On July 24, 2025, officers at the Wichita Police Department’s North Patrol Substation were confronted by Nehemiah C. Flemming, a 19-year-old male reportedly in mental distress. Flemming approached an officer in the parking lot and inquired about police use-of-force policies, specifically about shooting individuals with guns. Without warning, Flemming then pulled a firearm and pointed it directly at the officer. The officer immediately took cover as two nearby officers quickly opened fire to neutralize the threat.
Flemming was struck multiple times and rushed to a nearby hospital in critical condition. Despite medical efforts, he died shortly afterward. Investigators stated Flemming had made suicidal statements prior to the incident and was experiencing a significant mental health crisis at the time. A second male, who had been with Flemming at the scene, fled during the chaos but was later detained without incident.
This incident has sparked renewed attention on how police handle encounters with individuals experiencing mental health emergencies. The Wichita Police Department is actively investigating the shooting, reviewing body cam footage, and coordinating with mental health professionals to evaluate procedural responses.
