Kyeiree V. Myers

Age :28

Gender :Male

Race : Black

Date : 08/23/2023

Location : Illinois Route 162 at Mockingbird Lane

City : Granite City

County : Madison

State : Illinois

Agency : Washington Park Police Department; Pontoon Beach Police Department

Officer(s) : Unknown

Cause of Death : Vehicle

Event : Killed by police vehicle after being shot by police during attempted detention

OPEN RECORDS SUMMARY :

On 08/23/2023, at approximately 10:52 p.m., a Fairmont City Police Department officer initiated a traffic stop on a vehicle on Illinois Route 203 near Collinsville Road in Fairmont City. Shortly before the stop, 28-year-old Kyeiree V. Myers of St. Louis had exited the vehicle and was walking near the roadway. Illinois State Police did not identify Myers as the driver of the vehicle that was stopped.
.
A Washington Park Police Department officer arrived to assist the Fairmont City officer and approached Myers. According to Illinois State Police, Myers ran and the Washington Park officer pursued him on foot. Police reported that Myers and the officer became involved in a physical struggle and that Myers broke away from the officer and gained access to the Washington Park police vehicle.
.
Police alleged that Myers took the Washington Park squad car and drove it into a pillar near the Washington Park officer. The officer fired his gun at Myers and struck him while Myers was inside the police vehicle. Despite being wounded by the officer's gunfire, Myers drove away in the squad car.
.
Illinois State Police issued an emergency radio broadcast concerning the stolen police vehicle, and officers from multiple agencies began searching for Myers.
.
At approximately 11:00 p.m., about eight minutes after the initial traffic stop, Myers exited the Washington Park police vehicle on Illinois Route 162 at Mockingbird Lane in Granite City. According to Illinois State Police, Myers was lying in the roadway.
.
A Pontoon Beach Police Department officer driving a police vehicle struck Myers while he was lying in the roadway. A passing civilian motorist also struck Myers. Myers was pronounced dead at the scene.
.
The circumstances therefore involved two separate uses of force by police within minutes: a Washington Park officer shot Myers during the encounter in Fairmont City, and a Pontoon Beach officer subsequently struck Myers with a police vehicle in Granite City. Illinois State Police investigated the death.
.
Myers' family subsequently disputed the police account and sought additional information about his death. A petition organized by his family described Myers as unarmed and stated that he was not a target of the investigation when the initial encounter began. The family said it had not received adequate answers about the circumstances surrounding his killing.
.
OFFICER BACKGROUND:
The Illinois Attorney General later addressed a public-records dispute involving the St. Clair County State's Attorney's Office concerning records of police-involved deaths. Kyeiree Myers' death was specifically cited as a case involving a man who had been shot by Washington Park police and subsequently struck by two vehicles. The Attorney General's December 2024 opinion discussed the statutory requirement for review of police-involved death investigations and public release of a report when prosecution is declined.

Location : Jefferson Avenue SW and Division Street

City : Bemidji

County : Beltrami

State : Minnesota

Agency : Beltrami County Sheriff’s Office

Officer(s) : Unknown

Cause of Death : Vehicle

Event : Driver killed by police chase crash after attempted stop for speeding

OPEN RECORDS SUMMARY :

