On 08/15/2021, a Newberry County Sheriff’s Office deputy shot and killed 40-year-old Phillip John Walden after police pursued him for more than 40 miles along Interstate 26 through multiple counties. The pursuit ended near Exit 91 in Lexington County after police forced the vehicle Walden was driving into a concrete barrier.
The sequence began at approximately 5:30 p.m. in Laurens County. According to Newberry County Sheriff Lee Foster, Walden's vehicle became disabled on I-26 and motorists stopped to assist him. Police alleged that Walden displayed a weapon and attempted to take the first couple's vehicle, but they drove away.
Walden returned to his vehicle and continued along I-26 before crashing and rolling down an embankment near mile marker 60, close to the Laurens-Newberry county line. Other motorists stopped to assist at that crash. Police alleged that Walden attempted to take two vehicles before obtaining control of another vehicle and driving east toward Columbia. Witness descriptions of the weapon varied considerably: 911 callers variously reported seeing a gun, knife or scissors.
At approximately 5:51 p.m., the Newberry County Sheriff’s Office began receiving reports about the incident. A deputy located the vehicle near Exit 72 and attempted to stop it. Walden continued driving away and Newberry County deputies began pursuing him east on I-26.
The pursuit became extensive and involved numerous collisions. According to Foster, Walden struck several civilian vehicles while deputies pursued him and at one point struck a Newberry County deputy's patrol vehicle, forcing it into a guardrail. At least 10 civilian vehicles and two police vehicles were ultimately involved in collisions during the overall incident, and two civilians were transported to hospitals with injuries described as non-life-threatening.
Police continued the pursuit through Newberry County and into the Columbia-area interstate system. Walden exited I-26 near Exit 97 in Richland County, reversed direction and returned toward Newberry.
Near Exit 91 at Chapin, Walden left I-26 and entered the parking area of a Taco Bell and gas station, where additional collisions occurred. He then crossed the highway and attempted to enter I-26 traveling west in the eastbound lanes.
A Newberry County deputy and South Carolina Highway Patrol trooper positioned their vehicles ahead of Walden. According to Foster, Walden struck the deputy's patrol vehicle. The deputy then used the patrol vehicle to divert Walden's vehicle into a concrete Jersey barrier, disabling it and ending the pursuit.
Walden got out of the disabled vehicle. Both the Newberry County deputy and Highway Patrol trooper also exited their vehicles.
The officers deployed Tasers against Walden, but the electrical weapons did not incapacitate him. Police accounts of precisely what happened immediately before the shooting differed somewhat in their wording. Foster told The State that Walden moved toward the officers and alleged that he then charged toward the Newberry County deputy. Another contemporary Newberry County account stated that Walden moved a hand toward the rear of his waistband before the deputy fired.
Critically, Foster acknowledged immediately after the shooting that he did not know whether Walden was armed during the final confrontation. Foster also confirmed that Walden did not fire at the deputy. Thus, although witnesses earlier in the incident had variously described Walden as possessing a gun, knife or scissors, the available public record does not establish that Walden possessed or displayed a weapon when the deputy shot him.
The Newberry County deputy fired multiple rounds, striking Walden in the upper body. Walden died at the scene. Lexington County Coroner Margaret Fisher subsequently confirmed his identity and determined that he died from multiple gunshot wounds to the upper body.
The shooting and pursuit produced an unusually large scene extending for more than 40 miles along I-26. Authorities closed a section of the interstate for approximately six hours while investigators processed the final shooting scene and collected evidence.
Because a Newberry County deputy fired the fatal shots, the South Carolina Law Enforcement Division took responsibility for investigating the shooting. The deputy's firearm was turned over to SLED for examination, and the deputy was placed on administrative leave while the investigation was pending.
