OPEN RECORDS SUMMARY :

On 08/22/2023, at approximately 11:20 p.m., a Beltrami County Sheriff’s Office deputy was on routine patrol traveling east on Carr Lake Road SW in Bemidji Township when the deputy saw a group of motorcycles turn west onto Carr Lake Road SW from Washington Avenue South. According to Sheriff Jason Riggs, the motorcycles accelerated to more than 70 mph in a posted 55-mph zone.

The deputy turned around and attempted to stop the motorcycles for speeding, activating the patrol vehicle's emergency lights and siren. The deputy pursued the motorcycles and eventually traveled north on Jefferson Avenue SW. By that point, only one motorcycle remained visible to the pursuing deputy. The rider was 19-year-old Tristan Channing Secor of Bemidji.

As the pursuit reached the U.S. Highway 2 overpass on Jefferson Avenue, a second Beltrami County deputy observed Secor's motorcycle traveling at more than 100 mph. Secor's motorcycle was increasing its distance from the pursuing deputy.

As Secor approached the roundabout at Jefferson Avenue SW and Division Street, the pursuing deputy lost sight of his motorcycle. Shortly afterward, deputies located the crashed motorcycle north of the roundabout.

Deputies and a Minnesota State Patrol trooper found Secor in the grassy area of the roundabout and immediately began lifesaving measures. Emergency medical personnel and a medical helicopter were requested, but the helicopter was unable to respond because of weather conditions.

Secor was transported by ambulance to Sanford Bemidji Medical Center, where he was pronounced dead from injuries sustained in the crash. Reporting based on the crash report states that Secor was wearing a helmet.

The Minnesota State Patrol investigated the fatal crash. The Beltrami County Sheriff’s Office was also assisted at the scene by the Bemidji Police Department and Bemidji Ambulance Service.

On 08/22/2023, shortly before 10:00 p.m., Madison County Sheriff’s Department deputies responded to the Oakfield Subdivision near Canton after receiving a domestic disturbance call involving 24-year-old Laddarius Johnson and his estranged girlfriend. The incident began at a residence on East Buttonwood Lane after the woman reportedly told Johnson to leave.

According to investigators, Johnson shot his estranged girlfriend in both legs. Two of her friends, a man and 34-year-old Tiara Scott, came to assist her. Police alleged that Johnson shot both of them near the entrance to the subdivision. Scott was fatally wounded, while the man survived and was able to drive away from the immediate area.

Deputies arrived and pursued Johnson through the subdivision toward the neighborhood clubhouse and swimming pool. Police reported that Johnson shot another person during the incident and that three people altogether were shot before the confrontation with deputies.

Near the clubhouse, Johnson and Madison County deputies exchanged gunfire. Reporting based on law-enforcement sources indicated that a deputy shot and wounded Johnson during the exchange.

On 08/22/2023, shortly before 10:00 a.m., members of a U.S. Marshals Service fugitive task force located 39-year-old Don Robert Astor in the passenger seat of a blue Acura RDX on Magnolia Park Boulevard in Riverview. Astor was wanted on a court-authorized arrest warrant for failure to register as a sex offender and was being sought by New York authorities in connection with a 2009 homicide. Authorities also identified Astor as a member of the Latin Kings.

Task-force officers established surveillance and decided to conduct a tactical vehicle stop after seeing Astor enter the Acura. The task force included Tampa Police Department officers and a Polk County Sheriff’s Office deputy.

Astor was riding in the passenger seat while his 19-year-old stepson, Angel Torres Vallejo, drove the Acura. According to the Hillsborough County Sheriff’s Office, when officers attempted the vehicle stop, Vallejo backed the Acura into a Polk County Sheriff’s Office vehicle. Officers then boxed in the Acura with law-enforcement vehicles.

A Polk County deputy approached the driver's side while two Tampa police officers approached the passenger side. Police alleged that Astor reached across the driver and fired a handgun through the vehicle toward the Polk County deputy.

The Polk County deputy and two Tampa police officers opened fire on Astor. All three discharged their agency-issued firearms, striking Astor. Officers removed Astor from the Acura, and he was pronounced dead at the scene.

On 08/22/2023, at approximately 9:16 a.m., Bath Township Police Department officers responded to 4862 1/2 Clark Road for a welfare check on 40-year-old Nathaniel Henry Ross. Officers attempted repeatedly to communicate with Ross inside the residence but were unsuccessful.