On 08/22/2023, at approximately 11:20 p.m., a Beltrami County Sheriff’s Office deputy was on routine patrol traveling east on Carr Lake Road SW in Bemidji Township when the deputy saw a group of motorcycles turn west onto Carr Lake Road SW from Washington Avenue South. According to Sheriff Jason Riggs, the motorcycles accelerated to more than 70 mph in a posted 55-mph zone.
.
The deputy turned around and attempted to stop the motorcycles for speeding, activating the patrol vehicle's emergency lights and siren. The deputy pursued the motorcycles and eventually traveled north on Jefferson Avenue SW. By that point, only one motorcycle remained visible to the pursuing deputy. The rider was 19-year-old Tristan Channing Secor of Bemidji.
.
As the pursuit reached the U.S. Highway 2 overpass on Jefferson Avenue, a second Beltrami County deputy observed Secor's motorcycle traveling at more than 100 mph. Secor's motorcycle was increasing its distance from the pursuing deputy.
.
As Secor approached the roundabout at Jefferson Avenue SW and Division Street, the pursuing deputy lost sight of his motorcycle. Shortly afterward, deputies located the crashed motorcycle north of the roundabout.
.
Deputies and a Minnesota State Patrol trooper found Secor in the grassy area of the roundabout and immediately began lifesaving measures. Emergency medical personnel and a medical helicopter were requested, but the helicopter was unable to respond because of weather conditions.
.
Secor was transported by ambulance to Sanford Bemidji Medical Center, where he was pronounced dead from injuries sustained in the crash. Reporting based on the crash report states that Secor was wearing a helmet.
.
The Minnesota State Patrol investigated the fatal crash. The Beltrami County Sheriff’s Office was also assisted at the scene by the Bemidji Police Department and Bemidji Ambulance Service.
.
The initiating reason for the attempted traffic stop was specifically documented as speeding: the deputy observed the motorcycles accelerate beyond 70 mph in a 55-mph zone before turning around, activating emergency equipment and beginning the pursuit.
.
OFFICER BACKGROUND:
The Beltrami County Sheriff’s Office deputy who initiated and continued the pursuit was not identified in the available reporting. A second Beltrami County deputy observed Secor traveling at more than 100 mph at the Highway 2 overpass but was likewise not identified.

Tracee Jahlees Marie Blount

Age :38

Gender :Female

Race : Black

Date : 08/14/2023

Location : Intersection of MacArthur Avenue and Elmwood Avenue

City : Long Branch

County : Monmouth

State : New Jersey

Agency : Long Branch Police Department

Officer(s) : Lucas Brito

Cause of Death : Vehicle

Event : Killed by police chase crash

OPEN RECORDS SUMMARY :

On 08/14/2023, at approximately 3:59 a.m., Long Branch Police Department officers responded to a 911 report of an armed home invasion on Elmwood Avenue. A marked police SUV driven by Patrolman Lucas Brito was traveling to the call with emergency lights and siren activated. At the same time, a BMW believed to be leaving the reported break-in entered the intersection of MacArthur Avenue and Elmwood Avenue. The BMW was driven by 46-year-old Altonia Williams, and 38-year-old Tracee Blount was riding in the front passenger seat.
Officer Brito's patrol vehicle collided with the BMW in the intersection. The impact caused catastrophic damage to both vehicles. Blount suffered critical injuries and was transported to Jersey Shore University Medical Center in Neptune, where she was pronounced dead at approximately 7:12 a.m. Williams was taken into custody and transported to the same hospital for treatment. Officer Brito also sustained injuries and was treated and released.
Under New Jersey law, the Office of Public Integrity and Accountability (OPIA) in the Attorney General's Office assumed responsibility for the investigation because the death occurred during an encounter involving a law enforcement officer. Investigators reviewed witness statements, physical evidence, autopsy findings, police radio transmissions, dashboard-camera video, body-worn camera recordings, and 911 calls. On 10/03/2023, the Attorney General publicly released the videos and audio recordings after first providing them to Blount's family.
The investigation determined that Officer Brito was responding to an emergency call when the collision occurred. The evidence was presented to a New Jersey state grand jury as required by state law. On 02/05/2024, the grand jury returned a "no bill," declining to indict Officer Lucas Brito on any criminal charge arising from the collision. The Attorney General announced that no criminal charges would be filed against him.
Altonia Williams was identified as a participant in the reported home invasion and was taken into custody following the collision. The publicly available records reviewed through August 2026 do not indicate that Blount's estate obtained a civil settlement or wrongful-death judgment against Long Branch, Officer Brito, or the State of New Jersey.
Dashboard-camera footage from Officer Brito's patrol vehicle, body-camera footage, police radio traffic, and 911 recordings were publicly released by the Attorney General's Office as part of New Jersey's police transparency policy.