The publicly accessible record remains considerably thinner than the scale of the incident would suggest. On 08/15/2021, Albuquerque Police Department Officers Max Denerstein and Christopher Mings shot and killed 33-year-old Eric Padilla during a foot pursuit near 9121 Menaul Boulevard NE. The encounter began with an investigation of a stolen Honda Accord and developed into a pedestrian stop after police located Padilla and a woman near a Walmart. A later special-prosecutor review, completed in April 2023, examined police reports, witness statements, video and photographs and identified both shooting officers.
Earlier that afternoon, Mings saw a Honda Accord near Lomas and Louisiana boulevards and checked its license plate. Police determined that the car had been reported stolen the previous night. Officers attempted a traffic stop, but the driver continued driving away. Rather than begin a conventional high-speed pursuit, police fired a StarChase GPS tracking device onto the Honda and tracked it remotely.
Police followed the GPS signal to the area of Morrow Avenue and Pennsylvania Boulevard NE, where they found that someone had removed the tracking device from the Honda. Officers subsequently located the abandoned car in a Walmart parking lot near Northeastern and Wyoming boulevards. Surveillance footage showed a man and woman leaving the vehicle, and police broadcast their descriptions.
Officers later encountered Padilla and a woman near Northeastern and Menaul. Body-camera video shows officers questioning the pair because they matched the descriptions of the people who had left the Honda. Padilla was initially cooperative. During the encounter he removed a knife from his pocket and voluntarily handed it to police.
The officers then told Padilla they intended to pat him down for additional weapons. Padilla objected to the search and ran. Denerstein and Mings pursued him on foot. The subsequent police video release shows that the transition from questioning to pursuit occurred rapidly after Padilla declined to submit to the pat-down.
According to APD, civilian witnesses and video reviewed during the investigation, Padilla turned partially toward the pursuing officers while running and removed a handgun. Denerstein and Mings then opened fire, striking him. Padilla fell near Menaul Boulevard and died at the scene. Police recovered a handgun near his body.
Police did not establish that Padilla fired the handgun during the encounter. When APD released the body-camera footage in September 2021, the department acknowledged that it remained unclear whether the weapon had been fired. Thus, the evidence supporting the officers' claim of an imminent deadly threat centered on Padilla allegedly producing the gun while running and turning partly toward them, rather than on Padilla firing at police.
APD later said investigators had forensically associated the handgun recovered near Padilla with three other shootings in Albuquerque during the summer of 2021. Those allegations concerned the history of the firearm and did not establish that Padilla fired it during his encounter with Denerstein and Mings.
APD publicly released body-camera footage and additional information about the shooting on 09/23/2021. The release identified Denerstein and Mings as the officers who fired and provided the first substantially detailed public reconstruction of the events between the abandoned Honda and Padilla's death.
The criminal review of the officers' conduct remained unresolved publicly for considerably longer. In 2023, Second Judicial District Attorney Sam Bregman appointed a special prosecutor to review whether Denerstein or Mings should face criminal charges. The review included police reports, witness statements, videos and photographs.
On 04/03/2023, the special prosecutor issued a formal decision declining to charge either officer. The prosecutor concluded that the available evidence was insufficient to prove beyond a reasonable doubt that Denerstein and Mings were not acting under a reasonable belief that Padilla's actions threatened them or others with death or great bodily harm. The decision closed the DA's criminal review while expressly noting that it did not prevent administrative action, investigation by another agency or civil litigation..