Police reported that gunfire subsequently came from the residence toward the area where officers were positioned. Police established a perimeter, closed Clark Road between Watson Road and Chandler Road, and directed nearby residents and Bath Community Schools to shelter in place.

The Clinton County Special Operations Team responded during the ensuing standoff. Police continued attempting to deal with Ross while he remained barricaded inside the residence.

Hours into the standoff, officers observed smoke and fire coming from the residence. Police said firefighters could not immediately approach the burning structure because of the continuing danger associated with the armed standoff. The residence ultimately burned and was considered a total loss.

On 08/22/2023, at approximately 8:30 p.m., Suffolk County Police Department homicide detectives went to a residence on Ticonderoga Court in Ridge while investigating the June 19 killing of 39-year-old Shayna Staton in Central Islip. Police identified Staton's boyfriend, 38-year-old Gary Jones of North Amityville, as the person they were seeking in connection with her death.

Detectives initially interviewed a friend of Jones who lived at the Ticonderoga Court residence. The friend told detectives that Jones was inside. Police directed the friend, children and other people in the residence to leave before detectives attempted to enter.
.
According to Suffolk County Police Commissioner Rodney Harrison, police alleged that Jones emerged from a room carrying a handgun and fired multiple rounds toward the detectives. The detectives retreated from the residence and did not return fire.
.
Three of the rounds fired from the residence penetrated the wall of an adjoining apartment. One bullet struck 3-year-old Lovely Toney, who had recently gotten out of the bath and was on a couch inside her family's home. The bullet passed through her hand and abdomen, injuring her wrist and liver.
.
Lovely's father carried his bleeding daughter outside to police. Suffolk County Police Officer Christian Hernandez and Detective Louis Cabrera provided emergency aid and transported her for medical treatment. She underwent surgery and survived.
.
Police surrounded the residence while Jones remained barricaded inside and summoned hostage negotiators and the Emergency Services Unit. The confrontation continued for approximately three hours.

Emergency Services officers eventually deployed a police robot into the residence. The robot located Jones dead inside from a self-inflicted gunshot wound. Police confirmed that officers had not fired their weapons during the encounter.

Investigators recovered a 9mm handgun with Jones. Police reported that the weapon was the same caliber as the firearm used in Staton's June killing and subsequently said ballistic evidence linked the recovered weapon to that homicide. Jones had prior arrests for robbery, felony drug possession and grand larceny auto.

On 08/20/2023, at approximately 8:45 p.m., a Massachusetts State Police trooper attempted to stop 19-year-old Miles Murray of Henniker, New Hampshire, as Murray drove a 2011 Nissan Altima south on Route 202 in Belchertown. Police said the initiating reason for the attempted stop was that Murray was driving erratically and failing to remain within marked travel lanes.

Murray continued driving away while the state trooper pursued. According to Massachusetts State Police, Murray accelerated away from the attempted stop and continued south on Route 202.

Police alleged that Murray subsequently ran a red light at the intersection of Route 202 and Route 9. While negotiating a curve, the Nissan left the roadway and struck a mulch bed, which launched the vehicle into the air.

The Nissan then struck a rock wall, a large tree and a light pole before crashing into a Jeep Wrangler parked in the driveway of a residence on North Main Street. The collision was so violent that the Nissan's engine was torn from the vehicle and launched through the exterior of a neighboring house, creating a large hole in the second floor. Additional wreckage damaged the first floor.

Murray was ejected from the Nissan during the crash and was pronounced dead at the scene. Authorities subsequently confirmed that Murray was the only person in the vehicle. No residents of the houses struck by the vehicle or debris were injured.

Massachusetts State Police and the Belchertown Police Department investigated the fatal pursuit crash.

On 08/20/2023, Memphis Police Department officers responded to an apartment in the 2500 block of Holly Hedge Drive in the Raleigh area of Memphis following a reported domestic incident involving 35-year-old Eugene McNeal.

According to the Tennessee Bureau of Investigation, McNeal came out of the residence armed. Police alleged that he did not comply with officers' commands to put down the gun and surrender. A Memphis police officer then fired at McNeal.

