, Ohio. A woman and her two children had fled the home to seek safety at a neighbor’s house, reporting concerns of physical harm from her husband, 36-year-old Matthew J. Morse.

When deputies arrived, Morse exited the residence brandishing a handgun. Officers commanded Morse to drop the weapon, but he did not comply. Deputy Kody M. Osco fired his weapon, fatally shooting Morse.

On 07/04/2021, at approximately 9:30 p.m., three Newton Police Department officers responded to a 911 call at a home on Clive Place in Newton, New Jersey. During an encounter outside the home, two officers shot and killed Gulia Dale III, 61. Police reported that a semi-automatic handgun was recovered at the scene. Details about what led to the shooting have not been disclosed.

On 07/03/2021, a high-speed pursuit of an Acura TLX northbound on 14th Street NW in Washington, D.C. ended when the driver ran a red light and collided with the Hyundai Elantra driven by 20-year-old Jamya Williams at the intersection of 14th and K Streets. The impact also struck two additional vehicles. Williams of Greenbelt, Maryland, died the following day from her injuries. Police are seeking two individuals who fled the scene.

On July 3, 2021, Jasper County deputies escalated a pursuit that ended in a fatal three-vehicle crash at the intersection of County Road 80 and County Road 100 when they chased a man who was reportedly driving while intoxicated. During the chase, his vehicle collided with other cars, resulting in the death of one person and injuries to others. The driver survived and was charged with DWI resulting in death and multiple other offenses.

On July 3, 2021, 66-year-old Robert D. McDermid of Joplin was a bystander killed during a police pursuit initiated by the Duquesne Police Department. Officers responded to a report of a male driver passed out in a vehicle blocking a driveway in the 800 block of South Rex Avenue. Upon arrival, they found the driver showing signs of intoxication. He drove away northbound on Rex Avenue. A Duquesne Police Department officer observed the vehicle and initiated a pursuit eastbound on 7th Street. Shortly thereafter, the vehicle collided with two other vehicles at the intersection of 7th Street and Duquesne Road. McDermid, the driver of one of the vehicles, sustained fatal injuries and was pronounced dead at the scene. The Missouri State Highway Patrol is conducting the crash investigation, while the Joplin Police Department is handling the criminal investigation.

On July 3, 2021, Ashley Slama, 23, was a passenger in a vehicle driven by Devan Michael Potter, 22, along with another passenger, Ryen Swiatly, 24. After leaving Bobbers Island Grill around 2 a.m., Potter was stopped by Sauk County Deputy Matthew Tate for a loud exhaust and a tail light issue. When the deputy approached, Potter quickly fled the scene, and the deputy did not pursue. About 10 minutes later, the deputy informed other law enforcement agencies that he had located the vehicle about a mile east of Gillem Road, overturned in a ditch. Slama was killed in the crash. Potter was charged with fleeing an officer resulting in death, homicide by negligent operation of a vehicle, driving without a valid license, and possession of methamphetamine and drug paraphernalia.

At about 9 p.m., Pantego Police attempted to pull over a vehicle for a minor violation, but the driver fled. The officer pursued the vehicle with lights and sirens for 32 seconds before losing sight of it. The officer terminated the chase, but the pursued vehicle continued, running several red lights and speeding over 100 mph. The car slammed into Douglas Osiemo's vehicle at the intersection of West Arkansas and Cooper Street, pushing his car under a box truck. Osiemo was killed, and the driver of the pursued vehicle fled on foot. Osiemo was working for a food delivery service at the time.

On July 2, 2021, at approximately 11:40 p.m., Wilkes County Sheriff's Deputies responded to a residence on Traphill Ridge Road to serve a warrant for 37-year-old Thomas Charlie Billings, a suspect in the stabbing death of 31-year-old Tracy Renee Rash earlier that day in Caldwell County. Deputies encountered Billings standing outside the residence armed with a rifle. Despite repeated commands to drop the weapon, Billings refused to comply. Deputies discharged their firearms, fatally striking him.

On July 1, 2021, Spotsylvania deputies, Orange officers, and deputy U.S. Marshals went to a home to arrest a man wanted on probation violation charges from Dinwiddie and Colonial Heights, as well as pending gun- and theft-related charges in Orange County and Spotsylvania. Upon police arrival, the man allegedly fired multiple shots at officers. A deputy returned fire before the man barricaded himself inside the house. Police spent several hours attempting to negotiate with the man, but he reportedly started a fire inside the house, which resulted in his death from burns and smoke inhalation.