OFFICER BACKGROUND:
Max Denerstein had served with the Albuquerque Police Department since 2014 when he killed Padilla. APD reported after the shooting that Denerstein had not previously been involved in a police shooting.
Denerstein was later named as a defendant in a 2024 federal civil-rights lawsuit, Scott v. City of Albuquerque. The plaintiff initially alleged civil-rights violations against Denerstein and another APD officer arising from a separate 2023 arrest.

On 08/14/2021, 69-year-old Steve Sanders was struck and killed by a Houston Police Department patrol vehicle driven by Officer Brandon Kristofer Kpotie in the 10000 block of Bissonnet Street near Woodfair Drive in southwest Houston. Kpotie was driving above the posted speed limit without activating the patrol vehicle's emergency lights or siren while responding to an arrest connected with an HPD prostitution enforcement operation.

At approximately 9:00 p.m., Kpotie and another Houston police officer identified in court records as Officer Young were assigned to a crime-suppression team conducting a prostitution operation in southwest Houston. Kpotie and Young were sitting together in a marked HPD patrol vehicle while surveillance officers and an undercover officer conducted the operation. They were waiting for notification that an arrest was ready to be made.

After officers involved in the operation notified Kpotie and Young that they were ready to make an arrest, Kpotie began driving the marked patrol vehicle toward the planned arrest location. Kpotie did not activate the vehicle's emergency lights or siren. The posted speed limit on Bissonnet Street was 35 mph.

Kpotie later estimated that he had been traveling approximately 40 to 45 mph. HPD's subsequent crash reconstruction determined that the patrol vehicle was traveling approximately 55 mph about 70 feet before it struck Sanders, approximately 20 mph above the posted speed limit.

As Kpotie traveled along Bissonnet Street, Sanders entered the roadway. Officer Young, who was riding in the passenger seat, reported seeing a shadow suddenly appear in front of the passenger side of the patrol vehicle and warned Kpotie. Kpotie said he did not see Sanders until Young alerted him. Kpotie attempted to steer to the left, but the right front portion of the police vehicle struck Sanders.

Sanders suffered fatal injuries. He had no involvement in the prostitution enforcement operation that Kpotie and Young were responding to when the police vehicle struck him.

The collision subsequently became the subject of civil litigation brought by Sanders's daughters against the City of Houston. In August 2022, they sued the city alleging that Sanders's death resulted from negligence involving Kpotie's operation of the police vehicle. The litigation later reached the Texas Fourteenth Court of Appeals as City of Houston v. Morris.

On 08/14/2021, Kalamazoo County Sheriff’s Office deputies shot and killed 35-year-old Kyle Anthony Goidosik after a vehicle pursuit through southeastern Kalamazoo County. The encounter also resulted in the fatal shooting of Kalamazoo County Deputy Ryan Proxmire, who was struck during the pursuit and died the following day. Michigan State Police investigated the shootings, body-camera and dashboard-camera recordings were subsequently released, and Kalamazoo County Prosecutor Jeff Getting completed a detailed review in December 2021.
Earlier that day, Portage Department of Public Safety officers attempted to stop Goidosik while he was driving his van. Later accounts described the initiating reason as a registration or other minor traffic violation. Goidosik continued driving away, and Portage police pursued him. Police had also attempted to stop the same van the previous day.
At approximately 9:20 p.m., Kalamazoo County deputies were handling an unrelated call at a Shell gas station on 35th Street near Galesburg when they recognized Goidosik and his van. Body-camera footage later released by the sheriff’s office shows Proxmire and another deputy approaching Goidosik while he was standing near the van at a gas pump.