McNeal returned inside the apartment after the officer fired, and police established a barricade operation. The Memphis Police Department SWAT team responded while McNeal remained inside the residence.

The standoff continued until shortly after 11:00 a.m., when the Memphis SWAT team entered the apartment. Officers found McNeal inside suffering from a gunshot wound, and he was pronounced dead at the scene.

Because a Memphis police officer had fired at McNeal immediately before he retreated into the residence and was subsequently found dead from a gunshot wound, the Tennessee Bureau of Investigation opened an independent investigation into the fatal shooting at the request of 30th Judicial District Attorney General Steve Mulroy.

On 08/17/2023, at approximately 11:15 p.m., Anaheim Police Department officers encountered 36-year-old Clinton Agapinan riding a motorcycle near Haster Street and Katella Avenue. Police reported that Agapinan drove away from the officers. Anaheim Police stated that officers did not pursue him but broadcast information about the motorcycle over police radio.

A short time later, officers found Agapinan after he lost control of the motorcycle and crashed near Katella Avenue and Stadium Crossing. Police alleged that he had been traveling at a high rate of speed before the crash.

Officers approached Agapinan while he was lying on the ground and began providing medical aid. During that contact, officers discovered that Agapinan had a firearm and confiscated it.

Police alleged that Agapinan then became combative with officers. Officers handcuffed him while he was injured on the ground following the motorcycle crash.

While handcuffed in police custody, Agapinan developed medical distress. Officers provided additional medical aid before Anaheim Fire & Rescue paramedics transported him to a hospital. Agapinan subsequently died at the hospital. His death was announced on 08/19/2023.

The Orange County District Attorney's Office responded to investigate the in-custody death with assistance from Anaheim Police homicide detectives. Anaheim Police also initiated concurrent Major Incident Review Team and Internal Affairs investigations.

On 08/19/2023, at approximately 2:40 a.m., 51-year-old George Evener of Toledo was riding a Harley-Davidson motorcycle northeast on Miami Street near Oregon Road when an Ohio State Highway Patrol trooper attempted to stop him. The specific initiating reason for the stop was speeding: OSHP reported that Evener was traveling 54 mph in a 40-mph zone.

Evener turned onto Oakdale Avenue and briefly pulled onto the shoulder before continuing driving away. The trooper pursued him on Oakdale.

Within moments of the pursuit beginning, Evener lost control of the motorcycle near Oakdale Avenue and Tracy Street. The motorcycle struck a curb, left the roadway and crashed into a telephone pole.

The trooper approached Evener after the crash and ordered him to show his hands. The trooper observed a handgun lying on the ground beside Evener and moved the firearm away before beginning emergency medical assistance. The trooper performed CPR until Toledo Police Department officers arrived and took over resuscitation efforts. Toledo Fire and Rescue personnel transported Evener to a hospital.

Evener died at the hospital. The Lucas County Coroner’s Office determined that he died from multiple blunt-force injuries sustained in the motorcycle crash. OSHP subsequently released dash-camera footage documenting the attempted traffic stop, pursuit and crash.

On 08/18/2023, at approximately 5:00 p.m., San Bernardino County Sheriff’s Department deputies responded to Mag.Pi, a clothing store on Hook Creek Road in Cedar Glen, where 66-year-old store owner Laura Ann “Lauri” Carleton had been shot and killed. Investigators identified 27-year-old Cedar Glen resident Travis Ikeguchi as the alleged shooter.

According to Sheriff Shannon Dicus, investigators determined that before Carleton was killed, Ikeguchi tore down an LGBTQ+ Pride flag displayed outside her store and yelled homophobic slurs at her. Carleton was an LGBTQ+ ally and had reportedly experienced previous confrontations over Pride flags displayed at her business. Authorities investigated her killing as a possible hate crime.

Witnesses reported the shooting and followed Ikeguchi as he left the store on foot, helping deputies locate him approximately one mile away. Deputies found Ikeguchi walking east on Torrey Road near Rause Ranch Road.

When deputies attempted to arrest Ikeguchi, police alleged that he opened fire on them with a semiautomatic handgun. Sheriff Dicus said multiple rounds struck sheriff’s patrol vehicles. Deputies returned fire, striking Ikeguchi. He died at the scene despite medical aid.