Lisa Ann Short, a 54-year-old White female, was shot and killed by officers from the Kingsport Police Department on July 1, 2021, in Kingsport, Tennessee. Officers responded to a call from a resident at the Westside Inn around 5:20 a.m. The caller reported that a woman with a gun was banging on his door. Upon arrival, officers encountered Short, who was reportedly armed with a gun. Police stated that she failed to comply with orders to drop the weapon, and officers shot and killed her.

On July 1, 2021, officers from the Cleveland Division of Police were in the area of East 93rd Street and Dickens Avenue when they encountered a vehicle driven by 28-year-old Richard Gaines. Gaines reportedly rammed police vehicles and drove away from the area.
Officers pursued Gaines until his vehicle struck a pole and flipped near East 111th Street and Forest Avenue. After the crash, police reported hearing a gunshot from inside the vehicle. Gaines was found dead in the vehicle from what appeared to be a self-inflicted gunshot wound.

On June 30, 2021, Emmitt Weaver died following a foot pursuit involving Tulsa Police Department officers. Officers were patrolling near 31st Street and Memorial Drive when they approached a group of men. Weaver fled briefly before stopping and showing signs of respiratory distress. He was briefly handcuffed but officers removed the cuffs so he could use his inhaler. Weaver requested medical help and collapsed. He was transported to a hospital where he was pronounced dead. The cause of death has not been publicly disclosed.

On June 30, 2021, U.S. Marshals attempted to serve multiple arrest warrants for 33-year-old Jeremy Andrew Nelson at a residence on Garden Drive in Florence, Kentucky. Upon contact, Nelson allegedly fired a weapon at the officers. A brief standoff ensued, during which Nelson reportedly displayed a firearm again. In response, officers discharged their weapons, fatally wounding Nelson. The incident is under investigation by the Kentucky State Police.

On 06/29/2021, U.S. Border Patrol agents pursued a Ford F-150 suspected of transporting undocumented migrants near Encino, Texas. The Texas Department of Public Safety joined the pursuit and deployed a spike strip near La Gloria on U.S. Highway 281. The driver swerved to avoid it, struck a solar panel array, and rolled the truck. A male passenger, identified as a citizen of Mexico, was ejected and pronounced dead at the scene. The Texas DPS led the investigation, which was also reviewed by the U.S. Customs and Border Protection Office of Professional Responsibility and the Department of Homeland Security Office of Inspector General.

Officers were dispatched around 3 a.m. in response to reports of a person burglarizing vehicles in the neighborhood. Another call came in around 3:17 a.m. reporting a person in a yard, looking into a residence. Officers located Philip Sanders, who fled on foot. During the pursuit, Sanders allegedly began shooting at the officers, hitting one. In response, two officers shot and killed Sanders.

On June 28, 2021, a deputy observed a motorcycle traveling recklessly northbound on Eastern Bypass and attempted to stop the driver. The motorcyclist, Josemanuel "Chema" Antonio Delgado Alva, continued onto U.S. 29 at a high rate of speed. Additional deputies and Virginia State Police joined the pursuit. The motorcyclist attempted to turn into a crossover but lost control while traveling too fast. The motorcycle crossed the median into the southbound lanes of Route 29, where it struck two vehicles, resulting in the motorcyclist's death.

Around noon on June 28, 2021, Avon Police responded to investigate a reported theft. Witnesses informed officers that the people had left and provided a detailed description of the vehicle and direction of travel. Officers located both parked in the driveway of a residence nearby. While officers were working to confirm their identities, Justin D. Murray drove the car through the front yard of the house and sped away. The vehicle traveled approximately 800 feet before crashing into a large tree. Murray was killed, and a female passenger sustained minor injuries.

On June 28, 2021, the Los Angeles Police Department’s Mission Division observed Christopher Garcia driving recklessly near Osborne Street and Laurel Canyon Boulevard around 10 a.m. The officers attempted a traffic stop and a pursuit ensued onto the northbound I-5 Freeway. The chase ended at the Terra Bella Street off-ramp where Garcia lost control of his vehicle and exited it while holding a handgun. Officers ordered him to drop the weapon. Garcia allegedly pointed it at them, prompting officers to open fire. He was transported to a hospital and pronounced dead later that morning.