The second deputy asked Goidosik about his previous contact with police and attempted to speak with him. When Goidosik moved toward the driver's side of the van, the deputy stepped in his path. The body-camera recording shows Goidosik lift his shirt, remove a handgun from his waistband and point it toward the deputies. Both deputies backed away while ordering him to drop the gun. The other deputy directed civilians inside a nearby Subway restaurant to take cover. Goidosik then entered his van and drove away.
Kalamazoo County deputies began pursuing the van, with Proxmire initially driving the lead police vehicle. During the pursuit, according to the subsequent investigation and prosecutor's review, Goidosik fired multiple rounds from the van toward the pursuing deputies. Near MN Avenue and 38th Street in Climax Township, a bullet struck Proxmire in the head. His police vehicle veered from the roadway and stopped.
The other deputies continued pursuing Goidosik without realizing that Proxmire had been shot. Dashboard-camera footage shows several sheriff’s vehicles passing Proxmire's stopped cruiser. A civilian eventually found him slumped inside the vehicle and called 911. Video showed members of the public stopping to help approximately 23 minutes after he was shot. Proxmire was transported to a hospital in extremely critical condition and died on 08/15/2021.
Meanwhile, police continued pursuing Goidosik through Climax Township. According to the prosecutor's subsequent reconstruction, Goidosik continued firing from the van toward deputies during the pursuit. He eventually drove down a dead-end rural road near 44th Street and entered a field.
The prosecutor reported that Goidosik continued firing toward deputies at the end of the road. Police vehicles blocked the roadway. According to the prosecutor, Goidosik attempted to drive through the field and then drove the van toward deputies positioned at the roadblock. Multiple deputies opened fire.
Goidosik was struck four times: three gunshot wounds to his left leg and one to the left side of his head. The head wound was fatal. After the gunfire stopped, body-camera footage shows deputies ordering him to show his hands and not move before removing him from the van and beginning CPR. Emergency medical personnel subsequently pronounced him dead at the scene.
The body-camera and dashboard-camera recordings released in November 2021 provided a substantially fuller record than the initial accounts. The recordings documented the initial confrontation at the gas station, the pursuit, Proxmire's cruiser leaving the roadway after he was shot, deputies unknowingly continuing past him, the final confrontation with Goidosik and officers' efforts to provide medical aid.
Michigan State Police conducted the independent investigation. Kalamazoo County Prosecutor Jeff Getting subsequently reviewed the investigative file and announced his decision on 12/22/2021. Getting identified the deputies involved in the fatal shooting as Sgt. Chris Hoffman and Deputies Justin Barts, Patrick Braidwood and Riley Gallagher.
Getting concluded that the deputies reasonably believed they and other officers faced an immediate threat of death or serious injury because Goidosik had allegedly repeatedly fired toward police and was driving toward deputies at the final roadblock. He ruled their use of deadly force legally justified and declined to file criminal charges.
Goidosik's family provided important context about his condition that was largely absent from the initial police narrative. His parents, Gary and Kim Goidosik, said their son had suffered for years from invasive, delusional and irrational thoughts. They simultaneously expressed sorrow over Proxmire's death and described the events as a tragedy involving someone suffering from serious psychological disturbance.
Goidosik was born on 05/04/1986 in Kalamazoo, attended Vicksburg Community Schools and studied liberal arts at Kalamazoo Valley Community College. He was survived by his parents and sister.

