Late on June 24, 2025, Donte Melton Jr., 31, was in a mental health crisis when he approached a Baltimore Police officer in a marked cruiser at a red light on West Franklin Street near North Franklintown Road. He walked into traffic and allegedly resisted officers. Police engaged him in what the preliminary report calls a “violent scuffle” before they placed him in handcuffs and leg shackles. Officers requested medical assistance repeatedly—first at approximately 9:48 p.m. and again at 9:55 p.m.—but Baltimore’s CAD system was down, and no medic arrived. After Melton became unresponsive on the pavement, officers placed him in their vehicle and drove him to a hospital. It is unknown how long he was down restrained in cuffs and leg shackles on the pavement before he finally arrived at the hospital. He died about 5½ hours after the initial encounter, before midnight or in the early morning hours of June 25. Melton remained unresponsive on the pavement before being transported. While the exact duration has not been disclosed, his mother describes him lying helplessly on hot asphalt while officers discussed how to get him help. No EMS ever arrived during that time. His mother, Eleshiea Goode, has pressed for transparency and accountability, citing delayed or denied access to records including those from the medical examiner and hospital, and frustration over the lack of communication about body-worn camera footage or the circumstances of death. The Maryland Attorney General’s Independent Investigations Division named 10 officers involved and has delayed releasing the body-worn video due to the technical complexity and volume of footage involved. In January of 2026, all officers were cleared.

On 06/22/2025 at approximately 3:00 a.m., Jose Enrique Cartagena Chacon, 25, was shot and killed by Lenexa Police Officer Nicholas Gaul at the Lenexa Crossing Apartments in Lenexa, Kansas. Officers had been dispatched after a Spanish-speaking woman called 911 and reported a man with what appeared to be a handgun near the apartment complex pool.

Officers Nicholas Gaul and Alexander Clark located Cartagena Chacon sitting in the driver’s seat of a Volkswagen Jetta in the parking lot. Gaul approached the driver’s side while Clark approached the passenger side. Police said they saw what appeared to be a handgun in Cartagena Chacon’s lap. The weapon was subsequently determined to be a .177-caliber Umarex Walther PPQ CO2-powered pellet gun. It was not loaded with live ammunition and closely resembled a semiautomatic handgun.

The encounter lasted approximately 10 seconds. According to the Johnson County District Attorney’s investigation, officers repeatedly ordered Cartagena Chacon to show his hands and not touch the gun. Police alleged that he picked up the pellet gun and moved it toward Clark on the passenger side. Gaul, positioned at the driver’s side, then fired multiple rounds, fatally wounding Cartagena Chacon. Body-camera footage of the shooting was subsequently released.
The Johnson County District Attorney’s Office investigated the shooting for approximately four months. District Attorney Steve Howe announced in October 2025 that criminal charges would not be filed, concluding that the officers’ use of deadly force was legally justified.
The family disputes that account.
In June 2026, Cartagena Chacon’s estate filed a federal wrongful-death and civil-rights lawsuit against the City of Lenexa, Gaul, Clark and additional unidentified officers. The lawsuit publicly identified Gaul and Clark for the first time. It alleges Cartagena Chacon was asleep in his vehicle when the officers approached with their guns already drawn, that he posed no threat, and that the officers did not identify themselves as police.

The complaint further alleges that Cartagena Chacon spoke very little English but that the officers issued their commands in English. According to the family, he was given only seconds to comprehend what was happening. The lawsuit alleges Gaul fired at least eight rounds into the vehicle and disputes the police assertion that Cartagena Chacon pointed the pellet gun at either officer.

The lawsuit asserts nine claims, including excessive deadly force, unlawful seizure, failure to intervene, assault and battery, wrongful death, survival action and intentional infliction of emotional distress. The family is seeking compensatory and punitive damages and a jury trial. The City of Lenexa has declined to comment on the allegations while the litigation is pending.

