On July 4, 2021, at approximately 1:09 p.m., a Sampson County Sheriff's Deputy conducted a traffic stop on a black Mazda 3000 pickup truck at the intersection of Laurel Lake Road and Lakewood School Road in Salemburg, North Carolina. Craig Locklear, 49, was observed in the bed of the truck. As the deputy approached, Locklear raised himself up and pulled a firearm from his pants pocket. Despite repeated commands from the deputy and pleas from two of Locklear’s family members to drop the weapon, Locklear refused and stated he was not going to jail.

Locklear then pointed the firearm, identified as a Forjas Taurus SA .357 Magnum revolver with six live rounds, at the deputy. In response, the deputy discharged their weapon, fatally striking Locklear. There was no evidence that Locklear fired his weapon. The incident was reviewed by the district attorney, who determined that the deputy’s actions were justified under the circumstances.

On July 3, 2021, 66-year-old Robert D. McDermid of Joplin was a bystander killed during a police pursuit initiated by the Duquesne Police Department. Officers responded to a report of a male driver passed out in a vehicle blocking a driveway in the 800 block of South Rex Avenue. Upon arrival, they found the driver showing signs of intoxication. He drove away northbound on Rex Avenue. A Duquesne Police Department officer observed the vehicle and initiated a pursuit eastbound on 7th Street. Shortly thereafter, the vehicle collided with two other vehicles at the intersection of 7th Street and Duquesne Road. McDermid, the driver of one of the vehicles, sustained fatal injuries and was pronounced dead at the scene. When the deputy approached, Potter quickly fled the scene, and the deputy did not pursue. About 10 minutes later, the deputy informed other law enforcement agencies that he had located the vehicle about a mile east of Gillem Road, overturned in a ditch. Slama was killed in the crash.