On 08/14/2021, a Nebraska State Patrol trooper shot and killed 80-year-old John A. Vogel while police were responding to a dispute between neighbors near Sheridan and Jay streets in St. Paul. Howard County sheriff’s deputies, St. Paul police officers and Nebraska state troopers all responded to the incident.
At approximately 12:30 p.m., the Howard County Sheriff’s Office received a report of a disturbance involving two neighbors. Police reported that one of the people involved had discharged a firearm during the dispute. The publicly released accounts did not identify what precipitated the disagreement or provide significant detail about what happened before police arrived.
By approximately 12:42 p.m., personnel from all three agencies were at the scene and searching for the people involved. A few minutes later, officers encountered Vogel near a garage holding a rifle.
According to the Nebraska State Patrol, a trooper repeatedly ordered Vogel to put the rifle down. Police alleged that Vogel did not comply and instead raised the rifle toward the trooper. The trooper fired twice, striking Vogel. The available public accounts do not report that Vogel fired at police during this confrontation.
Officers provided emergency medical aid before Vogel was transported to Howard County Medical Center, where he died from his gunshot wounds. No other person was physically injured during the police confrontation.
Because a Nebraska State Patrol trooper fired the fatal shots, Howard County Attorney David Schroeder requested an investigation by the Nebraska State Patrol Special Investigations Team. On August 14, Gerardi's mental condition had deteriorated. She had reportedly been pacing barefoot outside, talking to herself and behaving erratically. Her sister Stacey wanted to have her evaluated and hospitalized and contacted police for assistance, something the family said it had done numerous times previously without a violent outcome.
Importantly, Stacey said she deliberately did not call 911 because she did not regard the situation as an emergency. She removed Stephanie's two young children from the house before police arrived. Her sister Deanna, Deanna's boyfriend and their 13-year-old son remained inside.
The family's later federal lawsuit and public statements add a significant dispute over how police came to classify the call as involving a suicidal person. The family alleges that Officer Domenic Montano advised them to report Stephanie as suicidal in order to facilitate getting her involuntarily hospitalized, even though, according to the family, she was not suicidal and had not threatened herself or anyone else. The Essex District Attorney's later review nevertheless described police as responding to reports that Gerardi was making suicidal statements.
At approximately 4:32 p.m., Saugus police arrived at the house. Sean Murphy and David Harris entered the residence. Another officer positioned himself toward the rear of the home.
According to Deanna Gerardi, Stephanie initially greeted the officers peacefully. She approached them, asked how they were doing and told one officer that he was good-looking. She then asked whether she could give him a hug.
Murphy declined and told her to keep her distance. Deanna later said that Stephanie's demeanor changed after that interaction. Stephanie went into the kitchen and picked up a large knife.
The Essex District Attorney subsequently concluded that Gerardi advanced rapidly toward Murphy and Harris with the knife raised over her head. Gerardi's sisters disputed the characterization that she was “brandishing” the knife and maintained that she did not wave it around or threaten the officers.
Murphy fired his service weapon three times. Gerardi was struck in the head and torso and collapsed inside the house. She was pronounced dead at the scene.
The encounter unfolded extremely quickly. Gerardi's sister Deanna was close enough to the shooting that she heard the spent cartridge casings hit the floor. She later described seeing Stephanie face-down in blood immediately after Murphy fired.
Deanna also said her boyfriend became distraught after witnessing the shooting and that police pointed weapons at him and ordered him to the floor. Police subsequently ordered the family from the residence, requiring them, according to Deanna, to step past Stephanie's body as they left.
The Essex State Police Detective Unit investigated Murphy's shooting under the direction of the Essex District Attorney's Office. Investigators reviewed the circumstances of the family's call, the officers' response and the shooting.
On 08/16/2022, more than a year after Gerardi's death, Essex District Attorney Jonathan Blodgett announced that Murphy would not face criminal charges. The DA concluded that Gerardi had advanced toward the officers with a large kitchen knife raised overhead and that Murphy reasonably believed she presented an imminent threat of serious bodily injury or death. The prosecutor therefore found Murphy's use of deadly force legally justified.
The family's criticism went beyond the instant in which Murphy fired. Gerardi's sisters argued that police knew before entering the house that they were dealing with a woman experiencing a psychiatric crisis, had previously helped the family obtain psychiatric treatment for her, and should have approached the encounter as a behavioral-health intervention rather than allowing it to escalate into a deadly confrontation.
Gerardi's death subsequently became part of a broader Massachusetts debate about police responses to people experiencing mental-health crises. A 2023 Boston Globe investigation into police shootings of mentally ill and suicidal people revisited Gerardi's case and emphasized how a call specifically intended to obtain psychiatric help became a fatal police encounter.
Gerardi was the mother of two children, ages seven and eight when she was killed. Her family said that despite her long struggle with mental illness, she was deeply attached to her children and could thrive when her illness was controlled. Her sisters had helped care for her after their parents died in 2014 and 2017.
The case took a major new turn on 08/12/2024, when Stephanie's estate, represented by her sister Stacey Gerardi, together with Deanna Gerardi and Stephanie's two minor children, filed a federal civil-rights lawsuit in U.S. District Court for the District of Massachusetts. The defendants include Sean Murphy, David Harris, Domenic Montano, Saugus Police Chief Michael Ricciardelli, the Saugus Police Department and the Town of Saugus.