Gender :Male

Race : Black

Date : 08/13/2023

Location : 68th+Silver Spring

City : Milwaukee

County : Milwaukee

State : Wisconsin

Agency : Milwaukee PD

Officer(s) : Unknown

Cause of Death : Vehicle

Event : Passenger killed by police pursuit

OPEN RECORDS SUMMARY :

On 08/13/2023, at approximately 11:20 p.m., Milwaukee Police Department officers attempted to stop a stolen Hyundai Elantra near North 51st Street and West Hampton Avenue. Police reported that the vehicle had been reported stolen two days earlier and had also been connected to an armed robbery that occurred shortly before officers located it. The 16-year-old driver, later identified as Jordan Williams, continued driving away while Milwaukee police pursued.
Investigators determined that the Hyundai reached approximately 100 mph during the pursuit while traveling on city streets with a posted speed limit of 35 mph. The vehicle ran multiple red lights before entering the intersection of North 68th Street and West Silver Spring Drive, where it collided with a vehicle occupied by two women. The Hyundai then caught fire.
Jamillian Brown, who was riding as a passenger in the Hyundai, suffered fatal injuries and died at the scene. Seven other teenage passengers in the Hyundai survived with injuries. The occupants ranged in age from 15 to 18 years old. The two women in the other vehicle, ages 25 and 42, were also injured and transported to area hospitals.
The Milwaukee County Medical Examiner identified the deceased as Jamillian Brown. Following the crash, prosecutors charged driver Jordan Williams with first-degree reckless homicide, fleeing an officer causing death, and related offenses. In June 2024, a Milwaukee County jury convicted Williams on multiple felony counts. On July 31, 2024, he was sentenced to prison.
Brown's family publicly stated that Jamillian was not involved in the armed robbery or the theft of the Hyundai and asked that he not be defined solely by being a passenger in the vehicle. His parents said he had recently turned 17, was artistic, and hoped people would remember who he was rather than the circumstances of his death.
Publicly available records reviewed through August 2026 do not identify the Milwaukee police officers involved in the pursuit. No officer was publicly reported to have been criminally charged or disciplined in connection with the pursuit. No publicly reported wrongful-death settlement involving Brown's death was located.

OPEN RECORDS SUMMARY :

On 07/31/2023, shortly before 8:00 p.m., Oklahoma City Police officers attempted to stop a vehicle for a traffic violation in southeast Oklahoma City. The driver continued driving while police pursued through city streets. According to police, supervisors called off the chase before the vehicle reached Southeast 29th Street because of the danger posed by the driver's actions. Moments later, the vehicle crossed railroad tracks at a high rate of speed, became airborne, left the roadway, and struck a pedestrian. The pedestrian died at the scene. The driver abandoned the vehicle and fled on foot before officers arrived.
Police deployed a K-9 unit and searched the surrounding area but were unable to locate the driver that night. Several days later, investigators identified and arrested the alleged driver after receiving information from the public. He was booked on complaints that included first-degree manslaughter, leaving the scene of a fatal collision, and attempting to elude police. Authorities continued to state that the police pursuit had already been terminated before the fatal collision occurred.
Despite subsequent reporting, I found no public identification of the pedestrian, no public release identifying the pursuing officers, and no publicly reported civil lawsuit filed on behalf of the pedestrian arising from the incident.

City : Indianapolis

County : Marion

State : Indiana

Agency : Indianapolis IMPD

Officer(s) : Mark Brown

Cause of Death : Vehicle

Event : Bicyclist killed by patrol car

OPEN RECORDS SUMMARY :

On 07/31/2023, Indianapolis Metropolitan Police Department Officer Mark Brown was responding with emergency lights and siren to a reported home invasion when his patrol vehicle struck 34-year-old bicyclist Joseph Rudolph Stiger in the 3400 block of East 10th Street. According to the Indianapolis Metropolitan Police Department, Brown swerved onto the sidewalk to avoid a vehicle that turned into his path. Both Brown and Stiger attempted to avoid each other, but the patrol vehicle struck Stiger head-on. Stiger was transported to Eskenazi Hospital, where he died from his injuries. Brown sustained minor injuries.
Stiger was a father of two. Family members described him as someone who loved to dance, joke with family, and was devoted to his children. His death prompted renewed scrutiny of emergency driving practices by Indianapolis police.
In June 2025, Stiger's estate filed a wrongful death lawsuit against the City of Indianapolis and Officer Mark Brown. The complaint alleges Brown was driving too fast for conditions and negligently left the roadway by driving onto the sidewalk, while also alleging inadequate training and supervision by the city.