Victoria Police attempted to stop a red Nissan after a 911 caller alleged a man in a red hoodie pointed a gun. The driver refused to stop. Officers escalated an aggressive chase through Victoria that ended when the vehicle lost control and struck a utility pole in the 3800 block of North Ben Jordan Street. Rear passenger Aidan Hewer, 18, was pronounced dead at the scene. A gun was never found.

On 06/22/2025, 45-year-old Byron Jackson was pursued by Irmo police after officers responded around 2 a.m. to a report of a possible altercation inside a vehicle in the New Friarsgate area. Police said Jackson drove away when officers approached his utility van. Officers chased him to 7812 Broad River Road, where the van crashed into pallets behind a vacant building.
Police said Jackson fled on foot and struggled with officers, with Jackson and an officer falling approximately 20 feet down a ravine. Officer Tyler Baker deployed a drive-stun Taser while Officer John Parker was attempting to restrain Jackson. Jackson was then handcuffed.
Shortly after being restrained, Jackson developed difficulty breathing. Police initially moved his handcuffs from behind his back to the front and then removed them when EMS began treating him. Jackson suffered cardiac arrest while being transported to the hospital and was placed on life support. He died on 06/25/2025, three days after the police chase, Taser deployment and restraint.
Irmo police initially said Jackson died in police custody, then retracted that characterization and claimed he had never been physically in custody. Police records, however, show that Jackson had been handcuffed, and the incident report listed resisting arrest and a traffic offense. Jackson's family and attorney Bakari Sellers disputed portions of the police account and sought release of the video.
OFFICER BACKGROUND:
Officer Tyler Baker joined the Irmo Police Department in April 2024 and deployed the Taser. Officer John Parker joined the department in May 2023 and was the other primary officer involved in restraining Jackson.

On arrival, officers encountered Victor Manuel Carrillo on the second floor. Carrillo was seen holding a knife and throwing ceramic pots and pieces of wood at officers. LAPD deployed less-lethal munitions, then escalated to lethal force. Officers opened fire, and Carrillo was pronounced dead at the scene. The Los Angeles Police Department’s Force Investigation Division is conducting an internal review under state law.

The chase ended near Providence Road when Washington crashed his vehicle. Deputies secured the scene, and Washington was transported by air ambulance to a hospital. On June 18, 2025 around 3:30 p.m., Chautauqua County deputies responded to a reported domestic dispute at a residence on Mina French Creek Road. Deputies encountered Mark W. Bemis, 66, holding a shotgun outside the home. He fired a round that struck a deputy in the hand. Deputies then opened fire and struck Bemis. He was pronounced dead at the scene. On June 18, 2025, at approximately 8:12 p.m., Greeley Police tried to stop Theodore Rybus on 18th Street near the university for an active warrant. Rybus drove away in his car. Police escalated chase and moments later, they located Rybus on foot near the Garden Theatre area of campus. Officers ordered him to stop and drop his gun. Rybus turned toward officers and officers reported being fired upon. Two officers opened.fire, striking Rybus. After being wounded by officers, Rybus shot himself in the head. Officers rendered first aid and summoned EMS. Rybus was transported to a hospital, where he was pronounced dead. The Weld County Coroner ruled the death a suicide due to a self-inflicted gunshot, with additional wounds from officer fire. The Colorado 19th Judicial Critical Incident Response Team and Indiana State Police (for collaborative oversight) are investigating.

On June 18, 2025, deputies tracked a black Toyota via license-plate reader after Raymond Benedetti’s mother reported it stolen. Deputies located the vehicle and initiated a traffic stop on 38th Place. Benedetti exited the car, raised his hands, then allegedly "reached into his waistband." One deputy fired one round as Benedetti "made a motion." Both deputies then opened fire, striking Benedetti multiple times. Benedetti was taken to Cleveland Clinic Indian River Hospital and died there. The passenger, who remained inside the vehicle, was not injured. Benedetti had been unarmed and there is no indication so far that he had been a threat to police. The Florida Department of Law Enforcement is conducting an independent criminal investigation.