Deputies recovered a 9mm semiautomatic handgun. Sheriff’s officials said the weapon was not registered to Ikeguchi and that he did not have a concealed-carry permit. Investigators examined whether the same firearm was used to kill Carleton.

Ikeguchi’s family had reported him missing to the Twin Peaks Sheriff’s Station one day before the shootings. Investigators subsequently examined his extensive social-media activity. Sheriff’s officials reported that his accounts contained anti-LGBTQ+ material as well as anti-law-enforcement content. Authorities investigated whether Ikeguchi had connections to hate groups but said their preliminary investigation indicated that he acted alone.

Deputies arrived at approximately 5:54 a.m. and found 32-year-old Jaquan Fletcher asleep in the driver’s seat with the vehicle running. Fletcher’s family subsequently publicly identified him.

One deputy approached the driver’s side and another approached the passenger side. According to the Sheriff’s Office, the driver’s-side deputy opened the unlocked door after attempts to make contact with Fletcher were unsuccessful. The deputy reported seeing a handgun beside Fletcher, removed the gun from the vehicle and placed it on the roof.

The deputy then ordered Fletcher to place his hands behind his back. The passenger-side deputy opened the other door and partially entered the Charger. Police alleged that Fletcher resisted being detained and did not comply with their directions.

According to the Sheriff’s Office, Fletcher put the Charger into gear and accelerated while the passenger-side deputy was partially inside the vehicle. The Charger struck a sheriff’s patrol vehicle, a curb and a street sign.

The passenger-side deputy fired a single gunshot at Fletcher from close range while partially inside the moving Charger. Fletcher was struck and the vehicle came to a stop.

Fletcher was transported to a hospital, where he died from the gunshot wound. The deputy who shot him sustained minor injuries and was also taken to a hospital.

Sheriff Michael Bouchard said deputies did not know Fletcher’s criminal or parole status when they initially approached the vehicle. After the shooting, investigators determined that Fletcher had been released from prison on parole on 06/21/2023 and remained under parole supervision through September 2024. Police also reported that the .45-caliber Glock recovered from the Charger had been reported stolen in Atlanta.

Body-camera footage captured the encounter. The Oakland County Sheriff’s Office placed the deputy who fired the fatal shot on paid administrative leave while the shooting was investigated.

James Richardson was an Oakland County Sheriff’s Office deputy who fired the single shot that killed Jaquan Fletcher on 08/18/2023. Fletcher’s estate subsequently filed a federal wrongful-death/civil-rights lawsuit against Oakland County and Richardson. The case, Vance v. County of Oakland et al., was filed on 02/23/2024 in the U.S. District Court for the Eastern District of Michigan. Federal court records specifically identify Richardson as a defendant and confirm that the litigation concerns his use of deadly force against Fletcher.

On 08/18/2023, shortly after 3:30 a.m., Martinez Police Department officers responded to a video-verified burglary alarm at Velvet Cannabis Dispensary, 4808 Sunrise Drive. Police encountered two vehicles outside the closed business. Reporting indicated there was no evidence ultimately establishing that the dispensary had actually been burglarized.

One vehicle left the area, after which 20-year-old Tahmon Kenneth Wilson began driving away in a separate Infiniti with his 22-year-old brother, Tommy Wilson Jr., riding as a passenger. Neither brother was armed. Neither brother was subsequently accused of burglarizing the dispensary.

Police alleged that the Infiniti struck Officer Alexander Tirona and then moved toward other officers. Four Martinez officers — Cole Bennett, Marc Kahue, Raul Ceja-Mendez and Alexander Tirona — opened fire on the vehicle.

Wilson's family disputed the police account. Tommy Wilson Jr. said the brothers never got out of the Infiniti and that officers began firing as Tahmon drove away. Their sister, Jaleace Smith, said Tommy described multiple police rounds coming through the rear window of the car.

Police gunfire struck Tahmon Wilson in the back of the head and struck Tommy Wilson twice in the back, including a wound that pierced his lung. Tahmon was killed and Tommy survived his life-threatening injuries.

The California Department of Justice opened an independent investigation because Wilson was unarmed when police killed him. The four shooting officers were initially placed on administrative leave.

Body-camera footage was subsequently released. Martinez police later disclosed that investigators recovered a loaded handgun from inside the brothers' vehicle. Police officer interviews released in 2025 showed that officers cited an alleged display of a firearm by a vehicle occupant, the vehicle striking an officer and its movement toward officers as reasons for opening fire. The DOJ investigation remained ongoing as of March 2025.

