On 04/08/2026 at approximately 2:00 a.m., deputies with the San Diego County Sheriff's Office responded to a residence in the unincorporated Escondido area after receiving reports that a man had assaulted a family member with a sharp object. The suspect, later identified as Jonathan Andres Garcia, 22, left the residence before deputies arrived. Deputies located Garcia near North Broadway and Daley Ranch Park and attempted to detain him.
According to investigators, Garcia refused commands and ran from deputies. During the foot pursuit, deputies repeatedly ordered him to stop. The pursuit ended in a residential neighborhood where Garcia turned toward the deputies and rapidly advanced. Two deputies fired their service weapons while a third deputy discharged a less-lethal beanbag shotgun. Garcia was struck by gunfire and fell to the ground. Deputies immediately secured the scene and began rendering emergency medical aid until paramedics arrived. Garcia was transported to a hospital, where he died from his injuries.
Investigators later reported that Garcia had a broken pair of scissors in his pocket that they believe had been used during the earlier assault. The Sheriff's Office released body-worn camera footage and investigative video documenting the encounter approximately one month after the shooting.
Under California Assembly Bill 1506, the California Department of Justice assumed responsibility for the independent criminal investigation because the shooting resulted in a civilian death involving law enforcement. DOJ investigators processed the scene, interviewed witnesses and deputies, collected forensic evidence, and reviewed body-camera recordings before forwarding the completed investigation to the DOJ's Special Prosecutions Section for review.

NARRATIVE:
On 04/07/2026, 50-year-old Sean Daniel died after Yonkers Police Department officers attempted to use Tasers on him and physically restrained and handcuffed him inside an apartment building at 165 Bruce Avenue in Yonkers, New York.

Yonkers police responded to the building following a report of a violent disturbance. Officers encountered Daniel and attempted to take him into custody.

During the encounter, officers attempted two Taser deployments against Daniel. Yonkers police subsequently alleged that both deployments were ineffective. Officers then physically restrained Daniel and placed him in handcuffs.

Shortly after Daniel was handcuffed, he became unresponsive. Officers and emergency medical personnel provided medical assistance, and Daniel was transported to a hospital, where he died.

Yonkers police subsequently said an autopsy and toxicology testing were being conducted. Police also stated that a preliminary examination indicated Daniel had significant preexisting medical conditions. Those statements represented the police department's preliminary characterization and did not constitute a final independent determination of what caused Daniel's death.

Daniel's family disputed the police account of the circumstances surrounding his death and retained an attorney as they sought additional information about the officers' actions and what occurred during the restraint.

The New York Attorney General's Office of Special Investigation began reviewing Daniel's death because it occurred following an encounter with police. The investigation included the circumstances of the attempted Taser deployments, physical restraint, handcuffing and Daniel becoming unresponsive immediately afterward.

On 04/07/2026 at approximately 7:00 a.m., Philadelphia Police Department officers responded to the 5400 block of Webster Street after receiving reports that an armed man had threatened family members and was holding people inside a residence. Two officers arrived and encountered Anthony McKinley, 75, standing on the front porch of the home while armed with a handgun.
According to Philadelphia police, officers exited their patrol vehicle, took cover, and repeatedly ordered McKinley to drop the handgun. Investigators stated that McKinley refused the commands, pointed the handgun toward the officers, and fired one round in their direction. One officer returned fire, striking McKinley once.
The officers immediately approached McKinley, secured the handgun, and transported him in a police vehicle to Penn Presbyterian Medical Center because of the severity of his injuries. He was pronounced dead at the hospital at approximately 7:33 a.m. No officers were struck by gunfire during the incident.
The Philadelphia Police Department's Shooting Investigation Group and Internal Affairs Division began parallel investigations into the shooting. The Philadelphia District Attorney's Office also responded to the scene as part of its standard review of fatal police shootings. Investigators processed the residence, recovered the handgun, interviewed witnesses and the involved officers, and reviewed available body-worn camera footage and other evidence.
Neighbors identified McKinley as a longtime resident who had lived on Webster Street for decades. Subsequent reporting confirmed his identity as Anthony McKinley, 75.

On 04/07/2026, 42-year-old David Donald Ducado Menton was shot and killed by Superior Police Department Officer Ibrahim Carson outside an apartment building in the 1700 block of Oakes Avenue in Superior. Carson was initially approaching another person who was wanted by police; Menton was one of two other people with that person and was not the individual Carson had originally gone there to arrest.