The lawsuit remained active in federal court in 2026. On 01/07/2026, Magistrate Judge Jennifer C. Boal issued an order in an ongoing discovery dispute concerning psychotherapy records sought by the defendants. The court's order confirms that the litigation had proceeded into substantive discovery rather than being dismissed at its preliminary stages.
The Gerardi family also renewed its public campaign over Stephanie's death in 2025, seeking changes to the way Saugus police handle behavioral-health emergencies. OFFICER BACKGROUND:

On 08/13/2021, 27-year-old Mauricio Luna was killed when Knoxville Police Department Officer Cody Klingmann crashed his police cruiser into Luna's vehicle on Kingston Pike near Papermill Drive while Klingmann was responding to a reported burglary in progress. This was not a police pursuit; Luna was an uninvolved motorist and was not being stopped, followed or pursued by police.

Klingmann suffered minor injuries and was transported to a hospital.

Later evidence substantially changed the picture provided by the initial police account. Luna's family alleged that Klingmann was driving as fast as 90 mph on Kingston Pike without properly activating his emergency lights. Court filings stated that Klingmann was traveling approximately 81 mph at the moment of impact. The posted speed limit was 45 mph.

The Tennessee Highway Patrol investigated the collision and determined that Klingmann was not wearing his seat belt. The family's lawsuit also alleged that Klingmann failed to maintain control of his cruiser and failed to maintain a proper lookout before striking Luna's vehicle.

Luna's death had a particularly ordinary and tragic context. He and his dog were traveling to Florida to visit his girlfriend when the collision occurred. The dog was also killed. Luna's mother, Claudia Macias, subsequently pursued accountability through a wrongful-death action against Klingmann and the City of Knoxville.

Macias sought $3 million in damages. The lawsuit alleged that Klingmann's excessive speed and failure to properly use emergency lights caused the collision and that the City of Knoxville was negligent in allowing him to operate the police cruiser because it knew or should have known that he was an unsafe driver.

Officer Darius Wilson-Wayne also exchanged gunfire with Primm earlier in the pursuit and was shot in both legs. Critically, body-camera footage released two months later established that Primm had discarded his handgun and was unarmed when Hernandez fired the fatal shots.
At approximately 3:20 p.m., police received a 911 call concerning an argument involving several men outside a convenience store in the 4500 block of Lakewood Drive near WW White Road. The caller alleged that one of the men had produced a handgun and threatened to shoot the others. Police subsequently identified that man as Primm.
Hernandez responded and saw Primm riding a bicycle with a backpack matching the description provided by the caller. According to the later custodial-death report, Hernandez did not immediately attempt to physically stop Primm because he believed Primm was armed and they were near an elementary school. Hernandez followed him and twice lost sight of him.
Primm eventually abandoned the bicycle and continued on foot through alleys and residential property in the 4900 block of Wycliff Drive. Wilson-Wayne, another responding officer, encountered him and began pursuing him on foot.
According to police and the subsequently released body-camera recording, Primm fired at Wilson-Wayne during this portion of the pursuit. Wilson-Wayne was struck twice in his lower extremities. Wilson-Wayne returned fire, and police initially believed he may also have struck Primm. Wilson-Wayne survived and was treated at Brooke Army Medical Center.
Hernandez returned to his patrol vehicle and drove toward Primm's last reported location. He located him near a car wash and continued trying to intercept him as Primm ran through the area.
What happened next became substantially clearer when SAPD released body-camera footage on 10/13/2021.
During his continued flight from police, Primm discarded the handgun. Investigators subsequently recovered it on the roof of a nearby residence. Thus, although Primm had allegedly fired the weapon and wounded Wilson-Wayne earlier in the encounter, he no longer possessed it when Hernandez encountered him during the final confrontation.
Primm emerged from behind a building and suddenly encountered Hernandez. Video shows Primm momentarily stop in front of the officer. Hernandez believed Primm remained armed and opened fire.
Primm was unarmed.
SAPD Lieutenant Michelle Ramos expressly acknowledged that fact when the department released its video: investigators determined after the shooting that Primm did not have the firearm when Hernandez shot him. The gun was subsequently located on the nearby rooftop.
Primm died at the scene.
This substantially changes the picture provided by the first-day reporting. Initial accounts understandably compressed the incident into a sequence in which Primm allegedly shot one officer and was then shot by another. The later evidence establishes an important separation between those events: Primm allegedly shot Wilson-Wayne, continued running, discarded his gun, and was later encountered and fatally shot by Hernandez while unarmed.
SAPD released Hernandez's body-camera recording and portions of the 911 call under the department's Critical Incident Video Release policy approximately two months after the killing. The video provided independent evidence of the final encounter and confirmed that Hernandez's decision to fire rested on his belief that Primm still possessed the gun rather than on Primm actually having a weapon in his hands at that moment.