The four officers who fired at Wilson were Cole Bennett, Marc Kahue, Raul Ceja-Mendez and Alexander Tirona. Subsequent investigations uncovered serious misconduct involving officers at the scene after the shooting.

Officer Cole Bennett was carrying a prohibited knife at the time of the incident. After the shooting, Bennett, Alexander Tirona and Officer Giani Arone were implicated in concealing the knife before investigators arrived. The Martinez Police Department sustained policy-violation findings arising from the concealment. Bennett and Tirona, who were probationary officers, were subsequently released from employment.

Officer Giani Arone, who arrived after the shooting and was not one of the four shooters, was investigated for kneeing the wounded and handcuffed Tommy Wilson in the head while pulling him away from the vehicle. The department sustained an unreasonable-use-of-force finding against Arone. Investigators also found that Arone participated with Bennett and Tirona in concealing Bennett's prohibited knife. Police Chief Andrew White terminated Arone in January 2024, and the termination was upheld by the city manager and Civil Service Commission. The findings were reported to California POST.

The misconduct findings concerning the knife and treatment of Tommy Wilson were separate from the investigation into whether Bennett, Kahue, Ceja-Mendez and Tirona were legally justified in shooting the Wilson brothers. On 08/18/2023, Wilmington Police Department, New Hanover County Sheriff’s Office and Wrightsville Beach Police Department personnel were searching for 35-year-old William Brent Gilmore after investigators connected him to several violent incidents during the preceding approximately 20 hours. Police alleged that the incidents began on 08/17 when seven shots were fired into an occupied home on Dixie Avenue. About 45 minutes later, 54-year-old Shelley Lancaster was shot multiple times while walking her dog on Lake Avenue. Investigators reported finding 9mm shell casings at both locations.

On 08/18, Wrightsville Beach police responded to another incident involving a woman at a residence on Scotch Bonnet Lane. Authorities alleged that Gilmore assaulted the woman, restrained her with zip ties and confined her in a storage area. The woman escaped, and investigators reported finding shell casings at the scene matching the caliber recovered in the Wilmington shootings.

Law enforcement located Gilmore driving in Wilmington and pursued him onto Market Street. During the pursuit, multiple crashes occurred as officers attempted to stop his vehicle. Police ultimately used a vehicle-intervention maneuver to stop Gilmore near Market Street and Lennon Drive.

Gilmore got out of the stopped vehicle and ran. Police alleged that he fired repeatedly at pursuing officers at close range. Three New Hanover County sheriff’s deputies and one Wilmington police officer returned fire, striking Gilmore multiple times. He died at the scene.

A subsequent autopsy documented 17 gunshot wounds. Toxicology testing did not indicate alcohol or drugs contributed to his death.

The North Carolina State Bureau of Investigation investigated the fatal police shooting. On 08/24/2023, New Hanover County District Attorney Ben David announced that none of the four officers would face criminal charges. On 04/19/2023, at approximately 7:50 a.m., 51-year-old Ana Ortega of Sanger was walking her dog along Clinton Avenue near Bethel Avenue north of Sanger when she was struck and killed by a Chevrolet pickup truck driven by off-duty Clovis Police Department Sgt. Scott G. Borsch.

Borsch, then 45, was driving in the opposite direction from Ortega. Borsch was fatigued while driving, and his pickup drifted across the center line and struck Ortega and her dog. Ortega suffered fatal injuries and died at the scene. Her dog, Jack, survived but suffered major injuries.
.
Borsch stopped after the collision and performed CPR on Ortega until emergency personnel arrived. The California Highway Patrol investigated the fatal crash.

Prosecutors subsequently charged Borsch with misdemeanor vehicular manslaughter without gross negligence. Borsch pleaded no contest to the charge. In December 2023, Fresno County Superior Court Judge Elizabeth Egan sentenced him to one year of probation and 20 days of community service. He received no jail sentence.

On 08/17/2023, at approximately 11:30 a.m., U.S. Marshals located 37-year-old Benjamin Annaboli at the Days Inn in the 1700 block of Aeroplaza Drive in Colorado Springs. Annaboli was wanted for an Idaho parole violation and separately on a Colorado warrant for felony menacing with a weapon arising from an encounter with Jefferson County sheriff’s deputies. The Marshals requested assistance from the Colorado Springs Police Department Tactical Enforcement Unit to arrest him.