At approximately 9:47 p.m., Carson arrived and began speaking with a person other than Menton. Menton and an acquaintance moved toward the apartment building. Carson ordered them to stop. The acquaintance stopped, but Menton continued toward the building and questioned why Carson was ordering him to stop.
.
Carson ran after Menton as Menton reached and opened the apartment door. Carson grabbed Menton before he could enter, and the two became involved in a physical struggle that carried them to the snow-covered ground outside the building.
.
Body-camera footage and the subsequent prosecutorial review describe Menton lying on his right side with Carson in a higher position beside or over him. Carson repeatedly told Menton to stop resisting. Menton responded that he was not resisting and repeatedly told Carson to get off him.
.
The physical confrontation lasted approximately 30 seconds. During the struggle, Carson's body camera became dislodged or obscured, preventing the recording from providing a clear visual account of the precise movements immediately preceding the shooting.
.
Carson repeatedly ordered Menton to put his hands behind his back. According to the district attorney's review of the audio, Menton then made a statement that investigators interpreted as, “I'm not gonna shoot.” Approximately six seconds later, Carson fired his handgun.
.
The body-camera recording does not clearly show the instant Carson fired. The camera had fallen or become obscured during the struggle, and published descriptions of the footage report a flash followed by someone announcing that shots had been fired.
.
Carson's bullet struck Menton in the back of the head. The autopsy determined that Menton died from a gunshot wound to the back of his head. Police and emergency personnel attempted lifesaving measures, but Menton died at the scene.
.
Investigators recovered an SCCY 9mm handgun at the scene. Wisconsin DOJ and Superior police subsequently released information and an image documenting the recovered firearm.
.
A witness who said she was approximately two feet from the confrontation publicly disputed the implication that Menton visibly threatened Carson with the firearm. Autumn Khalar said she saw Carson grab Menton and take him to the ground but did not see Menton pull out a gun. She said she expected Menton to be handcuffed and did not expect to see him shot in the back of the head.

The released body-camera footage likewise does not provide an unobstructed visual record showing Menton pointing the recovered handgun at Carson immediately before Carson fired. The crucial portion of the physical struggle is obscured.

Carson was injured during the struggle and was transported to a hospital. The Wisconsin Department of Justice Division of Criminal Investigation took over the investigation, assisted by the Douglas County Sheriff's Office. Carson was placed on paid administrative leave while the investigation proceeded.

Menton's family and friends protested outside the Douglas County Courthouse after his death and demanded accountability, release of the body-camera footage and a complete investigation. Family members emphasized that Menton had not been the wanted person Carson originally approached at the apartment building.

Superior police released the body-camera footage in May 2026. The recording shows Carson pursuing Menton and taking him to the ground, followed by the struggle during which Carson repeatedly accused Menton of resisting while Menton repeatedly denied resisting and told Carson to get off him. The camera does not clearly capture the actual shooting.

The Wisconsin DOJ Division of Criminal Investigation completed its independent investigation and submitted the evidence for review by Douglas County District Attorney Mark Fruehauf. The review included the DCI investigation, witness statements, video and audio evidence and an independent use-of-force analysis.

On 08/14/2026, Fruehauf announced that no criminal charges would be filed against Carson. The district attorney concluded that prosecutors could not prove beyond a reasonable doubt that Carson had acted outside lawful self-defense.

The district attorney placed particular weight on the approximately six seconds between Menton's statement mentioning a gun and Carson firing. The review concluded that Carson had only seconds to make a decision while engaged in a nighttime physical struggle and did not know when backup would arrive.

The district attorney also concluded that Carson was not legally required to wait until Menton obtained a tactical advantage or to attempt a less-lethal option before using deadly force under the circumstances accepted by the prosecutor.

Separately, the Superior Police Department conducted an administrative use-of-force review. The review board examined the DCI investigation and body-camera footage and unanimously concluded that Carson's actions complied with department policy and training.

The prosecutorial decision therefore closed the criminal review without charges against Carson. It did not alter the undisputed circumstances that Menton was not the wanted person Carson originally approached, Carson pursued and physically detained Menton as he attempted to enter the apartment, the two struggled on the ground, the decisive portion of the encounter is obscured on body-camera video, and Carson killed Menton with a gunshot to the back of the head.

Ibrahim Carson had 1 year and 11 months of law-enforcement service at the time he killed Menton, placing him just outside the one-year rookie threshold. Wisconsin DOJ publicly identified Carson as the officer who fired the fatal shot.

On 04/04/2026, 52-year-old Eric Wayne Baker died following a Mesa Police Department foot pursuit and physical struggle during which officers struck him and deployed Tasers multiple times before handcuffing him at the Buena Apartments near University Drive and Dobson Road in Mesa, Arizona.

The encounter began after Mesa police officers saw Baker riding a bicycle near University Drive and Dobson Road. Police alleged that his bicycle did not have the required front light and attempted to stop him for the equipment violation. Baker continued riding away.
.
Two Mesa police officers pursued Baker on foot while another officer drove around the apartment complex in an effort to intercept him. Baker eventually crashed the bicycle and officers attempted to take him into custody.

According to Mesa police, Baker physically struggled with officers for approximately one minute and 35 seconds. During the encounter officers used physical strikes and deployed Tasers multiple times. Three officers eventually restrained Baker and placed him in handcuffs.

Witness video recorded portions of the encounter. Baker was visibly bloodied and could be heard repeatedly telling officers that he could not breathe. On 04/03/2026, officers with the New Iberia Police Department attempted to stop a blue Cadillac sedan shortly after midnight. Police said the driver did not stop and officers escalated a chase through New Iberia.
According to investigators, the fleeing vehicle traveled at high speed through curves and no passing zones before losing control and crashing near Canal Road and Admiral Doyle Drive. Police said the driver died from injuries sustained in the crash.
New Iberia police stated the driver had an outstanding felony warrant connected to a stolen firearm investigation related to a 2024 homicide case.