Age :45

Gender :Male

Location : Unknown

City : Hopewell

County : Prince George

State : Virginia

Agency : Prince George County PD

Officer(s) : Unknown

Cause of Death : Vehicle

Event : Killed by police chase crash

OPEN RECORDS SUMMARY :

On 07/28/2023, Prince George County Police Department officers responded to a reported hit-and-run crash involving a pickup truck. Officers later located the truck on Route 10 and attempted a traffic stop. Andre Bassett Jr. continued driving while police pursued him southbound toward Hopewell. According to investigators, speeds exceeded 100 mph during the pursuit. Bassett lost control of the pickup near Merchants Hope Road, crossed the median, struck several trees, and was ejected. He was pronounced dead at the scene. The Virginia State Police investigated the crash.
The pursuit generated significant public controversy after Bassett's mother said the department refused to provide her with information about her son's death despite repeated requests and a Freedom of Information Act request. WTVR also obtained Prince George County Police Department pursuit policies and reported that the pursuit appeared to conflict with the department's written policy, which generally prohibited pursuits for property crimes or traffic-related offenses unless there was an immediate threat to public safety. The department declined to answer detailed questions while the Virginia State Police investigation remained pending.
VCU criminal justice professor William Pelfrey publicly criticized the pursuit, stating that crashes at speeds exceeding 100 mph are highly likely to be fatal and questioning whether initiating such a pursuit over an alleged hit-and-run was justified given the risk to the public. Bassett's family continued to seek answers about the decision to pursue and the circumstances surrounding his death.

Demarcus Tyrone Clark

Age :32

Gender :Male

Race : Black

Date : 07/28/2023

Location : I-40

City : Jonesboro

County : Craighead

State : Arkansas

Agency : Arkansas State Police

Officer(s) : Not disclosed

Cause of Death : Vehicle

Event : Driver killed by police chase crash due to PIT maneuver

OPEN RECORDS SUMMARY :

On 07/28/2023, an Arkansas State Police trooper attempted to stop a Dodge Charger on Interstate 40 in West Memphis after observing it traveling at approximately 120 mph. According to Arkansas State Police, the driver, Demarcus Tyrone Clark, continued driving eastbound while the trooper pursued. Police stated the vehicle was later determined to have been reported stolen from Memphis, Tennessee. During the pursuit, Clark's speed remained well above the posted limit as he traveled through Crittenden County.
Near the 282-mile marker, the pursuing trooper performed a Precision Immobilization Technique (PIT) maneuver. The Charger left the roadway, overturned, and came to rest in a wooded area. Clark died at the scene. A passenger survived with injuries and was later arrested on charges related to possession of the stolen vehicle. The Arkansas State Police Criminal Investigation Division investigated the incident.
The use of the PIT maneuver drew public attention because Arkansas State Police performed it at interstate speeds. The agency has faced repeated criticism in recent years for using PIT maneuvers during high-speed pursuits, and videos of similar incidents have prompted litigation and national scrutiny. Clark's death became another example cited in the debate over the safety of employing PIT maneuvers at high speeds and the circumstances under which they should be authorized.

County : Milwaukee

State : Wisconsin

Cause of Death : Vehicle

Event : Killed by police car during mental health welfare check

OPEN RECORDS SUMMARY :

On 07/28/2023, Greenfield Police Department officers responded to a welfare check involving 42-year-old Tracie Dorpat, who was reported to be experiencing a mental health crisis near South 43rd Street and West Layton Avenue. According to investigators, Dorpat was sitting or lying in the roadway when the first responding officer arrived. The officer's patrol vehicle struck and ran over Dorpat as it entered the scene. Officers immediately began lifesaving measures, but Dorpat was pronounced dead from her injuries.
The Wisconsin Department of Justice Division of Criminal Investigation investigated the incident. Authorities later stated the responding officer did not see Dorpat in the roadway before the collision. The officer was placed on administrative duty during the investigation.
Dorpat's family strongly disputed the circumstances of her death, stating that she should not have been run over by the officer who had been dispatched to help her during a mental health crisis. They retained legal counsel and, in August 2023, announced their intent to file a wrongful death lawsuit against the City of Greenfield. The family also called for changes in police training and emergency response to people experiencing mental health crises. In 2025, the City of Greenfield agreed to pay $4 million to settle the wrongful death lawsuit filed by Dorpat's estate.