Officers established containment around the hotel after locating Annaboli near his vehicle in the parking lot. When police moved in to arrest him, Annaboli attempted to drive away but was blocked by police vehicles. He then got out and ran toward the hotel entrance.
.
According to the subsequent District Attorney investigation, Annaboli retrieved two handguns from his vehicle and ran toward the hotel carrying both weapons. Officer Brian Kelly ordered Annaboli to stop and released his police dog, Zev. The dog caught Annaboli, who dropped one of the guns during the encounter.
.
Police alleged that Annaboli retained the second handgun and pointed it toward Officer Matthew Waters. Waters initially raised his rifle but did not fire because a U.S. Marshal and civilians were positioned near the hotel entrance. Kelly and Waters repositioned themselves before both officers opened fire on Annaboli.
.
Police gunfire struck Annaboli multiple times. Officers took him into custody and provided medical treatment before he was transported to Memorial Hospital Central, where he died from his gunshot wounds. Investigators recovered two handguns at the shooting scene.

The El Paso County Sheriff’s Office conducted the independent investigation and submitted its findings to the Fourth Judicial District Attorney’s Office. On 04/15/2024, the District Attorney announced that Kelly and Waters would not face criminal charges, concluding that their use of deadly force was legally justified.

Body-camera and aerial drone video documented the confrontation. Waters had activated his body-worn camera, while Kelly did not have his body-worn camera activated during the shooting.

Brian Kelly was a Colorado Springs Police Department canine officer assigned to the Specialized Enforcement Division and had approximately 22 years with the department when he killed Annaboli. Matthew Waters was a tactical officer in the same division and had approximately 11 years with CSPD.

Kelly had previously been named in federal civil-rights litigation arising from the February 27, 2019 arrest of John Mullins. Mullins alleged that Kelly and other CSPD officers violated his Fourth Amendment rights during an arrest in which Mullins suffered severe injuries from a police dog. A federal judge allowed portions of Mullins’ civil-rights action to proceed beyond the defendants’ motion to dismiss.

Kelly was also sued in federal court by Lawrence T. Johnson over allegations of excessive force during an arrest. Colorado Springs’ own litigation reports identify Kelly as a defendant and describe Johnson’s claim as excessive force and violation of his Fourth Amendment rights while being taken into custody.

In 2024, Kelly and Waters were publicly recognized for their actions during the Annaboli encounter at the annual Pikes Peak Region Peace Officers’ Memorial Foundation Medal of Valor ceremony.

On 08/13/2023, at approximately 1:40 p.m., Prince George’s County Public Safety Communications received a 911 call from a motorist reporting that a black BMW was following the caller and that someone in the BMW was firing shots. Several minutes later, Morningside Police Department Officer Stephen Huddleston located a black BMW traveling on Suitland Road near the location provided by the caller.

Huddleston began pursuing the BMW, driven by Dashawn Redding, along Suitland Road. The pursuit occurred despite reporting that the Morningside Police Department had a no-chase policy.
.
As the BMW approached Suitland Road and Allentown Road, Redding lost control and struck a silver Ford Taurus that was in a northbound turning lane on Allentown Road. The Taurus was driven by 44-year-old Rogelio Sánchez Gomez, who was traveling with two juvenile passengers.
.
The collision critically injured Sánchez Gomez and injured both children. Redding left the BMW and ran from the crash scene before police apprehended him. Investigators recovered a loaded handgun from the BMW.
.
Investigators subsequently determined that the BMW was traveling approximately 91 mph five seconds before impact. Huddleston arrived at the collision approximately six seconds after the crash.

Sánchez Gomez was transported to a hospital in Washington, D.C., with life-threatening injuries. He died from his injuries on 08/15/2023. The two juvenile passengers were treated for minor injuries and released.

Because Huddleston's pursuit preceded the fatal collision, the Maryland Attorney General's Independent Investigations Division investigated the circumstances leading to Sánchez Gomez's death. The IID submitted an interim investigative report in September 2023 and a supplemental report after receiving the autopsy and final crash investigation. On 06/07/2024, the Prince George's County State's Attorney's Office informed the IID that it would not prosecute the case.