On 06/28/2021, security forces from Vandenberg Space Force Base attempted to stop a 47-year-old man from Lompoc, who they say was driving erratically and repeatedly weaving across lanes along northbound Highway 1. The man refused to yield and fled at high speed. The chase ended around 9:45 p.m. when his GMC Denali failed to negotiate a curve, left the roadway, plunged off an embankment and rolled onto its roof. Officers were unable to open the doors initially due to extensive damage, and the driver was extracted at approximately 10:40 p.m. and was pronounced dead at the scene.

An officer walking through an apartment complex saw Tristan Trevino, allegedly attempting to steal a catalytic converter from under a car. When the officer tried to arrest Trevino, a struggle ensued. During the altercation with Juan De Los Santos, another individual, Tristan Trevino, approached the officer with a gun. The officer disengaged from Santos and engaged Trevino. In the resulting struggle, the officer shot and killed Trevino.

On June 28, 2021, at approximately 7:22 p.m., Wilmington Police Department officers initiated a traffic stop on a vehicle reported stolen. The driver, identified as 16-year-old JahonBemboom, fled the scene, running red lights and traveling at high speeds. The pursuit ended when Bemboom’s vehicle collided with the driver's side of a flatbed tow truck, causing the truck to spin. Bemboom was pronounced dead at the scene. No other injuries were reported.

On June 27, 2021, around 5 p.m., deputies from the Chaves County Sheriff's Office responded to a domestic dispute involving a firearm between a man and a woman in a vehicle. Oscar Najera III, 25, drove away from the scene in the vehicle. Deputies later located the unattended vehicle at a Stripes gas station in Roswell, New Mexico. While searching the area, a deputy encountered Najera behind a residence on Evergreen Street. Najera fled on foot, prompting a pursuit. During the chase, a deputy discharged a Taser, but it was unsuccessful. Najera continued running and reached the front of another residence on Evergreen Avenue, where two deputies confronted him. The deputies reportedly gave commands before drawing their firearms and shooting, killing Najera.The family of Oscar Najera has filed a wrongful death lawsuit against the Chaves County Sheriff's Office, alleging that deputies lacked proper training and that Najera was unarmed at the time of the shooting.

Around 12:50 a.m. on June 27, 2021, a Plainville Police Department officer arrived at a convenience store at 601 South Washington Street in Plainville. The officer was aware that 29-year-old Nicole Dechant of Hays had a misdemeanor warrant for her arrest. Upon approaching Dechant, who was seated on a curb outside the store, the officer informed her of the intent to take her into custody. During the interaction, Dechant allegedly reached into her bag and produced a firearm. The officer commanded her to put down the gun, but Dechant reportedly ignored the commands, leading the officer to fire multiple times, resulting in her death.

On June 27, 2021, at approximately 12:50 p.m., Azusa Police Department officers responded to a domestic dispute call in the 900 block of West Sierra Madre Avenue. Upon arrival, they encountered 59-year-old Jerome Barber, who was armed with a large kitchen knife. Officers issued multiple commands for Barber to drop the weapon, which he ignored. Barber walked in and out of his residence several times, appearing frustrated and irritated. He then rushed toward the officers, prompting them to deploy less-lethal munitions, which were ineffective. As Barber continued to charge with the knife, an officer opened fire, fatally wounding him. Barber was pronounced dead at the scene.
Investigation:
The Los Angeles County Sheriff's Department is assisting the Azusa Police Department in the investigation of this officer-involved shooting. The names of the involved officers have not been publicly disclosed.

On June 27, 2021, at approximately 12:30 a.m., deputies with the Leon County Sheriff’s Office attempted to stop a black Infiniti sedan for a traffic violation at West Tennessee Street and White Drive. The driver fled at very high speed, ran over a deputy’s foot and dragged him briefly, and then crashed into a Chevrolet sedan at the intersection of West Tennessee Street and Blountstown Highway. The driver of the fleeing vehicle and a passenger both died of their injuries; the Chevrolet driver was also killed at the scene.
