Colorado Department of Corrections parole officer Christine Guerine Sandoval was a pedestrian at the intersection of North Spruce Street and West Bijou Street just west of downtown Colorado Springs at about 3:45 p.m. on 09/28/2023 when they were hit and killed by a vehicle driven by 41-year-old parolee Justin Andrew Kula. A still unnamed DOC corrections officer was killed and a second parole officer was injured.
Colorado issued a “Blue Alert” manhunt and arrested Justin Kula several hours later. A Blue Alert is issued when a law enforcement officer is killed, suffered serious bodily injury, or is missing while in the line of duty and law enforcement calls for a state-wide manhunt after the person who harmed any member of police.

Preliminary reports indicate that Special Agent Bauer was inadvertently shot by another agent during the training exercise.