The family believed an FBI agent fired through a broken garage window toward Deschler while he was behind a door near the kitchen and questioned whether the agent could actually see whether Deschler possessed a weapon.

The family showed reporters bullet damage inside the residence, including a refrigerator struck by gunfire, broken windows and other damage from the tactical operation. They said the FBI had not explained why Deschler was being arrested or provided them with an account of why deadly force was used.

On 08/15/2023, at approximately 10:45 p.m., 28-year-old Mia Tabb became involved in an argument with Tamika Suewanna Carter and Marvis Jermaine Williams inside the Barrell House Grille on Robertson Boulevard in Walterboro. The argument continued in the restaurant parking lot. Carter was then employed as a Hampton County Sheriff’s Office deputy and school resource officer, although available reports do not indicate that she was on duty or acting in an official capacity during the confrontation.
Walterboro police said Carter and Williams entered a vehicle and one of them fired a single gunshot from inside it, striking Tabb while she stood in the parking lot. Other reporting and the later prosecution identified Williams as the person who fired the fatal shot. Someone transported Tabb in a private vehicle to Colleton Medical Center. Medical personnel arranged to transfer her to Trident Medical Center, but she died while being transported to the trauma center.
Carter left the scene and failed to cooperate with the police investigation. Hampton County Sheriff’s Office records state that she resigned on 08/16/2023 in lieu of being terminated. The agency cited her failure to cooperate with investigators and her departure from the shooting scene.
Walterboro police used surveillance footage to identify Carter and Williams. Carter surrendered on 08/23/2023. Police charged her with murder and possession of a weapon during the commission of a violent crime. Contemporary reports gave conflicting ages for Carter, identifying her as 43, 46, or 47. Later court reporting identified her as 49 in 2025.
Williams remained at large for approximately five weeks before police arrested him on 09/25/2023. A Colleton County jury convicted Williams of murder and possession of a weapon during the commission of a violent crime on 12/17/2025. The court sentenced him to 30 years in prison for killing Tabb.
The prosecution established that Williams fired the shot that killed Tabb. Carter remained separately charged with murder as of the December 2025 prosecution announcement. No reliable public record located through August 2026 establishes that Carter has been tried, convicted, acquitted, sentenced, or had her charges dismissed. On 08/13/2023, at approximately 1:40 p.m., Prince George's County 911 received a call reporting that the occupants of a black BMW were following another vehicle on Suitland Road and firing gunshots. Several minutes later, Morningside Police Officer Stephen Huddleston spotted a black BMW matching the description traveling on Suitland Road near the location provided by the caller. Huddleston attempted to stop the BMW. The driver, later identified as Dashawn Redding, continued driving away while Officer Huddleston pursued.
As the pursuit reached the intersection of Suitland Road and Allentown Road, Redding lost control of the BMW and crashed into a silver Ford Fusion driven by 44-year-old Rogelio Sánchez Gomez. The impact forced Gómez's vehicle into another vehicle traveling on Allentown Road. Gómez suffered life-threatening injuries. Two children riding in his vehicle were also injured but survived. Redding fled on foot after the crash before officers arrested him nearby. Investigators recovered a handgun from the BMW.
Sánchez Gomez was transported to a hospital, where he died on 08/15/2023 from injuries sustained in the collision. After his death, the Maryland Office of the Attorney General's Independent Investigations Division (IID) assumed jurisdiction because the collision resulted from a police pursuit that ended in a civilian death.
The IID investigated the pursuit, reviewing body-camera footage, witness interviews, 911 recordings, forensic evidence, crash reconstruction, and other investigative materials. On 06/24/2024, the Attorney General released the investigative reports and body-camera footage. Investigators concluded there was insufficient evidence to support criminal charges against Officer Stephen Huddleston. Davis had a lengthy law-enforcement career before the Glass shooting. Records place him with the Indiana University Police Department by 2008. On 08/15/2023, shortly after 5:00 p.m., Sacramento police received several emergency calls reporting that a man was carrying and waving a large knife inside a Sacramento Regional Transit light-rail train stopped at the Sacramento City College station at 3801 24th Street, near Hughes Stadium. Police identified the man as 44-year-old Dante Dwaine Day.