On 08/11/2021, at approximately 2:35 a.m., a Nebraska State Patrol SWAT trooper shot and killed 35-year-old Brooks Hacker following a four-hour armed standoff at his residence in the 500 block of North Brass Avenue in Juniata. The incident began at approximately 10:15 p.m. on 08/10/2021, when Hacker’s girlfriend called 911 during a physical confrontation and reported that he was intoxicated, firing a handgun and preventing her from leaving. On 08/11/2021, at approximately 2:30 a.m., Honolulu police officers and emergency medical personnel responded to the parking lot of Kapalama Gardens on North School Street after receiving reports that a man had attacked another person with a machete, severing the victim's pinky finger. While emergency crews treated the victim, a witness pointed out 41-year-old Elia Laeli as the attacker. Officers approached Laeli, who was still armed with a machete, and repeatedly ordered him to drop it.
Laeli walked to a parked vehicle, opened the driver's door, then turned back toward the officers while still holding the machete. On 03/23/2022, Honolulu Prosecutor Steve Alm released the findings of the criminal investigation, along with surveillance video of the shooting. The review concluded that both officers were legally justified in using deadly force after Laeli advanced toward an officer with the machete raised overhead. The investigation found Laeli had methamphetamine and THC in his system and had an outstanding warrant on drug charges at the time of the shooting. Surveillance video showed one officer retreating and stumbling over a concrete parking stop as Laeli closed the distance before the officers fired. The prosecutor declined to file criminal charges.

On 08/02/2021, U.S. Border Patrol agents assigned to the Eagle Pass South Station tracked and apprehended a group of migrants on a ranch approximately 17 miles south of Eagle Pass near Highway 277. After a male migrant from El Salvador reportedly became disruptive while handcuffed to two other migrants, agents removed the restraints, and he attempted to flee before being apprehended again. Agents restrained him with his hands behind his back and placed him on the hood of a Border Patrol vehicle while transporting the group back to an earlier apprehension site to await a transport vehicle. After approximately one hour, agents discovered the man unresponsive. They began CPR and requested emergency medical services, but he was pronounced dead at the scene by the Eagle Pass Fire Department.
The incident was investigated by U.S. Customs and Border Protection's Office of Professional Responsibility, the FBI, the Department of Homeland Security Office of Inspector General, the Dimmit County Sheriff's Department, and the Texas Rangers. On 08/08/2021, Detroit police undercover officers were conducting surveillance at a large street racing and drifting event on East Grand Boulevard near the GM Factory Zero plant. Police reported that a Dodge Charger collided with an unmarked police vehicle being used by undercover officers. Nineteen-year-old Michael Contrell Adams III exited the Charger and ran from the crash. Police stated Adams was armed with a handgun, ignored commands identifying the officers as police, and pointed the gun at an undercover officer, who then fired multiple shots, fatally wounding him. A handgun was recovered near the crash scene, and the Wayne County Medical Examiner ruled the death a homicide.
In September 2021, Adams' family filed a $20 million federal wrongful death lawsuit alleging Adams was unarmed, that the undercover officer never identified himself as police, and that Adams was shot twice in the back while running away. On 08/08/2021, at approximately 10:30 p.m., Harris County Precinct 4 deputy constables responded to a Walmart at 21150 Kuykendahl Road after employees recognized a man and woman from an internal Walmart security bulletin involving a series of thefts at another nearby Walmart. Store personnel reported the group again concealed merchandise and left the store without paying before getting into a vehicle in the parking lot.
Deputies attempted to detain the occupants as the vehicle was leaving the parking lot. One man got out of the vehicle and walked away. According to investigators, he then produced a handgun and fired multiple rounds at the deputy constables. The deputies returned fire, striking him. He died at the scene. The vehicle fled the parking lot, but the remaining two occupants were located several miles away by Harris County Sheriff's Office investigators and were taken into custody for questioning. Investigators recovered a handgun with an empty magazine near the deceased man.
The Harris County Sheriff's Office Homicide Unit investigated the shooting with assistance from the Harris County District Attorney's Office.