Sacramento police officers Keegan Hironaka, Kevin Lucas, David Daus and Daniel Bartlett arrived at approximately 5:15 p.m. Their body cameras were activated. The encounter occurred inside Regional Transit train No. 109. Two train surveillance cameras also recorded the confrontation. Hironaka and Lucas ultimately fired the fatal gunshots; Daus and Bartlett were present but did not fire their handguns.
Police entered the train and found Day sitting near another passenger. Officers moved that passenger out of the train. Hironaka stood approximately 15 to 20 feet from Day and spoke with him while Lucas carried a shotgun loaded with beanbag ammunition. Police initially did not see a knife, but Day removed a fixed-blade hunting knife from his waistband and held it in his right hand. Investigators measured the blade at approximately seven inches.
The video recorded Day in severe emotional distress. He repeatedly begged police to kill him and said that he could not put down the knife. A family member later told investigators that Day had been diagnosed with schizophrenia. His statements and conduct indicated that police were confronting a person experiencing a mental-health crisis and expressing an immediate desire to die.
Hironaka told Day that police wanted to help him and repeatedly ordered him to put down the knife. Day struck a train window with the handle of the knife. Hironaka instructed Lucas to fire the beanbag shotgun if Day stood up. When Day rose from his seat, Lucas fired three beanbag rounds into Day’s torso from approximately 10 to 12 feet away. The impacts knocked Day backward onto the train bench.
Day then got up and moved rapidly toward the officers while holding the knife. Hironaka fired seven rounds from a personally owned Glock 34 handgun. Day fell to the train floor but remained conscious, continued screaming and returned toward the area where he had originally been sitting. He still held the knife.
Day stood again and began moving forward. Lucas put down the beanbag shotgun, drew his Glock 17 handgun and fired six additional rounds. In total, Hironaka and Lucas fired 13 bullets after Lucas had already struck Day with three beanbag rounds. Police waited while a shield team formed, then approached Day, removed the knife and began medical treatment. Sacramento Fire Department personnel pronounced him dead at approximately 5:47 p.m.
The autopsy documented ten gunshot wounds: three to the chest, one to the head, one to the abdomen, three to the back, one to the left leg and one to the left pelvis. The pathologist determined that gunshot wounds to Day’s chest and head caused his death. Toxicology testing detected methamphetamine, amphetamine and a blood-alcohol concentration of 0.029 percent.
Sacramento police publicly released edited body-camera and train-surveillance footage approximately two weeks after the killing. The released video showed the officers’ conversation with Day, Lucas firing beanbag rounds and Hironaka and Lucas firing their handguns. All four responding officers had activated body cameras, and investigators also reviewed footage from two cameras inside the train.
The Sacramento County District Attorney’s Office completed its criminal review on 12/04/2024. Prosecutors identified Hironaka and Lucas by name and concluded that both shootings were legally justified. The district attorney filed no criminal charges against either officer. The review relied on police reports, dispatch recordings, witness interviews, body-camera footage, train surveillance video, photographs, forensic evidence and the autopsy.
Day’s father, Derick Day, filed a federal civil-rights and wrongful-death lawsuit against the City of Sacramento. The complaint argued that police failed to use adequate crisis-intervention and de-escalation measures and unnecessarily escalated an encounter with a man experiencing a mental-health emergency. The lawsuit originally used placeholder names because Sacramento police had not publicly identified the shooters. Court proceedings later established that the officers were Keegan Hironaka and Kevin Lucas, and the court authorized the family to add both men as defendants.
The city and Day’s family reached a settlement in 2025. The City of Sacramento agreed to pay Derick Day $160,000. As soon as his hand touched the weapon, Officer Gregory Simon fired seven rounds from his patrol rifle, striking LaCosta multiple times. He died at the scene.
The San Diego Sheriff's Office Homicide Unit conducted the criminal investigation under the countywide officer-involved shooting protocol. The motorcycle had left the roadway and crashed before officers reached the scene. Deputies, Westminster Fire and Rescue personnel, and emergency medical personnel attempted life-saving measures. Hopkins died at the scene at approximately 1:00 a.m.
The Oconee County Coroner identified the deceased as Nevan Matthew Hopkins of West Union. An autopsy determined that he died from blunt-force injuries to the chest and abdomen. The manner of death was ruled accidental.
